GULAYAN SA BAYAN PROJECT IMPLEMENTING GUIDELINES Memorandum Circular No. 16 series of 2025
GULAYAN SA BAYAN (GSB) project aims to enhance food access and foster sustainable food systems by establishing community nurseries and/or community gardens. GSB aims to provide an affordable and accessible source of vegetables to encourage healthy food consumption in the communities. The GSB will engage Rural Improvement Clubs (RICs) and other People's Organizations (POs) as the Anchor Groups to implement the project to promote healthy food choices, enhance household nutrition, while providing income generation opportunities to the organizations. III. OBJECTIVES General Objective: To enhance the localized vegetable production, increase healthy food availability and promote healthy food consumption through women, youth, and senior citizen’s organizations’ active involvement and participation.
SPECIFIC OBJECTIVES: Develop scalable models for locally managed community vegetable gardens. Establish community nurseries for vegetable seedling production to ensure a continuous supply of quality seedlings. Promote the adoption of Good Agricultural Practices (GAP). Engage Women, youth, and senior citizens in vegetable production and promote vegetable consumption in the country. Strengthen partnerships with governments, non-government agencies (NGO’s), and the private sector to support community vegetable garden and nursery initiatives. Encourage social cohesion, sustainable community of practice (COP), and knowledge-sharing on best practices for vegetable production and nursery management.
IV. ANCHOR GROUP AND PROJECT PARTNERS 1. ANCHOR GROUP (AG) A qualified Anchor Group (AG) shall be pre-selected among the qualified Rural Improvement Clubs (RICs) in the locality. In the absence of RICs, the AG will be selected among the 4H Clubs under registered and organized community associations. The participating Local Government Units (LGUs) shall: Have a counterpart of at least one (1) agricultural extension worker (AEW) from their Municipal Agriculture Officer (MAO): Allocate an area of at least 200 sqm or larger if the Anchor Group does not have land for the GSB implementation: Have a Gender and Development (GAD) allocation for complementation of the GSB inputs from the DA-HVCDP; Have a Barangay Health Worker (BHW) and Barangay Nutrition Scholar (BNS). 2. V. SELECTION CRITERIA OF ANCHOR GROUP 1. LOCATION IDENTIFICATION Site must be safe and accessible, near a secondary or tertiary road, ensuring unimpeded access for members, partners, and supporters of the GSB. Ownership/Use of Land – The property’s ownership through a usufruct agreement or a lease of contract for the GSB must be established, with secured land use for at least two (2) consecutive years ti guarantee project and scalability. Eligible Anchor Groups shall be pre-qualified based on the following: Existence of the Anchor Group in the Area for at least one (1) year Availability of a demonstration area at least 200 square meters or larger for a minimum of two (2) years Certification of Training attended by the group provided by DA-ATI, and; Existing partnerships with LGUs, Civil Society Organizations (CSOs), or the private sector. 2. QUALIFICATIONS OF THE ANCHOR GROUP

DOCUMENTARY REQUIREMENTS Letter of intent addressed to the DA Regional Executive Director through the HVCDP Focal Persons Certificate of Registration from CDA or SEC or DOLE Board Resolution stating the commitment to implement the GSB Endorsement from the Municipal/City Agriculturist and Mayor Endorsement from the Provincial Agriculturist
VI. DOCUMENTARY REQUIREMENTS Certification from the ATI that they have attended Training/s Land Ownership/possession/usufruct agreement for the 200 sqm. area or larger Organizational Profile with list of officers and members Certificate from the LGU attesting that the group is existing in the area, list of BHW, BNS and GSB Focal Person in the LGU Geotagged Photo of the site
Seedling and Vegetable Production: 60% - Livelihood 30% - Household/Anchor Group consumption 10% - Community-based Feeding Programs
