FCCS to ARCS: Compliance Reconciliation at Warp Speed
Financial accuracy and compliance are non-negotiable for CFOs and finance leaders. As organizations face increasing regulatory requirements and dynamic business conditions, the need for faster, more reliable reconciliation processes has never been greater. Enter Oracle Cloud EPM Financial Consolidation and Close (FCCS) and Account Reconciliation Cloud Service (ARCS)—two powerful solutions that streamline financial close and reconciliation cycles.
FCCS provides a preconfigured consolidation framework with 11 system dimensions and 2 custom dimensions, enabling faster book closing, transparent reporting, and accurate data. ARCS complements this by validating account balances, ensuring compliance, and mitigating risks associated with financial inaccuracies. Together, they form a robust foundation for modern finance operations.
In this presentation, Kelly Green, Senior EPM Consultant, demonstrates how to leverage FCCS dimensions and data integration to design, build, implement, validate, and test reconciliation compliance at warp speed—far more efficiently than starting from scratch.
Key Highlights:
FCCS Overview: Understand its role in accelerating financial close and improving reporting transparency.
ARCS Integration: Learn how reconciliation compliance ensures accuracy and reduces risk.
Design & Build Process: Explore best practices for implementing reconciliation compliance using FCCS dimensions.
Automation & Efficiency:
Automate reconciliation tasks.
Support risk-based cycles.
Gain real-time visibility into reconciliation performance.
Smart View & Excel Integration: Use reference tables for ongoing maintenance and streamlined workflows.
Data Mapping & Attribute Conversion: Convert dimensions into attributes and map records between applications for seamless integration.
Compliance & Risk Mitigation: Understand how these tools help maintain regulatory compliance and avoid costly penalties.
Why It Matters
According to Gartner, “80% of finance leaders agree that finance must significantly accelerate its implementation of digital finance technology to effectively drive business performance.” FCCS and ARCS deliver on this imperative by enabling faster closes, accurate reconciliations, and improved governance.
Whether you’re a CFO, controller, or EPM professional, this session provides actionable insights to modernize your financial processes, reduce manual effort, and achieve compliance at scale.

FCCS
•Period movement
•Multi-dimensional
•Reporting engine
•General Ledger data
ARCS
•Ending balance
•Single Profile dimension
•General Ledger and Subledger data

