BACKGROUND Since Ethiopia is one of country embarking nuclear technology the government take initiation for this technology to fulfill each requirements. Nuclear energy, found in an atom's core, can be extracted and used to produce electricity through nuclear fission in reactors. This process, fueled by uranium, splits atoms into nuclei, generating heat and steam that is used to power turbines . Achieving further technological advances to assure that future nuclear plants will be economically competitive with fossil alternatives, by motting nuclear for peace . Developing economical small and medium sized reactor designs to provide the nuclear power option to developing countries which have small electricity grids, and also for non-electric applications such as seawater desalination, and Preserving intellectual capabilities in nuclear power technology . 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 3

CONT…. The Milestones Approach describes three stages for creating a national nuclear power infrastructure. In Phase 1, a country examines the consequences of nuclear power and conducts a preliminary feasibility study. In Phase 2, the government prepares for contracting and construction by building critical infrastructure and forming crucial organizations. In Phase 3, activities to contract, licensee, and build the first nuclear power plant are carried out. Milestone 1: the country is ready to make a knowledgeable commitment to a nuclear power programme (or to decide not to proceed). Milestone 2: the country is ready to invite bids or negotiate a contract for their fi rst nuclear power plant. Milestone 3: the country is ready to commission and operate the first nuclear power plant. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 4

CONT…. Establishing strong and compliant Regulatory Bodies The RB's strategic objectives for are aimed at enabling effective cooperation among nuclear regulators, optimizing resources, promoting collaboration, and applying IAEA standards. The RB values transparency, responsiveness, excellence, commitment, and respect. The RB has successfully supported active recipient countries in capacity building and regulatory infrastructure development. However , six common challenges faced by recipient countries include inadequate funding, independence, human resources development, regulation drafting, managing technical support organizations, and public involvement. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 5

OBJECTIVE The goal of raising knowledge about nuclear security is to stop, identify, and react to deliberate, malevolent acts involving radioactive materials or directed towards establishments that handle them. It seeks to increase knowledge and awareness of nuclear security hazards and precautions among people, groups, and communities. Help States create, implement, and uphold national nuclear security policies for nuclear and other radioactive materials, especially while they're being transported, as well as related facilities utilized for non-military uses. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 6

INTRODUCTION Nuclear Safety Proper operating conditions, accident prevention, or accident mitigation safeguard workers, the public, and the environment against excessive radiation dangers. The government establishes norms and standards, including defining threats (DBT). Utilizes law enforcement, intelligence, and counterterrorism resources. Facilities Provide physical protection. Nuclear safety Nuclear safety involves maintaining safe operating conditions, preventing or mitigating accidents, and protecting personnel, the public, and the environment from radiation dangers. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 7

CONT…… The culture of nuclear security Capacity building has improved over time, but it is still underdeveloped in terms of technology, especially among those who work in the area. And governments need to generate public support for an effective response. Raising public awareness and knowledge among the public and workers in vulnerable communities is crucial. Effective nuclear security adaptation involves actions that enhance community well-being, including economic factors and quality of life factors. Mitigation and adaptation are complementary, internationally inclusive chains of strategies, with public engagement playing a vital role in both. This method focuses on the relationship between GNNS, stakeholders, knowledge, and engagement in nuclear security adaptation decision-making processes 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 8

CONT….. Nuclear safeguards The IAEA employs a set of technological methods for nuclear material and activities in order to independently verify that nuclear facilities are not abused and nuclear material is not diverted from peaceful use . Goals of Safeguards : Detect the diversion of nuclear material for the manufacture of nuclear weapons. Deter nuclear material diversion by posing the risk of early detection. Ensure that all nuclear activity conducted by a state is for peaceful purposes, and that no illicit nuclear operations are carried out. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 9

