Ashok Gehlot took im-
portant decisions in a
video conference on
Thursday evening giv-
ing huge relief to the
consumers of agricul-
ture sector in view of
Covid-19 pandemic. He
ordered to receive new
applications for drip ir-
rigation along with
those already received
to fulfill the announce-
ment of fifty thousand
electricity connections
to farmers during fi-
nancial year 2020-21 and
also to provide connec-
tions in general catego-
ry on priority basis to
provide relief to the
farmers.
During the VC, which
lasted for about two and
a half hours, Energy
Minister BD Kalla,
Principal Secretary of
Power and CMD of Pow-
er Distribution Compa-
nies Ajitabh Sharma
and Managing Direc-
tors of the three power
distribution corpora-
tions were present.
Seeing the demand of
farmers in the era of
Covid-19 pandemic, the
Chief Minister directed
that, “the agricultural
consumers can increase
the sanctioned load of
their connection by de-
positing additional
amount. Farmers will
be able to avail the ben-
efit of this voluntary
load increase scheme of
Agriculture Connec-
tion till 31 December.”
Gehlot decided to pro-
vide relief to agricul-
tural consumers who
are unable to submit
their bills due to the
economic conditions
arising out of the pan-
demic. “Accordingly,
penalty or late payment
surcharge (LPS) will
not be collected from
agricultural consumers
who submit pending
bills by 31 October 2020.
This relief will also be
given to BPL and small
category domestic pow-
er consumers,” the
chief minister directed.

Mumbai: The Sensex
plunged 1,115 points
while the Nifty
crashed below the
10,850-mark on Thurs-
day as investors
dumped equities amid
a sharp global selloff
and concerns over eco-
nomic recovery.
World markets were
bathed in a sea of red
as fears about a second
wave of COVID-19 in-
fections in major econ-
omies and lack of fresh
stimulus from central
banks clobbered senti-
ment.
Back home, a sharp
depreciation in the ru-
pee and volatility on
F&O expiry day fur-
ther weighed on the
bourses, traders said.
Sliding for the sixth
straight session, the
30-share BSE Sensex
plummeted 1,114.82
points or 2.96 per cent
to finish at 36,553.60.
The benchmark post-
ed its biggest single-
day fall since May 4
this year, when it had
plunged over 2,000
points.
Similarly, the NSE
Nifty tanked 326.30
points or 2.93 per cent
to close at 10,805.55.
The Sensex has now
lost 2,749.25 points in
six days, while the Nif-
ty has declined by 799
points.
The market capitali-
sation of all BSE-listed
companies stood at Rs
1,48,76,217.22 crore,
down by Rs 3.95 lakh
crore compared to the
previous session.
Barring Hindustan
Unilever, which inched
up 0.36 per cent, all
Sensex components
ended in the red on
Thursday.
IndusInd Bank was
the top laggard, tum-
bling 7.10 per cent, fol-
lowed by Bajaj Finance,
M&M, Tech Mahindra,
TCS, Tata Steel, ICICI
Bank and Infosys.
“Weak global cues
coupled with worrying
data points from the US
led to a gap down start
today even as the re-
emergence of the virus
rattled the Euro zone.
Indices here saw deep
cuts led by TCS and In-
fosys as both along
with RIL were the ones
which led the recovery
in the last five months.
“The broader mar-
kets were pounded to-
day much beyond the
3 per cent cut wit-
nessed in the Indices,”
said S Ranganathan,
Head of Research at
LKP Securities.
All sectoral indices
closed with losses, with
BSE IT index dropping
4.45 per cent, followed
by teck, auto, metal, re-
alty, basic materials,
bankex and finance.
The BSE mid-cap
and small-cap gauges
lost as much as 2.28 per
cent. In the forex mar-
ket, the rupee depreci-
ated 32 paise to finish
at 73.89 against the US
dollar.

New Delhi: With an-
other round of talks on the border standoff with China likely soon, India on Thursday said it is necessary to ensure sta- bility on the ground while the two sides work towards ensuring com- plete disengagement of troops in all friction ar-
eas in eastern Ladakh.
At a virtual media
briefing, MEA spokes- person Anurag Srivas- tava said disengagement is a complex process which would require mutually agreed “recip-
rocal actions” and the way ahead will be to re- frain from making any attempts to unilaterally change the status quo.
Srivastava also said
the next meeting under the framework of the
Working Mechanism for Consultation and Coordination (WMCC) on India-China border affairs is likely to take place “soon”.
It is learnt that the
WMCC talks will take place ahead of the next round of the Corp-com-
mander-level discus- sions.

