Information and Communications Technology: An overview ERDEE C. CAJURAO
The infrastructure and components that enable modern computing. It's designed to improve how humans create , process , and share information across sectors like business, education, healthcare, and entertainment. An extension of IT emphasizing unified communications, integrating telecommunications and computers—ranging from radio and telephony to network hardware and middleware. UNESCO describes ICT as a diverse set of tools enabling transmission, storage, creation, sharing, or exchange of information—this includes computers, internet platforms, broadcasting technologies, and mobile/telephony What is ICT?
ICT vs. IT ICT generally includes IT as well as telecommunications, media systems, and infrastructure that facilitate communication—making ICT broader in scope IT focuses specifically on computing (hardware, software, networks), while ICT encompasses additional elements like telecoms, broadcasting systems, intelligent building systems, and multimedia environments
Key Components of ICT (devices, networks, infrastructure) Hardware (applications, platforms) Software (radio, TV, telephony, mobile systems, video conferencing) Communications technologies (cloud computing, IoT, AI, 5G/6G, VR/AR, metaverse) Emerging domains
Applications & Impact ICT supports learner-centered methods, remote access to resources, and asynchronous learning—especially transformative in developing countries Education ICT (e-agriculture) helps rural communities access markets, technical advice, and improve productivity using both old (radio, satellite) and modern tools (internet, sensors) Agriculture Broader uses include sustainable rural development, bridging digital divides, and contributing to sustainable development goals (SDGs) across social, economic, and environmental dimension Societal Development
Ethical, Legal & Social Issues (ELSI): As ICT becomes pervasive, questions arise around privacy, governance, digital rights, and equitable access—important topics to acknowledge The Digital Divide remains a major issue: disparities in access, skills, usage, and motivation can reinforce inequality in education, job access, and civic participation Challenges & Considerations
Philippine ContexT The Department of Information and Communications Technology (DICT) is the government body spearheading ICT development in the Philippines, established in 2016 and responsible for policy, regulation, and digital infrastructure In education, the ICT strand in the Senior High School (TVL track) enables students to learn programming, web design, animation, and other tech skills for employment or further study