Improving awareness, knowledge, and participation in nuclear safety and security requires everyone's involvement in order to use technology for a peaceful society . This engagement can be easily expanded throughout the community by boosting human resources through societal cultural events, values, and modern education, utilizing various cultural events and art forms . Capacity development is critical for a successful response to nuclear dangers, particularly among workers in vulnerable populations. Public engagement is critical to mitigation and adaptation because it improves community well-being . Public involvement entails incorporating people's interests, concerns, needs, and values into decisions and activities regarding public issues. There are numerous types of public interaction, and capacity-building processes can enhance their robustness and inclusiveness. PUBLIC AWARENESS ENGAGEMENT The three highest levels of genuine engagement are considered genuine engagement. Public engagement with adaptation is defined as a personal state of connection with nuclear security issues in cognitive, affective, and behavioral dimensions. The cognitive dimension involves awareness and understandings, collective action, sustaining interest, localizing action, activating the link between awareness and participation, and other people's non-participation. The affective dimension deals with positivity towards engagement and action, and the behavioral dimension includes willingness to become engaged, methods of participation, enablers of sustained engagement, and barriers to engagement . There are various typologies of public engagement, and we can make them more robust and inclusive by establishing a chain of capacity-building mechanisms such as ladders, alternative typologies, and the International Association for Public Participation spectrum[ 9 ]. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 11

METHOD OF CAPACITY BUILDING 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 12 INNS Establishing A Security Chain Of Capacity IAEA AWARENESS CREATION Educational Social activities Movies, Docmenturies Painting.Poster And Sculpture Bazaar & Exhibtion Different Tipe Of Traditional Events Curriculum In Schooling University Trainanig Confrence Safety Culture Safegurd Culture Security Culture Skilled Employee Awared Public Strong Security System The creation of a nuclear security culture necessitates a mix of human awareness-raising tactics and socio-technical, artistic, and cultural components. This entails giving awareness training using online videos, social media, movies, and egzhibshin to increase knowledge of information security in families, businesses, schools, and countries . The programme has three target groups: basic, advanced, and management, and it employs a unique, methodical approach. Stakeholder engagement, knowledge management, education, and knowledge networks are critical for establishing a nuclear security culture . The International Atomic Energy Agency's INSEN is a key global player in this process. The study emphasises the relevance of culturally appropriate education and argues that more efforts are required to promote industry engagement at the workplace level..

PUBLIC AWARENESS APPROACH Shaping future awareness design -making and public engagement are complex processes. By developing two approach top to bottom and bottom to up when integrated this approach it include between evolution method as showing in Fig.3 To approach the review systematically and identify the key themes, a theoretical framework consistent with the research question is utilized. This framework shows all stages of the nuclear security policy cycle and their relationship with two important elements of this study: the levels of public participation and the types of knowledge . 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 13

THE SHAPING FUTURE AWARENESS DESIGN CYCLE MODEL Implementing capacity-building processes can help to strengthen and integrate nuclear security programmes . Monitoring incident data helps highlight areas that require training or reminders . Video training modules encourage employees to be careful in a variety of situations, whereas physical security inspections show staff behavior and security knowledge . Cultural events and arts, social media, and games can all be utilized to communicate messages to employees, the environment, and the general public another part of easily giving awareness . These strategies assist the security personnel in creating buzz and establishing a presence among employees, resulting in increased overall security awareness and employee security .   FIG 3 the shaping future awareness design cycle model Public participation in nuclear security awareness can overcome social barriers and improve stakeholder knowledge. Public participation in nuclear safety awareness can overcome social barriers and improve stakeholder knowledge. Bottom-up and top-down approaches are superior options for addressing risks and problems, assuming scientific information is credible for innovation and understanding of nuclear safety. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 14 Shaping the awareness according future technology Consulting the weakness of the awareness designs Identification Addressing Design The future Awareness creation Cycle Implement the new awareness method Developing new Awareness method Evaluate the new designs The analysis designs result Make desition for improvement the past method Coordinate the weakness of the awareness

CONCLUSION Nuclear security programmes can be strengthened and made inclusive by establishing a chain of capacity-building mechanisms. The GNNSC, NNSI, stakeholders, and cultural events members should track incident information to identify regions, states, or divisions experiencing persistent issues that require specific training or reminders. Digital signs, static posters, lifeguards, emergency respondents, security awareness days, and physical security assessments can be used to raise security awareness. Curriculum development through school, inclusive families, social interaction, video training, exercise book training modules, and painting are among the tactics used to raise nuclear security awareness. Nuclear security awareness everywhere can be categorized into instructor-led, conventional, and online methods. Methods to enhance employee awareness include reading materials, policy-based warnings, event-based events, video-based sessions, message awareness tools, and management support. The National Institute of Standards and Technology (NIST) divides information security awareness programmes into information security awareness training, computer-based information security awareness, and awareness services and reminder tools. 6/13/2024 Powering the Future Advancement in Nuclear Science and Technology , June 7th & 8th, 2024, Addis Ababa, Ethiopia 15