Foreign Ministers which happened virtually on the 
sidelines of UNGA this year. After the meeting, 
the Indian Foreign Minister S Jaishankar tweeted, 
“Cross-border terrorism, blocking connectivity 
and obstructing trade are three key challenges that 
SAARC must overcome. Only then will we see en-

Mumbai: Former Aus-
tralian batsman Dean Jones has passed away due to a cardiac arrest on Thursday in Mum-
bai. He was 59.
Dean Jones was in In-
dia to fulfil his commit-
ments for the host broadcasters, Star In-
dia, of the Indian Pre-
mier League. He suf-
fered a massive heart attack at a hotel in Mumbai after 12 pm on Thursday.

on Wednesday at the
age of 93 years. Late
Kamlakant retired as
additional chief engi-
neer from the PWD in
the state. His last rites

virus protocol and the
ceremonial meeting
for the third day was
not scheduled due to
the rising cases of Co-

of traffic control board
of the JDA on Thurs-
day, chaired by JDC Gaurav Goyal, took some important deci-
sions regarding mak-
ing the city traffic bot-
tleneck free.
It was attended by of-
ficers from the munici-
pal corporations, dis-
trict administration, police, regional trans-
port dept and the JDA itself. The crucial traffic issues like most accident prone black spot circles, Ramniwas Bagh phase-2 parking, Sikar road Transport Nagar phase-1 etc came for dis-
cussion in the meeting. It was decided that the traffic on the NHAI built
45 Km long ring road will be started in Octo- ber although in absence of the clover leaf the traffic would be routed through service lanes and traffic signals. In an-
other decision a 5-mem-
ber committee was con-
stituted to improve the traffic on 74 identified traffic black spots around the city. The committee will submit its report in the next 10 days. A traffic expert will be roped in to give
suggestions for improve- ment in traffic at the 14 number VKI and 200 feet Ajmer road crossings.
It has been decided to
serve final notices to the allottees in Sikar road Transport Nagar phase-1 for construc-
tion, failure to comply will attract cancella- tion of the allotment. Use of Ramniwas Bagh phase-2 parking for vis-
itors of walled city was also formalised.

strategy against the protest of Congress on farm bills and to make farmers aware about the bills’ provisions, BJP leaders held a vir-
tual meeting on Thurs- day from different states including Ra-
jasthan and discussed the matter. The party leaders discussed hold- ing ‘Kisan Chaupals’ and distributing 5 lakh leaflets among farm-
ers. BJP Rajasthan president Satish Poon-
ia, who attended the meeting held by the
party’s national gener-
al secretary Arun Sin-
gh, said that the agri-
culture bills are the beginning of a new era towards agricultural reform, which will prove to be revolution-
ary in the interest of
the farmers of the country. “This will make the farmers fi-
nancially strong and prosperous. The farm-
ers will be liberated and will have the choice to sell their produce anywhere in the coun- try,” he said. Poonia said the former Con- gress government in Haryana had started contract farming in 2007 and in the Punjab Assembly elections, the Congress had promised to bring a similar law in the 2017 manifesto but now the Congress is proving its own man-
ifesto of 2019 as false.

Jaipur: Rajasthan HC
has ruled that reserva-
tion claim is valid for natives of the state and those who are from oth- er states cannot claim reservation in govern-
ment jobs and elections in the state. Justice Sat-
ish Kumar Sharma said that women of other states who have come to Rajasthan after marriage or any mi-
grant cannot stake claim on reservation benefit in government jobs and for contesting elections on reserved seats in the state even
if they fall in the re-
served category in Ra- jasthan. Judge said that benefit of reserva-
tion should be given to natives only. The court also said that the peti-
tioners may follow le- gal procedure with a clear direction that cer-
tificate it is not valid for government jobs or
elections. One of the petitioners, Prem Devi, said that she has been living in Rajasthan af-
ter marriage and her husband’s caste falls in reserved category. The court said, reservation to such people will be against ruling under article 341 and 342 of the Constitution. Hun-
dreds of women who have come from other states and married in Rajasthan have filed nominations in pan-
chayat elections on ba-
sis of caste certificate and all such nomina-
tions may be cancelled after the HC ruling.

with TAD minister and

the 17-day old agitation
by the SC category as-
pirants of REET 2018
turned violent.
The protest has
turned violent as the
agitators burnt several
vehicles including the
vehicle of SP Jay Yadav
and some police motor-
cycles. Few policemen
have injured in the pro-
test. CM discussed the
matter with Congress

Dindor. CM Gehlot has
asked the representa-
tives of the agitating
students to meet him at
5 p.m. at CMR today.
Earlier in the day, the
agitating candidates
blocked the Udaipur-
Ahmedabad National
Highway by putting
stones and boulders and
pelted stones at police-
men who were trying to
control the situation
and regularize traffic on
the highway. The police
too resorted to tear gas
and warning shots in
the air to disperse the
unruly mob of candi-
dates. The agitating stu-
dents demanding filling
up of 1167 general cate-
gory posts by the SC as-
pirants have taken stra-
tegic positions near
Kankri Dungri. On
Thursday, the enraged
students not only
blocked the highway but
also overturned several
vehicles parked on both
sides of the national
highway while injuring
the driver of the SDM.
They burnt several
vehicles including that
of SP Jai Yadav and po-
lice bikes. They entered
into a hotel and dam-
aged its reception, burnt
bikes of the hotel staff-
ers in the parking area.

