BACKGROUND What happens if we fall from height ? 8th INTERNATIONAL CONFERENCE ON CIVIL AND ENVIRONMENTAL ENGINEERING (CENVIRON 2025) Accidents due to working at heights are one of the things that happen to construction workers , resulting in injury , permanent disability, death, and health trauma . The terminology of working at heights is a work activity carried out on the surface of the ground or water where there is a height difference and has the potential to fall which causes workers or other people to be injured or die or causes property damage ( Labor Minister Act No. 9/2016). Using the law of conseration of energy from James Prescott Joule where when falling the the potential energy will be change to kinetic energy so that the falling speed can be formulated in the following equation. V = ………………………. (1) Where V is falling speed, g is gravity acceleration, and h is falling height. A falling speed of 4.1 m/s will cause a fracture in the skull, a falling speed of 3.7 m/s will cause a fracture of leg and ankle, and a falling speed of 2.4 m/s will cause a fracture of the back joints ( Ivancic , 2013) .  

STRATEGIC ISSUES How to manage working at height without accident ? 8th INTERNATIONAL CONFERENCE ON CIVIL AND ENVIRONMENTAL ENGINEERING (CENVIRON 2025) Referring to the Quran, Surah Al Baqarah verse 195 (Qs 2:195) and the hadith of HR Ibnu Majah no. 2341, Thabrani no. 11806 that Islamic law prohibits endangering oneself or endangering others without a valid reason and encourages good deeds. There are two alternative approaches that can be used : Accidents must not occur at all Accidents are still possible with the lowest possible risk

DISCUSSION 8th INTERNATIONAL CONFERENCE ON CIVIL AND ENVIRONMENTAL ENGINEERING (CENVIRON 2025) In a study from the US Construction industry between 1997 and 2012, more than 70% of fall accident victims lacked fall protection (Kang, 2018). Fall protection contributes to mitigating injuries. The implementation of a work permit at height is an obligation that must be made by the person in charge of the work to the service user or owner before working. The permit can be used to identify potential hazards so that efforts can be made to prevent and control work accidents that may occur. Fall protection system There are two approaches used in the Indonesia fall protection system : A person working at height may fall as long as he does not hit the surface/work floor, this is called the Fall Arrest System A person must no fall at all, or the worker has been prevented before he reaches the point of fall (edge fall point), this is called Fall Prevention System

Fall Factor is a value to evaluate the impact of a fall ……………………….(2)   2. Fall Clearance (FC) or free fall distance is the calculation of safe distance when we fall using a fall protection system FC = A+B+C+D …………………………… (3) Note : A = is the length of the connecting rope between the anchor and the body belt. B = is the extension of the shock absorber after working C = is the distance between the connecting rope that is Connected at the point of fall on the body belt D = is the safe distance to the surface

8th INTERNATIONAL CONFERENCE ON CIVIL AND ENVIRONMENTAL ENGINEERING (CENVIRON 2025) CONCLUSION Protection for working at heights can be controlled using HIRARC and JSA , which first calculate the risk value that can occur in every working step I t is mandatory to carry out several activities including education and training, preparing of fall protection systems, knowledge of the location of the surrounding environment, availability of communication channels, monitoring of weather conditions and the work environment, monitoring of the physical and mental health of workers, availability of first aid equipment and emergency evacuation processes, and conduct consistent supervision I t is mandatory to take several actions to protect workers’ safety, including the formation of organizational units that specifically implement construction work risk management, the formation of a mandatory health and safety implementation supervision system, and providing reward and punishment for workers or units.