Tips
•Focus on Balance Sheet
•Do not build for exceptions

and
Attributes
www.datavail.com 8
Segment –individual piece of metadata, like a dimension
Profile –metadata of a reconciliation, all segments together
Reconciliation –profile applied to a period, available to hold data
ARCS Terminology
www.datavail.com 9
Most important attribute
Cannot be changed
Applies to all profiles
Determines detail of each reconciliation
Select from FCCS dimensions
•Start at Company and Account
•Don’t add segments for exceptions, a single segment can have a nonstandard value
•Remove prefixes
•No leading zeroes
Segments
www.datavail.com 10
1 of 5 Dashboard attributes
Allows hierarchy of members
Base on Consolidated Balance Sheet report
•Build as hierarchy
•Displays at base level
Account Type
www.datavail.com 11
All currencies are setup by default
Uncheck unused currencies
Use entity attributes in FCCS to determine needed currencies
Currency
www.datavail.com 12
Hierarchy used to show structure of business
Legal Entity is most common
Controls work days and holidays (to modify rec due dates)
View only security may be applied here
Comment only security may be applied here
Base on FCCS Entity dimension
•Start with the most used hierarchy
•Member Name = Organizational Unit ID
•Alias = Name
If holidays do not impact due dates, ignore
Organizational Units
www.datavail.com 13
ARCS comes with attributes throughout
Unlimited additional may be created
•Text
•Date/Time
•Integer
•Number
•True/False
•User
•Yes/No
Can be used to collect data during reconciliations
Can be used to assign data to profiles
Can be used to filter display of reconciliations
Setup for further dissecting of business: country, region, line of business, etc
Attributes
www.datavail.com 14
1 of 5 Dashboard attributes
Not utilized by any system function
Purely for a division of data for dashboard or filters
DO NOT WASTE IT!
•Balance Sheet alone is not useful
•Duplicate Org Unit pieces
Process
www.datavail.com 15
ARCS specific items
•Frequency -Monthly, Quarterly, etc
•Risk Rating -get from audit policy
•Formats -start with defaults, add as necessary
•Holiday Rules –get from HR
•Periods –setup based on fiscal calendar and monthly close
System Settings
•Follow Setup Guide, most are self-explanatory
•Reviewer Levels adds 5 attributes for each level to every profile
Other Configuration
www.datavail.com 16
Most users already exist for FCCS, add ARCS User role
Administrators are usually the same people, add ARCS Admin role
Provision new users where needed
Create Teams in ARCS by:
•Account groups
•Company
•Department
•Separate teams for Preparer and Reviewer and View and Comment
•Create TBD Preparer and TBD Reviewer teams
Security
www.datavail.com 17
ARCS mass maintenance is done in Excel
Create a single profile on the web, then
export file as unformatted csv
•Leading zeroes get lost, causing problems
when importing
•Data in each field must be exact, reason to
create one then export
Build Profiles
www.datavail.com 18
Each profile can easily have 50+ attributes
Not all must be populated, some are invalid for certain profiles
Where populated, data must be exact
Most data driven from a few key fields
Some fields are the same for all profiles
Input should be Profile
Build cross reference tables
Build Profiles
www.datavail.com 19
Use Smart View to pull all existing balances from FCCS at the level of
recs, this is base population
Use admin extension to view metadata and attributes for FCCS
dimensions, especially Alias and Currency
Account Type, Format, Method, Normal Balance based on Account
Organizational Unit, Currency based on Account
Profile Name based on Alias of all segments
Build all profiles based on logic, revise with exceptions
Build Profiles

Excel Examples
www.datavail.com 21
Invalid Mappings are the most common error from data loading in ARCS
When a new profile would be needed to hold data that mapped in Data Management
Exports as a single column csv file with the new Profile as the data
Use Excel file from building profiles to create new profiles whenever Invalid Mappings
are present
Invalid Mappings should not appear on data load. Proper data files and mapping will
handle all invalid data, leaving only what should require a profile
Invalid Mappings
www.datavail.com 22
Use same data files as FCCS, but with YTD values for ledger data
Import format is the same, but all using Profile dimension
Include fields for delimiters
Include Currency field and Source Type field
Type in Expression field to force a value, if necessary
Data Integration –Import Format
www.datavail.com 23
Create locations like FCCS
•Similar names makes it easier to administer
•Matching locations/folders are easier for automation
•ARCS data loads are based on location, not load rule
Create Data Loads in ARCS
•1 per location
•Group loads if the data allows
Data Integration -Locations
www.datavail.com 24
Mapping will not transfer because of dimensionality
If dimension values are the same in ledger and ARCS, minimal mapping is required
If dimension values are different, then complex mapping may be required
•Export all dimension maps from FCCS DM
•Create new profile mapping in Excel
•Worksheet for each dimension
•Combine all dimensions in Profile
Data Integration -Mapping
www.datavail.com 25
Use Smart view to pull FCCS data with
•Segment dimensions on the row
•YTD view
•Zoom to bottom
•Suppress missing, not zero
Export Reconciliations with Source Balance
Sort to line up
Calculate variance, address issues
Data Validation
www.datavail.com 26
EPM Automate to load data as received
ARCS is different load process than FCCS
More steps on more screens makes automation more helpful
Mirror file drop structure of FCCS loads
Ledger and subledger and third-party data
Use a separate install of EPM Automate to eliminate crossover logins
Automation
www.datavail.com 27
Segments –FCCS dimensions
Account Type –Balance Sheet line items
Organizational Units –FCCS Entity hierarchy
Currency –FCCS currencies
Data Source –replicate FCCS load, adjust for ARCS setup
Validation –against FCCS for balances and GL mapping