who have been injured
in the incident.
Police said that thou-
sands of agitators, hold-
ing sticks in hands, have
taken control of nearly 5

Banswara is being
rushed to Dungarpur to
control the situation. It
is noteworthy that the
students had given the
state government an ul-
timatum until 24th of
September which ex-
pired on Thursday.
Surprisingly the stu-
dents had been putting
up a sit-in on NH with-
out the necessary per-
mission from the ad-
ministration for the
past 17 days. Before the
protest turned violent,
the SHO, tahsildar and
sub division officer of
Bichhiwara along with
ASP Dungarpur tried
to pacify the students
to take off their demon-
stration from Kankri
Dungri and shift to an-
other place with the
permission of adminis-
tration.
The officers also
asked the agitating stu-
dents to follow the cov-
id-19 guidelines. The
police in order to avoid
the traffic jam diverted
the highway traffic to
other routes.

unprecedented 1,981
new corona cases along
with 15 deaths in the last
24 hours.
Two deaths were re-
ported from Jodhpur
while one each was re-
ported from Ajmer, Al-
war, Banswara, Baran,
Bharatpur, Bikaner,
Ganganagar, Jaipur, Ja-
lore, Pratapgarh, Sikar,
& Tonk.
The death toll stands
at 1397 while the total
infected so far are
1,22,720.
Maximum 381 new
cases were reported by
Jaipur followed by 308
from Jodhpur, 133 from
Bhilwara, 103 from
Udaipur, 92 from Alwar,
91 from Jalore, 86 from
Bikaner, 74 from Ajmer,
70 from Sikar, 59 from
Pali, 51 from Nagaur, 46
from Kota, 37 from
Bharatpur, 35 each from
Jhunjhunu & Tonk, 33

veloping coun-
tries’ growth
prospects? The
answer will depend largely
on how globalization – and
intellectual support for it
– evolves in the pandemic’s
aftermath. The prospects
are not encouraging.
Even before the pandem-
ic struck, the global mer-
chandise export-to-GDP
ratio had been declining
for the first time since
World War II, falling by
about five percentage
points since 2008 to about
20% this year.
This is not the first time
that the world has de-glo-
balized. Between World War
I and the eve of World War
II, world trade collapsed,
and the export-to-GDP ratio
fell from a peak of 16% in
1913 to just over 6%. In John
Maynard Keynes’s memora-
ble words, this contraction
was the result of “the pro-
jects and politics of milita-
rism and imperialism, of
racial and cultural rival-
ries, of monopolies, restric-
tions, and exclusion.”
Today’s deglobalization
was brought on by other
factors. For starters, new
protectionist barriers have
been erected, though not at
a 1930s scale. The trade re-
strictions imposed by US
President Donald Trump’s
administration since 2017
have been relatively limit-
ed overall, and targeted
mainly at China. At the
global level, they have been
partly offset by ongoing
new free-trade agreements,
such as the Economic Part-
nership Agreement that
the European Union and
Japan concluded in 2018.
Another, more important
factor behind today’s deglo-
balization is the fraying of
global value chains, which
itself is the result of Chi-
na’s transformation from a
small export-driven econo-
my into a much larger econ-
omy more reliant on domes-
tic demand. As such, the
past decade can partly be
seen as a period of normal-
ization after years of Chi-
nese exceptionalism. But it
was also clearly more than
that. If normalization were
the only factor, the global
export-to-GDP ratio would
have merely flattened, with
the share of exports ceded
by China being taken over
by other developing coun-
tries. Instead, we have wit-
nessed a dramatic decline
in the ratio, implying se-
vere consequences for
many developing countries.
Since the early 1990s un-
til recently, the world had
been witnessing an eco-
nomic “convergence,”
whereby poor countries fi-
nally (after 200 years) were
beginning to catch up with
rich ones. Although some
countries, especially in
East Asia, had already
been converging for a long
time, only in the past three
decades did this become a
truly global phenomenon.
Expanded opportunities
for trade were an important
factor driving convergence.
The 1990s and 2000s were an
era of what Martin Kessler
and one of us have called
hyper-globalization, when
technological advances, the
container revolution, the
fall in information and com-
munication costs, and the
dismantling of trade barri-
ers sustained widespread
economic exuberance.
Among other things, hy-
per-globalization drove the
global export-to-GDP ratio
from 15% to 25% over the
two decades leading up to
the 2008 global financial
crisis, and this export
boom fueled rapid growth
in developing countries.

