21世纪前20年即将结束 ，这20年是城市化 和技术变革驱动发展的大转折时代 ，也是全新 的
城市时代来临的序幕 。在全球层面 ，近20年的快速发展中 ，各类新技术 、新规则、新链接、新
冲突不断 涌现，并驱动城市发展场景与模式的快捷 切换，全球各地由此 而涌现诸多有价值 的城市
创新发展及其规划的新思想 、新理论和新方法 、新模式与新案例 。面向不确定的、更加快速变革
的未来，面对“人类命运共同体 ”建设的美好愿景 ，如何适应 、预判和把控全球 城市创新发展的
方向、模式和路径 ，进而给予有效的规划引导 ，是全球城市 共同面临的新挑战和新任务 。
对中国而言 ，过去70年的工业化与城镇化进程 、40余年的改革开放和市场化与 国际化发展，
在近20年产生了 “爆发式”的涌现效应 。目前，中国城市的创新发展作为 “中国模式 ”的主要
动力，已经由国际上的后发追随者变成了引领国际城市创新发展新潮流的 重要力量。同时，中国
开发区作为推动中国工业化 、城镇化和对外开放的主阵地 ，作为中国城市 创新发展的重要内容和
推动中国经济全球化的重要平台 ，正面临在新时代如何转型 发展的考验，也迎来“一带一路 ”倡
议带来的全新历史 机遇。
“人类命运共同体 ”愿景下全球和中国城市的创新发展 、新时代中国开发区的转型 发展和走
向“一带一路 ”等，既需要总结既往 、也需要预判未来 ，既值得学术研究 、也需要实践 交流。
基于此背景 ，本次研讨会围绕 “开发区转型与城市创新发展 ”的主题，汇聚国际智慧，并以
“一带一路 ”为特色议题 ，开展跨学科 、跨行业、跨国别的学术交流和 实践案例 研讨。
本研讨会由东南大学发起 、由东南大学和中国城市规划学会共同主办 ，已经在苏州（2015）、
西安（2017）举行两届 。本次研讨会在延续前两届会议主题基础上 ，顺应中国 “一带一路 ”倡议
和全球城市创新发展的新趋势 ，扩展为国际会议并作为国家重点研发计划 项目“境外产业园区规
划技术合作研究与示范应用 ”项目的重要学术研讨会，汇集中国和 “一带一路 ”沿线国家政界 、
学界、业界等多方代表 ，采取研讨会等 多元学术交流方式 ，共同探讨全球和中国城市创新发展 、
中国开发区转型和 “一带一路 ”工业化&城镇化发展 、中国国际合作园区发展与规划等方面的理
论与实践 、问题与矛盾 、机遇与挑战、思路与对策等 。

developmentofcitiesaroundtheworld,thetransformationofChina’sdevelopmentzones,andtheir
coordinationwiththeBeltandRoadInitiative(BRI),areallareasthatrequireustosummarizethe
previousexperienceandpredictthefuturetrends.Theyarealsoareasthatneedacademicinputsand
practicalexchanges.Inthiscontext,wehavechosen“developmentzonetransformationandcity
innovation”asthethemeofthisinternationalconference.Weaimtobringtogetherinternational
wisdomswithparticularattentionpaidtoChina’sBeltandRoadInitiative.Academicexchangesofthis
conferencewilltakevariousformssuchasthemeforumsandroundtables.
ThisconferencewasinitiatedbySoutheastUniversity(SEU),co-sponsoredbySoutheast
University(SEU)andUrbanPlanningSocietyofChina(UPSC),andhasbeenheldtwiceinSuzhou
(2015)andXi'an(2017).Theconferenceincludesbutisnotlimitedtothefollowingtopics:city

Southeast University
SoutheastUniversity(SEU),locatedatNanjing,theancientcapitalcityofsixdynasties,isaprestigiousinst

SEUfeaturesahigh-levelfacultycomprising2,899full-timeteachers,including2434teacherswithPhDde
gree,1959teacherswithseniorandsub-seniortitles,987doctoralstudentsupervisorsand2,094graduatestudents
upervisors.Inaddition,there’realso11academiciansofChineseAcademyofSciencesandChineseAcademyof
Engineering,1academicianoftheAcademyofEurope,etc.SEUfeatureshighreputationforitseducation.Consid
eringtalentcultivationasitsfundamentalassignment,theschoolhascultivated330,000talentsofallsortsforthe
