“LEGAL MANDATE " The BAI was created on January 1, 1930 pursuant to Act 3639 to investigate , study and report the cause of dangerous communicable diseases and the means of prevention , and in general, to promote the development of the livestock industries.

PROCEDURE ON DOMESTIC MOVEMENT
In accordance with DA Administrative Order No.5 s.2019 “Guidelines on the Local Transport/Shipment of Animals, Animal Products and By-Products” Animals & Animal Products Application of Local Shipping Permit issued by BAI-NVQSD Mandatory Requirements: 1.Veterinary Health Certificate 2.BAI Accreditation Certificate 3.Livestock Handler’s License 4.Registration of Transport Carrier 5.Other additional requirements prescribed during disease outbreaks Backyard Farms – VHC, Lab Test, Vaccination Initial Inspection of Veterinary Quarantine Officer/Inspector from Place of Origin Final Inspection of Veterinary Quarantine Officer/Inspector at Destination LOCAL MOVEMENT OF ANIMALS, ANIMAL PRODUCTS, & BY PRODUCTS
Veterinary Health Certificate (VHC) and a Shipping Permit (SP) Sourced from BAI or LGU accredited/registered farms Backyard farms: VHC, Laboratory Tests and Vaccination Livestock handlers and transport carriers registered with BAI/DA-RFO Other additional/specific requirements prescribed due to animal disease outbreaks SECTION 5 DA AO 5 s. 2019 Mandatory Requirements for Shipment of Animals
VHC Issuance Conditions Issued by a licensed veterinarian (private or government) Required for the transport of all animals, and animal products such as eggs and semen Validity: THREE (3) DAYS from date of issuance Need concurrence of LGU/DA RFO for selected commodities
Shipping Permit - refers to a document issued by the BAI- NVQSD through its veterinary quarantine officers, animal quarantine inspectors and deputized veterinary quarantine officers authorizing the person indicated therein to ship or transport the stated items to their indicated destination/s.