ended with all indicators
pointing towards a stalemate.
India on its part is buoyed
with the brilliant pre-emptive
tactical actions on 29-30 Au-
gust leading to gaining con-
trol of dominating tactical
features on our side of Line
of Actual Control (LAC) on
the southern bank of Pan-
gong Tso. This was followed
by readjustments of defences
on the northern bank gaining
domination over the Fingers
area where the Chinese have
transgressed and are unwill-
ing to restore the status quo
antebellum. The brilliant ma-
neuvers of the Indian Army
have empowered the Indian
negotiators to negotiate from
a position of strength, though
China through its mouth-
piece Global Times and other
state-owned/controlled me-
dia remains in constant de-
nial mode and blaming India
instead for the current mili-
tary stand-off. Despite the
Chinese claim, Xi Jinping,
the Chinese strongman, is ac-
knowledged globally as the
aggressor in pursuance of his
cherished dream of becoming
the strongest and most power-
ful world leader.
Indian stand so far has
been determined, consistent,
and firm. India has outright-
ly rejected the Chinese sug-
gestion of “meeting half-
way.” India rightly insists on
its demand of “first-in, first-
out,” considering the fact
that it was the PLA troops
who have violated the estab-
lished agreements and proto-
cols and made multi-pronged
transgression in our territo-
ry in Eastern Ladakh in ear-
ly May. PLA is also guilty of
not adhering to the decisions
arrived at first Corps Com-
mander meeting on 5 June
for de-escalation and dis-en-
gagement leading to the ugly
clashes at Galwan. The Gal-
wan clashes resulting in fa-
talities on both sides raised
hackles to realise that it was
a well-planned cartographic
aggression by the Chinese
with express consent of the
Central Military Commis-
sion (CMC) led by Xi Jinping.
The obstinate attitude dis-
played by the Chinese there-
after proves beyond doubt
that the final decision will
also be taken by none other
than Xi Jinping whose “Chi-
na Dream” and personal am-
bition is at stake.
Xi Jinping is a career poli-
tician privileged to have been
born with a “Red Spoon” in
his mouth. His father, Xi
Zhongxun, was ‘Red royalty’-
a hero of the Communist
revolution who later fell out
with Mao Zedong, according
to Ananth Krishnan-an ac-
knowledged China-watcher.
After purging of his father,
he was shifted to rural China
from the privileged living in
Central Beijing, the area ear-
marked for the then Chinese
elite. His struggle thereafter
to enter the youth wing of the
Communist party and the fi-
nal acceptance into the Party
is well documented and an
example of focussed determi-
nation, perseverance, and
hardship. Despite being born
with a Red Spoon, was not
parachuted to the top and
had to struggle his way
through at every stage. His
initial background and sub-
sequent struggle for rising to
power has made him ambi-
tious and adamant.
Xi took over the reins of
the party when it was in dis-
array. He , therefore, began to
consolidate his power and
gradually became all-power-
ful through the complete cen-
tralisation of authority. He
brought to end the “collective
leadership” system in the
Communist Party of China
(CPC). He not only managed
to gain hold of all the top
three posts in China but also
had a resolution passed for
abolishing the president’s
term limit, enabling him to
rule indefinitely. This act of
his has not gone down well
with the young and aspiring
leaders within CPC who see
a dark future for them with
bleak chances of rising to the
top. Like all authoritarian
leaders, Xi also has a fair
number of dissidents and do-
mestic opponents.
During his consolidation of
power amongst other things
he has relied a lot upon an em-
phasis on ideology and na-
tionalism. To fulfill his ambi-
tion and imbibe nationalism
he has announced his road-
map in what is referred to as
the “China Dream.” “Presi-
dent Xi’s dream is of a strong-
er nation with a strong mili-
tary,” according to Liu Ming-
fu, a retired Chinese colonel
and author. The underlying
idea behind China The dream
is to restore the ex- Middle
Kingdom’s glory and regain
the Chinese supremacy
through expansionism. It is
also aimed at minimising in-
ternal dissension through na-
tional unity. Xi’s ambition is
to make China not only
stronger but assertive as well.
2020 is a very critical year
for Xi Jinping. In his road-
map for realising the China
Dream by 2049, the centenary
year of the People’s Republic
of China, there are two inter-
mediary goalposts in 2021
and 2025. 2020 is the launch-
pad for 2021, the 100th anni-
versary of the CPC. Xi had
promised the nation that by
2020 he would ensure poverty
relief through bringing all
Chinese above the poverty
line and strengthen national
defence and Chinese armed
forces. The Chinese economy
had begun to show a down-
ward trend in 2019 itself
when China’s growth
dropped to its slowest pace in
nearly three decades. With
the outbreak of the Covid
pandemic Xi was certain that
he would not be able to meet
his promised economic tar-
gets in 2020. Despite the bold-
face being put by China, it is
certain that the Chinese
economy is undergoing a cri-
sis. The banking system is
the worst affected by growing
unemployment and disrupt-
ed global supply chains add-
ing to the pressure.
The centralisation works
well as long as the going is
good. But in times of crisis,
many dissenting voices rise
to the fore. Xi Jinping is now
facing a similar situation at
home. As is evident nothing
moves in China without his
approval or consent. He has
obviously failed to meet his
promised economic targets
to remove poverty and is fac-
ing a huge challenge to his
authority. Any pullback at
this time by the PLA troops
will be viewed as a defeat for
China thus negating his sec-
ond goalpost as well of a
stronger military. Can Xi Jin-
ping at this juncture afford to
take this risk and relent?
That is why the Chinese me-
dia is talking of a ‘long haul’
through the winters.
Despite the propaganda un-
leashed by the state-con-
trolled media of the invinci-
bility of the PLA forces, Xi is
uncertain of an assured vic-
tory. Even a stalemate would
be viewed as a Chinese fail-
ure. There is no dearth of dis-
senters at home waiting for
Xi’s failure and ensure that he
doesn’t get a second chance.
Xi is faced with a dilemma of
relent or retreat? Knowing
the ambitious persona of Xi,
he is unlikely to yield ground
to his dissenters so easily.
Rather than being forced to
resign, he would prefer to re-
lent at an opportune time and
order PLA to vacate. How and
when is a matter of negotia-
tions and timing? Meanwhile,
India should not dither under
any circumstances.
Xi Jinping is not likely to
accept defeat easily because
it would hurt his image and
ambition to join the all-time
greats like Mao and Deng. Xi
may relent in the instant case
but he would most likely re-
bound at a suitable time. In-
dia can ill afford to slacken
and compromise on building
capabilities. It has to prepare
for an inevitable war with
China, maybe closer to 2024-
25, unless it is able to create a
credible deterrence by then.

