1. GFR- 2017 A set of guidelines issued by the Government of India for government departments/Ministry. . Objective:- Ensure transparency, accountability, and efficiency in the use of public funds. . Key Areas Covered:- Rules for tenders, bids, and contracts.

2. Rule 130 (Original Work) Original work:- New Constructions, site reparation, addition and alteration & special repairs. Minor work:- Work which add capital value to existing assets but do not create new assets. Repair work:- Works undertaken to maintain building and fixtures. Rule 131 (Administrative control) The department or ministry that proposes or requires the work is responsible for its Administrative control means its execution , maintenance. if work is executed by other agency(CPWD/PWD/PSU) then coordination and supervision. Rule 132 (Power to sanction works) Mandate that no work without A/A & E/S from C.A. therefore power is delegated to various department for A/A & E/S ( use D.F.P.R. book for power ).

3. Rule 133 (Execution of Work) Direct Execution by ministries/departments :-Repair/original work upto 30 lakhs.(must follow other procedures in rules 139,159 & 160). Through PWO/PSU:- Repair/original work above 30 lakhs (CPWD/PWD/PSUs/ MoUD etc.) Recent Amendments:- limit increased from 30 lakhs to 60 lakhs. Rule 134 (By PWDs) works which not allotted to any ministry/department will be executed by PWDs. Rule 135 (General Rules) Works allotted to any ministry/department shall be regulated by respective departmental regulation and by other special order applicable to them. Rule 135(2)-dedicated project team for high value projects, which tasked only with project execution and not given other operational duties.

4. Rule 136(1) (procedural requirement for starting works & financial liability) A/A,E/S , Detailed design, estimates, funds , tendering process, work order & other formalities. Rule 136(2) :- during urgency provision set in rule 136(1) cannot be compiled with the executive officer carry out a work under own responsibility & simultaneously obtain approval. Rule 136(3):- any work which is necessary during work in progress requires supplementary estimate. Rule 137 (Grouping of works) a group of works which forms one project shall be considered as one work. department can not break down a large project into smaller works to avoiding higher authority approval. Rule 138 (Saving from sanction Amount) Saving from a project can not be used for additional work without special authorization. Rule 139 (Execution of work) 1.Detailed design and estimates,2.A/A & E/S -Open tender-5 lakhs to 30 Lakhs -Limited tender- less than 5 Lakhs Agreement ,work order , Final Payment certificate(Officer-In-Charge)

5. Rule 140(A/A & E/S for work through PWO/PSU) A/A,E/S and Funds will be provided by the concerned department. Rule 141 (Review of Projects) For project costing 100 crore or above department consist a Review Committee.
