Scope and Purpose EXERCISE NAME Luwas-Alalay sa Katalagman Alang sa Tanan (LAKAT) EXERCISE TYPE Full- Scale Exercise STATEMENT OF PURPOSE This full-scale exercise is inspired from the Rescue MARCH and is designed to assess the readiness of the Barangay Rescue Operatives (ORB) among the 24 barangays, to showcase the skills and resources capability of Tubod DRRM Stakeholders and to validate the functions of the response clusters , IMT, and EOC personnel. Exercise Objectives EXERCISE OBJECTIVES RESPONSE COMPONENTS 1 To determine the capabilities of the Tubod Urban Search and Rescue Unit (TUSARU) to effectively perform the Basic Urban Search and Rescue Operation during major emergency situations. TUSARU 2 To test the effectiveness Basic Life Support and First Aid (BLS-FA) skills of the trained Barangay Rescue Operatives (ORB) during and after the impact of devastating incident. ORB
Exercise Objectives EXERCISE OBJECTIVES RESPONSE COMPONENTS 3 To test the physical endurance and strength of fire/rescue departments, to enable them to efficiently perform fire fighting tasks, and maintain safety and effectively respond to emergency during fire incidents. Bureau of Fire Protection 4 To assess and validate the skills and resource capability of the response clusters included in the Contingency Plan during and after the devastating incidents. * Response Cluster Members: CCCM, Health, FNFI, IDP Protection, Shelter, ETC, MDM, Early Recovery, Education, Logistics, Search and Rescue Retrieval, Law and Order, and International Humanitarian Assistance. * Emergency Operation Center * Incident Management Team
Exercise Scenario A powerful earthquake measuring intensity VII on the Philippine Institute of Volcanology and Seismology (PHIVOLCS) Intensity Scale struck Tubod , Lanao del Norte. The epicenter was located directly beneath the town center (Cross intersection) of the municipality of Tubod , causing widespread panic and shaking for a significant duration. A series of aftershocks happened and initial reports indicate severe damages.
Exercise Scenario Bridges collapsed ( Sagadan , Bulod , etc.) Vehicles fell in the river due to bridge collapsed. Development Bank of the Philippines (DBP) employees were trapped. Jollibee establishment were collapsed. Major roads were impassable due to severe damaged. Collision of vehicles and traffic jam happened. Some of the vehicles were hit by the collapsed electrical posts.
Exercise Scenario Fire incidents of houses caused by short circuits, damaged electrical lines and spill of hazardous materials (gasoline stations and LPG stores). Some of the school buildings were collapsed and damaged. Some of the students of Tubod Central Elementary School were trapped inside the collapse structure. Water supply and communication lines were disrupted and out of service. Pile of debris and collapse structure scattered in the ground zero. There were injured individuals in the ground zero and casualties were identified.
Exercise Scenario Mayor Dionisio Y. Cabahug , Jr. raised the EOC to RED ALERT status. IMT were then activated, including the needed response clusters. Subsequently, due to severe damages and identified loss of livelihood, the Sanguniang Bayan Council declared a state of calamity throughout the entire Area of Responsibility of the municipality of Tubod . The EOC manager requested augmentation from other agencies to assist the response groups and restore damaged lifelines and infrastructure. Following the recommendation of the Municipal Mayor, the EOC Manager advised the general public to stay away from heavily affected areas and to remain out of all buildings until further notice from authorities.