UMAR KHALID SENT IN JUDICIAL
CUSTODY TILL OCTOBER 22
New Delhi: A Delhi court Thursday sent former JNU 
student Umar Khalid, arrested under UAPA charges 
in a case related to northeast Delhi riots in February 
this year, in judicial custody till October 22. Khalid was 
produced before Additional Sessions Judge Amitabh 
Rawat through video conferencing after his 10 day 
police custody expired.

CBSE: WILL DECLARE CLASS 12
COMPARTMENT RESULTS BY OCT10
New Delhi: CBSE on Thursday informed SC that 
the results of compartmental exams for class 12 
will be declared by October 10. The UGC said that 
its admission process will close by October 31, 
which shall give enough time for students to apply 
for admission in varsities. After the assurance, the 
apex court closed the case expressing gratitude 
to both CBSE and UGC. Earlier, a bench headed 
by Justice AM Khanwilkar had asked the CBSE to 
declare the results of the compartment exams as 
soon as possible.

Their names have
come up in the disclo- sure statement of the former Congress coun- cillor Ishrat Jahan and one accused Khalid Saifi. Such statements are inadmissible under Section 25 of the Indian Evidence Act. Ishrat Ja- han said that various personalities such as former External Affairs Minister Salman Khur- shid, advocate Prashant Bhushan, activist Harsh Mander and activist- turned-politician Yo- gendra Yadav took part in the protests.

New Delhi: The Su- preme Court on Thurs- day dismissed with cost a PIL on prevention of suicides in the various IIT across the country.
A Bench headed by
Justice Rohinton F Nariman dismissed the plea terming it “utterly frivolous” and imposed a cost of Rs 10,000. “The PIL is utterly frivolous and dismissed with cost of
Rs 10,000,” it ordered.
The PIL filed by ad-
vocate Gaurav Kumar Bansal had sought the implementation of
Section 29 of the Men- tal Healthcare Act.
As per Section 29,
Section 30 and Section 115 of Mental Health- care Act, 2017, it is the fundamental duty of government and IITs to probe the cause of the rise of suicides in IITs campus and to plan, formulate and implement student health wellness pro- grams.

COURT ALLOWS NCB TO QUESTION
SHOWIK CHAKRABORTY IN JAIL
Mumbai: A court here on Thursday al-
lowed NCB to record statements of Showik 
Chakraborty and Deepesh Sawant inside jail in 
the drugs case related to actor Sushant Singh 
Rajput’s death. The two, alongwith prime ac-
cused Rhea Chakraborty and others, are in ju-
dicial custody. Showik, who is Rhea’’s brother, 
and Sawant who worked as a cook at Rajput’s 
house, are lodged in Taloja prison. The NCB, 
in its plea before the special court for Narcotic 
Drugs and Psychotropic Substances (NDPS) 
Act, said mobile phone data showed Showik’s 
deep involvement in the case.

