ABOUT INDIAN RAILWAY Indian Railways is a statutory body under the ownership of the Ministry of Railways, Government of India that operates India's national railway system. Indian Railways is 4 th largest railway system in the world, with a total route length of 68,043 km, running track length of 102,831 km and track length of 128,305 km. D aily passenger count of 24 million passengers and 203.88 million tonnes of freights transported by Indian railways which is that much of Australian population travel at a time. But bitter truth is the indian railways does not have best record with safety. In past there are many accident happened in history of Indian railways . In recent past , we experienced devastated ODISHA TRAIN ACCIDENT near Balasore on 2 nd June 2023.
WHAT HAPPENED?? At 3:20 pm train no 12841 COROMANDEL EXPRESS leaves from Shalimar railway station Kolkata expected to be arrived at Chennai at 4:50 am. Train no 12864 HOWRAH EXPRESS departed from Bengaluru day before on 1 June 10:35 am ,expected to be reached at Howrah junction west Bengal on 2 June at 3:30 pm but Howrah express was approximately 2:50hr late from actual time. Coromandel express running on upline track and Howrah express was running on downline track. On other side at up loop line and down loop line where goods train are already waiting since earlier. Coromandel express arrives from up line and goes towards up loop line where a goods train was already there and crashes with it.
After crashing 21 coaches de tracked and 3 of coaches get de tracked and fall upon the two coaches of Howrah express running on other line.
CAUSE OF INCIDENT The main cause of the accident is failure in Electronic Interlocking System and Signaling System which controlled by the train’s office. In entire case, the train driver wasn’t at fault. Further he confirmed that he received green signal to move forward on track from the office. On 7 th June,2023 our railway minister Ashwini Vaishnav also said that this accident was caused due to electronic signaling. Now, what is signalling error? How does the train function? To understand all, we need to understand about electronic interlocking system.
ELECTRONIC INTERLOCKING SYSTEM The system provides a computer layout of the movement of trains on signals and position of the point. Electronic Interlocking system has three things that takes decision on the train route. 1) Track Circuit: These electrical circuits indicates the occupancy of the track by detecting the presence of trains.
2)Point switch: The point switch are the movable rails which guide the wheels towards either the straight or the diverging track. In past point switch machine is manually controlled by point man. But now a days, it is controlled from trains office.
3) Signals You might’ve seen signals around the train or railway tracks but when the railway begins to start, then the signal near it is different from the others and it is called as home signal. This signal is controlled by the station master, whereas the rest of the signals are automatic. And this system is fail proof that means if there is a fault in it, red light is switched on and trains stop there itself.
EFFECT OF INCIDENT Coromandel express had 1257 passengers in it and Howrah express had 1039 passengers in it. 288 people died in this tragic incident and 803 are injured. One of the survivor of this accident say that, the train was filled with numerous migrant labors, students and daily wages workers. Shashwat Gupta, who was travelling in Coromandel express, according to him the coach had flipped to 90 degree angle in air. By the evening of 3 June, Odisha government officials said that 1,175 people had been admitted to hospitals as a result of the crash; 793 of those people had been released, and 382 were still undergoing treatment.
RELIEF MEASURES The accident happen around 7 pm and after some time NATIONAL DISASTER RELIEF FORCE whose 9 teams among which there were 300 rescuers reach there. After some time medical train reached there as well . Locals reached the area immediately and helped the people. 900 people taken to different districts of Balasore and lot of people blood as well. 500 unit of blood was collected in single night. Reliance Foundation claims to have closely coordinated with the Emergency Section, Collectorate, Balasore , and National Disaster Response Force right after the incident. It helped passengers quickly evacuate coaches and rushing injured to emergency vehicles, to immediately make available masks, gloves, ORS, bedsheets, lighting and other necessities.
More than 300 NDRF rescuers with big metal cutters, canine squads and other heavy-lift equipment are working at the train accident site in Odisha. The Indian Air Force (IAF) has deployed Mi-17 helicopters for the evacuation of the deceased and injured passengers. According to the Eastern Command, IAF is coordinating the rescue efforts with the civil administration and Indian Railways. Huge cranes and bulldozers were brought in to raise the mangled coaches that turned to be a huge heap of steel boxes. Rescue workers wielded gas torches and electric cutters to pull out the dead bodies and hunt for the survivors.
Reliance Foundation volunteers also involved in the rescue made gas cutters available to evacuate passengers trapped in coaches. 10 RELIEF POINT THAT FOLLOWS: Free fuel for ambulances dealing with the disaster through the Jio-BP network. Provision of free ration supplies, including flour, sugar, dal, rice, salt and cooking oil, for the next six months to affected families through Reliance stores.
Free medicines for injured to support their immediate recovery needs; medical treatment for those needing hospitalization due to the accident. Counselling services for emotional and psychosocial support. Providing employment opportunities through Jio and Reliance Retail to one family member of the deceased, as needed. Provision of support aids to people with disabilities, including wheelchairs, artificial limbs.
Specialist skill training for those impacted to find new employment opportunities. Microfinance and training opportunities for women who may have lost their sole earning family member. Provide livestock such as cow, buffalo, goat, poultry for alternate livelihood support to rural families impacted by the accident. Free mobile connectivity to a family member of bereaved for a year to enable them to rebuild their livelihood.
PRECAUTIONS & SAFETY As per Comptroller and Auditor General of India (CAG) report: Nearly 75% of the train accident were caused by derailments. Train accident includes : Fire in trains(20 accidents),accidents at unmanned level crossing(13 accidents),collision(11 accidents),accidents at manned level crossings(8 accidents). The railway board classifies train accidents into two categories; A) Consequential train accidents B) Other train accidents A decline in allotment of funds for track renewal works. Timeline for conducting and finalizing accidents inquiries.
Invest More in Safety-Related Works : Allocate more funds for track renewal, bridge repair, signaling upgrade, coach refurbishment, etc. Train Employees to Minimize Human Errors : Provide regular and comprehensive training to the railway staff on the latest technologies, equipment, systems, safety rules and procedures. Eliminate Level Crossings: Construct Road overbridges (ROBs) or road under bridges (RUBs) to replace the unmanned and manned level crossings. Introduce Performance-Linked Incentives: Reward the railway staff based on their performance and compliance with the safety rules and procedures. Create A Statutory Railway Safety Authority : Set up a railway safety authority as a statutory body with powers to frame safety standards, conduct safety audits and inspections, enforce accountability and penalties for lapses, and investigate accidents.
Conduct Regular Safety Audits and Inspections : Monitor, evaluate and audit the safety performance of the railway staff, infrastructure and equipment, and enforce strict accountability and penalties for lapses. Enhance Coordination and Communication : Improve the communication and coordination among the railway board, zonal railways, divisions, production units, research organizations, etc., which are involved in railway operations. Adopt advanced technologies : Install anti-collision devices (ACDs) such as Kavach Train Collision Avoidance System (TCAS), Train Protection Warning System (TPWS), Automatic Train Control (ATC), etc.
KAVACH An indigenously developed automatic train protection system. Aim is to enhance train protection system. Developed by the Research design and standards organization. Out of 1.03 lakhs kms ,1455 kms have been brought under Kavach . The Kavach system was announced in 2022 union budget. A part of Aatma Nirbhar Bharat initiative. A set of electronic devices and safety integrity level 4 standards installed in trains. Prevents train from passing red signals and enforces speed restrictions.
Activate the breaking system automatically. Relays SoS messages during emergency situations. Offers centralized live monitoring of train movements through the Network Monitoring System. Traffic collision avoidance system for two way communication.
