Codified under FAR Chapter 53. In addition to FAR; does not replace the FAR, although the Airforce can and does make deviations from     FAR and even AFFARS itself in accordance with DFARS 201.402(2). Much of the AFFARS is for the agencies and Air Force officials, those parts we will only address as they      pertain to offerors.  We won’t cover all parts. AFFARS’ competition requirements in Part 5306 mostly outline which officials have certain authority to make justifications for other than full and open competition and how that is done. AFFARS also designates Air Force Competition Advocates, whose duties include developing acquisition strategies, identifying impediments to competition, and acts as the competition and commercial representative for contractor complaints. The Air Force uses a “Robotic Process Automation”      bot to determine prospective contractor responsibility.   Part 5310 briefly addresses market research for agencies. Part 5311 explains how Air Force agencies should describe requirements. Part 5312 goes over acquisition of commercial items.