New Delhi: With a spike of 86,508 new cas- es and 1,129 deaths in the last 24 hours, India’s COVID-19 count reached 57,32,519 on Thursday.
According to the Un-
ion Health and Family Welfare Ministry, this includes 9,66,382 active cases, and 46,74,988 cured, discharged or migrated patients. The death toll in the country due to the infection has reached 91,149.
Maharashtra contin-
ues to be the worst-af- fected State in the coun- try with 2,73,883 active cases and 9,56,030 cured and discharged pa- tients. The toll due to the disease stands at 33,886. Karnataka is the second-most affected by the disease currently with 94,671 active cases in the State. The num- ber of cured and dis- charged patients stands at 4,37,910. The death toll due to COVID-19 stands at 8,266.
Andhra Pradesh with
70,357 active and 5,70,667 cured patients is also severely affected. 5,506 people have lost their lives due to the disease so far in the State.
Meanwhile, the ICMR
on Wednesday said that the number of total samples tested in the country up to Septem- ber 23rd is 6,74,36,031 including 11,56,569 sam- ples tested yesterday.

of the Board.
Along with this, a wel-
come door has been made
for wide publicity of “No
Mask - No Entry” at the
Divisional Headquarters.
“In this time of Corona
crisis, the government
and Corona Warriors are
working tirelessly to save
the lives of the common
people. There is a con-
tinuous increase in Co-
rona cases in the state,
due to which the risk of
infection is also increas-
ing. In such a situation,
wearing masks, observ-
ing two-yards distance
and avoiding crowd is the
only measure available.
Therefore, masks have
been made mandatory
for the public including
personnel in the offices
of the board,” Arora said.

cient passenger load.
Air India and SpiceJet
were operating such
flights, which have been
discontinued.
Prior to lockdown,
more than half a dozen
flights were being oper-
ated under the scheme
from Jaipur. When the
operations resumed
from May 25, the flight
schedule went haywire.
Air India resumed
flight to Agra and Delhi,
but later discontinued
the operations.
SpiceJet is also not op-

lected seats were subsi-
dised by the Centre.

lines sources, insuffi-
cient number of pas-
sengers to the destina-
tions for which flights

there are no flight oper-
ating under the UDAN
scheme.

Jaipur: There are large number of people who die of the road accidents in the country every year. The basic reason for these unfortunate deaths is the lack of in- formation regarding traffic rules.
This makes it impera-
tive to educate the chil- dren regarding the traf- fic rules. Keeping this in view Chief Minister Ashok Gehlot had, in his budget speech, an- nounced setting up of traffic parks at all the district headquarters in the state.
These traffic parks
would educate about traffic signals and road signs through various models and pictures to the young generation. The UDH and LSG de- partments have instruct- ed the local bodies at all district headquarters to identify land for the traf- fic parks.
All the local bodies
will identify the land within next 7 days and informed the UDH and LSG departments after which a detailed plan will be developed.

n a surprising 
development, a 
complaint has been 
made to the Rajasthan 
police against a sitting 
High Court judge by 
the woman claiming 
of misbehaviour on 
part of the judge. The 
complainant, told to be 
a high court advocate, 
has also alleged that 
the judge even gave 
her a ‘fl ying kiss’ in the 
court. The matter has 
been handed to a female 
RPS offi cer although the 
cops are tight lipped over the entire 
issue. However this is not a one off 
issue. The same female lawyer made 
another startling claim  that another 
judge misbehaved with her in the 
court premises and therefore she has 
registered two separate complaints 
against two sitting judges of the High 
Court. Interestingly, the allegations 
seem too far fetched since both the 
judges enjoy an impeccable and clean 
reputation and therefore people are 
stunned that such a complaint has 
been made against simple and honest 
individuals that the judges are!

here have been instances in 
state wherein men have entered 
into tussles and brawls with staff 
at toll plazas over money being 
demanded from them. However, it 
was a bizzare incident when two 
women entered in a spat with toll 
plaza staff at Alwar only for 40 
rupees, claiming to be known to 
a SDM. What’s more, the women 
even somehow got two men armed 
with weapons and uniform to 
threaten the toll plaza staff. The 
men questioned the staff as to 
why did they ask for toll fee from 
the women belonging to external 
affairs. Notably, they even had 
stickers on their vehicle claiming 
to be of Government of India’s  
while another vehicle had a sticker 
of International Crime Mission. 
Notably, there have been several 
incidents of con actions on people 
in Alwar and it is said that this 
‘group’ is also involved in these 
acts. Interestingly, amid all this, the 
state police is unable to track these 
individuals!

return of senior IAS Sud-
hansh Pant to his home
cadre Rajasthan have
ended now and this situa-
tion has come to be after
his empanelment as ad-
ditional secretary in Gov-
ernment of India. For an
Additional Secretary lev-
el officer, the cooling off
period in home state is
only one year whereas the
cooling off period for joint
secretary is three years.
When in December
2019, Pant had returned
to Rajasthan for his cool-
ing off period, he was
then a joint secretary and
in Rajasthan he was ap-
pointed as Principal Sec-
retary Revenue. But due
to Covid-19 pandemic, he
was called by the Health
ministry to New Delhi in
March on special deputa-
tion and since then he
has been working in Del-
hi. He was also accorded
extension of his special
deputation twice, and the
period is now ending on
30th September.
However, it is almost
final that the man would
yet again be asked to stay
in Delhi only and till then
it would be December
2020, a complete one year
to his return to Ra-
jasthan. By then he
would be given a position
as additional secretary in
the centre and his cooling
off period as of one year
additional secretary
would also be completed.
He would therefore not
have to come back to the
home state.
1991 batch IAS Sud-
hansh Pant had left for
the Centre in September
2014 and after five years
when he returned to Ra-
jasthan, he was made to
wait for forty five days
before being given a post-
ing as Principal Secre-
tary Revenue on 12th Feb-
ruary. He occupied the
chair merely for a month
when in March 2020 he
was recalled on special
deputation to the health
ministry. Now, neither is
there any reason nor any
chance of his return to
Rajasthan for the next
five years and he would
get promoted as Secre-
tary in due course.

