Funding L aunched by the "South Lebanon Water Establishment" under the Ministry of Energy, aims to rehabilitate establishment's facilities, supported by UNICEF. Its goal is to secure water for more than 350,000 citizens distributed across 35 towns Phases the first involves the rehabilitation and development of the establishment's buildings, facilities, and maintenance. The second includes the construction of reservoirs No Scientific Backup No scientific study has been conducted that complies with environmental le98 gal standards or even the approval of the Ministry of Environment. Absence of Ecological and Technical Regulation This area is environmentally sensitive, in addition to neglecting the interests of cultural, environmental, and natural populations Failed Initiative The quantity in the reservoir is only sufficient once a week for each town and for a mere 6 hours. It's an economically and environmentally futile project

7 A Study from an Ethical Perspective The ethical problems imposed by the project: Environmental impact Lack of Transparency Political Interference MockStaffing (PseudoStaffing)

03 01 02 8 Ethical Approaches Utilitarian Perspective Cost Benefit Act Utilitarism Rule Utilitarism The project aimed to secure water for over 350,000 citizens across 35 towns, crucial for local economies and reducing water shortages during the dry season. It also created jobs during the construction phase. However, poor management led to failure in meeting environmental and technical standards, resulting in inefficient use of resources, financial losses, and a failure to achieve the initial target The project aimed to benefit over 350,000 citizens by securing water supplies and supporting local economies with the best outcomes in mind. However, due to poor execution, it failed to meet environmental and technical standards, leading to financial losses and negative impacts on nearby reservoirs. According to the act-utilitarian approach, which seeks the greatest good for the greatest number, the project severely breached and violated these ethical principles by failing to deliver the intended benefits and causing additional harm. When it comes to the law and rules, multiple have been clearly breached. Whether it be general management, financial management (daily fees...) and environment production laws .

03 01 02 9 Ethical Approaches Respect for Person Perspective Rightful Approach Golden Rule Approach Self-Defeating Approach By applying the idea of universalizability, and since it preaches that one should place itself in the other’s shoes, the execution of such project helping some while depriving others from their right to access their city’s resources is intolerable. The spring was considered an irrigation, fish farming and entertainment source for neighboring citizens. The implementation of the project lessened the accessibility of the above-mentioned benefits. Carrying out the project was built on lies made form the executers to the citizens. The executers of the project funded by UNICEF, painted the project to be a revolutionizing approach that will profit the citizens of the region.