lakh rupees were sold in
Jaipur circle third. Simi-
larly, in Jodhpur Circle I
and II, 9 properties worth
Rs 1 crore 21 lakh were
sold, 21 properties worth
Rs 1.71 crore rupees in
Kota circle,” he said.

of money rich
individuals in
land deals absolve the
Jaipur Development
Authority (JDA) of its
duties? While it may not
appear to be so, howev-
er, the entire web of
‘games’ being played
around a forty beegha
land worth two hun-
dred crores located in
Kalwar certainly raises
a question or two in
JDA’s intent since it is
claimed that rules and
regulations were side-
lined to increase the
lease of the said land.
Thirty years back,
the forty beegha land
(Khasra number 177)
in Champapura vil-
lage had been allotted
to Jaipur Grameen
Vikas Trust and after
the completion of the
three decades, the
JDA had started its
bid to take control of
the land. However,
while the JDA was
still preparing, the
Biyani Group took
control of the trust
and made a commer-
cial plan for the land.
This move resulted in
files concerned with the
land being rushed from
one desk to another and
within days all the nec-
essary work was com-
pleted and file forward-
ed to Collectorate from
UDH.
However, here is the
catch. The Jaipur Gra-
meen Vikas Trust open-
ly flouted the allotment
rules and inspite of that
the Collectorate offi-
cials did not take pos-
session of said land for
two years. Infact the
tehsildar’s report is also
being questioned now
since the shortfalls of
the lease have been kept
hidden in the report
while there are no fa-
cilities on the spot. On
the contrary the report
has been made com-
pletely in favor of Biya-
ni Group so that the Col-
lector can increase the
lease time on the land.
Notably, former Jaipur
Collector Siddharth Ma-
hajan had also tried to
increase the lease time
and written a letter to
state government on 19
November 2018 but at
the last moment with-
drew after realising the
ground realities.
The Trust is not even
using five percent of
the land, and on the
other hand the Biyani
Group is extremely
busy in liasioning for
increasing the lease
time of the land. There
is a strong word that
the group wants to open
a medical college on the
said land after the lease
time is allotted.
But now there has
been a new turn in
this matter as JDA
Commissioner
Gaurav Goyal has
made a new plan for
the land and decided
that the land will not
be sold to any private
group for commercial
use. Now if the Collec-
torate hands the matter
back to JDA, then JDA
will take possession of
the land and this raises
an important question.
Will the JDA and Collec-
torate enter a tussle for
the right over the land?
And will UDH Minister
Shanti Dhariwal get an
investigation done of
the entire matter?
The current status
is that an honest and
transparent Jaipur

Nehra is carefully and
cautiously going
through the papers in
the file and only
thereafter he will
take a suitable call in
this sensitive matter,
though his ADM Iqbal
Khan has assured the
concerned party that a
final decision will be
taken in a couple of
days. According to
sources, Nehra is likely
to refer this matter to
the state government
for a final decision.
However, disturbed and
upset with ongoing me-
dia reports on this is-
sue, projecting the dis-
trict administration
also as a ‘party’, a con-
cerned Nehra clarified
to First India that he
always goes by the rule
book and cant be influ-
enced by money or oth-
erwise. He further says
that Integrity, honesty
and efficiency is all he
has with him.”

national Rajasthani
Conclave-2000, during
which Rajasthani Foun-
dation was conceptual-
ised, has completed 20
years. Dheeraj Srivas-
tava, the commissioner
of the Foundation,
which was set up in
March 2001, said that
the foundation is con-
stantly striving to con-
nect the Rajasthani di-
aspora settled across the
world to their soil and
ancestors’ heritage
emotionally.
He said that the con-
clave was the initiative
of chief minister Ashok
Gehlot to bring all Ra-
jasthanies abroad on
one platform in 2000
when the idea to create
the foundation was
floated in order to create
a mechanism to facili-
tate the Rajasthani dias-
pora in associating with
their soil and culture.
“Today the Founda-
tion is doing this work
with all its strength.
The first international
Rajasthani Conclave is
now completing 20
years,” he said.
Srivastava informed
that the Foundation ex-
tended help to Migrant
Rajasthani during the
corona pandemic.
He said that the foun-
dation is now preparing
a database of migrants
at every district level
and facility centers will
be opened at the district
level for the migrants.
He informed that the
Foundation has formed
a group of 180 influen-
tial Rajasthanies in 52
countries. Discussions
with them are con-
stantly held on topics
related to economic,
social and current is-
sues and the founda-
tion works on the ideas
which come up during
the discussions.

first few things
that comes into
anyone’s mind
are haunted
houses, dark ar-
eas, the colour black, and

makeup. But this is all
imagination of people, as
this is how the meaning
of gothic has been por-
trayed in movies and
books. But looking at it
quite literally, the gothic
style initially came into
existence to bring ‘sun-
light’ into people’s lives,
especially into the
churches- in order to
bring positivity.
Talking about the goth-
ic architecture, it’s a Euro-
pean style of architecture
that values height and ex-
hibits an intricate and
delicate aesthetic. Though
its roots are French, the
Gothic approach can be
found in churches, cathe-
drals and other similar
buildings in Europe and
beyond. These can be
characterised with five
main elements: large
stained glass windows,
pointed arches, ribbed
vaults, flying buttresses
and ornate decoration.
Gothic literature var-
ies in so many ways from
normal literature. It in-
cludes elements of fear,
horror, death and gloom
(no wonder people have a
negative imagination
when they hear the term
‘gothic’), but it also in-
cludes romantic ele-
ments like nature,
individuality and very
high emotions; these
emotions can include
suspense and fear.
When we talk about
gothic fashion, the first
thing that pops up in the
mind is the colour black;
doesn’t it? Well, gothic
styling is marked by dark
and mysterious features.
The overall gothic styl-
ing includes black hair,
dark lipstick and
dark clothing as a whole.
Gothic makeup is
something that is consid-
ered too harsh or loud,
considering modern
standards. But for some,
they think it brings
out their personality,
and end up carrying
it better than anyone
else.
The gothic Victorian
fashion puts a dark twist
on the Victorian-era
styles. It is inspired by
the era’s mourning
clothes. The clothing,
hair and makeup are dra-
matic. Since many prefer
to be period-accurate,
this style is considered a
modern take on late-Vic-
torian excess.

death of four elephants
(numbers 24, 64, 99, and
132) I decided to visit Hathi
Gaon and see for myself what the
conditions are, and to offer solu-
tions so we can avoid such unfortu-
nate instances in the future.
I visited the Elephant Village on
September 12th. I was appalled to
see that many of the elephants
were in very poor health. I inter-
acted with the mahouts who were
clearly lying about the health of
the elephants. They completely ig-
nored my question about TB. The
elephants were kept tied with a
short rope and many of them had
foot injuries and eye infections.
Some were even standing crooked
and a few on three legs. They are
not getting the exercise that an el-
ephant ideally should. They are
confined to small concrete stations.
The elephants seemed trauma-
tized. An animal meant to be living
free in the wild is being confined
for life. This without a doubt has
and will continue to affect the ele-
phants.
The lockdown of only a few
months has taken a toll on us. Can
you imagine what a lifetime of
lockdown would do to us? If we
have not learned a lesson yet then
we deserve every bit of what we are
going through.
At Hathi Gaon, there was no pro-
vision for drinking water for the
elephants. Neither was food avail-
able and it was only after I pointed
it out that the mahouts brought in
some fodder. They even informed
me that the government has
stopped providing subsidies.
As far as I know, the elephants
are under the prerogative of the
Forest Department and our Consti-
tution clearly has reserved the
highest protection to a Schedule I
animal. Yet, their condition is far
from ideal, and the Forest Depart-
ment remains silent on the matter.
This is alarming! We are aware that
when one stays silent during a
crime being committed it makes us
a party to the crime.
The reason given for the ele-
phants’ death is the lockdown. I
am not sure how the lockdown
could be life-threatening for ele-
phants if they are being properly
taken care of and if it is the Forest
Department should be seeking out
alternative safety provisions for

meeting was held at Secretariat, Chennai with Chief secretary, DGP of Tamilnadu
and Commissioner of Police, Chennai, to discuss the mi- grant labourers (from other states) who got stuck in Chen-
nai due to COVID 19. During the meeting, managing committees of major NGO’s were present along with JITO Chen-
nai Chapter.
JITO has decided to
support the migrant labourers and has started working with the teams they have dedicated formed for the cause. Pravasi Rajasthani also decided to work under the JITO banner to help the migrant labourers.
JITO has distributed about
1 lakh ration kits, medical sup-
port, PPE kits, ambulance, and laryngoscopy worth Rs 10 lakhs to government hospi-
tals. JITO also presented forty thousand masks to police, cash to needy people and scholarships to students. Un-
der mission COVID, they have provided 30 ambulances with doctors and nurses with free medication to Chennai hospi-
tals under the supervision of greater Chennai Corporation. Within just 45 days, they have done 50,000 tests. They have also sponsored 118 beds along with ICU units to COVID-19 hospitals at the subsidiary rate and free to those who can’t afford it.
