Lucknow Metro
Introduction The Lucknow Metro is a Mass Rapid Transit System (MRTS) . After completion it will be the fastest and most economical project in India. The metro project will be the most expensive public transport system in the state of Uttar Pradesh. Lucknow Metro will be having two routes, from North to South and East to West.
History The Lucknow Metro Rail Project was planned to include two corridors : North-South and East-West. The Gomti Nagar Link. The North-South corridor was to cover a distance of 23 kilometres . The East-West corridor was planned to have a total length of 11 km. The designed speed of metro would be 90 km/h while the scheduled speed would be 34 km/h (21 mph) for North-South corridor and 32 km/h for East-West corridor.
One of the most important projects –why ? Lucknow Metro Rail project is the fastest and most economical such project in India . Lucknow, the capital of most populous state of India . Lucknow is an important service and trading centre. Rapidly growing city. So government of U.P. decided to implement LMRC to meet the mobility and accessibility needs of people of Lucknow .
Timeline 2008 September: Papers for Lucknow metro rail project was submitted to Uttar Pradesh Government by DMRC 2008 October: The LDA (Lucknow Development Authority) cleared the project
2009 February: LDA and DMRC entered into an agreement 2009 June: Lucknow traffic pattern was analyzed by a Bangalore company as per the requirement of DMRC 2009 July: DMRC initiated a Geo-technical survey
2010 April: DMRC submitted the transportation and traffic report 2010 May: The traffic issues were consulted between the committee formed by Chief Secretary of UP Government and DMRC 2010 June: The plan of route alignment was submitted by DMRC. The related departments were coordinated by Lucknow Divisional commissioner 2010 August: Detailed plan of the route was presented by DMRC 2010 September: The route was once again consulted between the DMRC and committee of Divisional Commissioner
2011 July: The DPR (detailed project report) was submitted
2013 June: Chief Minister Akhilesh Yadav cleared the metro rail network 2013 August: The revised DPR prepared by DMRC was approved by UP government 2013 October: The Lucknow Metro Rail Corporation came into existence. The construction was planned to start during December 2013 November: DMRC initiated to work on Lucknow Metro and assure to complete the first phase before February 2017 2013 December: The project was approved by Indian Government
2014 February: E. Sreedharan, the Metro man took the charge as Chief adviser for Lucknow metro 2014 March: Lucknow Metro project was initiated with foundation stone 2014 July 10: Union Budget allocate 100 crore rupee towards Lucknow Metro by Arun Jaitley , Indian Finance Minister 2014 September 27: Lucknow Metro construction was initiated
Delay in PIB nod left LMRC cash-strapped The delay in Public Investment Board's (PIB) clearance to the city's Metro project had left Lucknow Metro Rail Corporation (LMRC) struggling to arrange funds to buy the train coaches in time.
2015 August 6: PIB cleared the Lucknow Metro
Initialisation OBJECTIVE Analyse the strength and weakness of lucknow metro from socio-economic perspective . Model demand supply curve and various revenue functions. Estimate the breakeven for lucknow metro.
Initialisation REQUIREMENTS Extensive data. Detailed surveys. Profile of settlement topography.
Initialisation FUNDING To be built at an estimated cost of Rs 6,928 crore . Out of this, the Centre will fund Rs 1,300 crore in the form of equity and subordinate debt and rest by state government.
Designing The project was started in 27 th Sept 2014 and first phase will finish by 2017. Number of lines will be two- BLUE and BROWN , divided in phase 1 and 2. Total of 33 stations with 11 underground and 22 will be elevated. Both blue and brown line starting from Munshipulia ( BLUE ) and Vasant Kunj ( BROWN ) will intersect at Charbagh . LMRC is jointly owned by companies GoI and GoUP .
Route
Phase 1 & 2 Total nearly 34 kilometers , will be laid across the city at an estimated cost of Rs 6,928 crores . The East-West corridor will be from Amausi to Indiranagar A 3.4-km elevated track connecting Inter college( GomtiNagar ) to Patrakarpuram be the first to be completed . The North-South corridor will connect Gautam Buddha M arg to Vasant Kunj .
Implementation COST ESTIMATES North-South Corridor Works out to Rs . 4992Crores excluding taxes and duties. Estimated total taxes & duties are Rs . 729 Crore . Charbagh Railway Station – Vasantkunj Works out to Rs . 3723Crores excluding taxes and duties. Estimated total taxes & duties are Rs . 572Crore .

Status April 2015 : Work of placing of caps on pillars started . May 2015 : Placing of U-Girders began. December 2015 : Approximately 56% of the civil work had been completed. April 2016 : 80 % of construction work completed. December 2016 : The first line of Lucknow Metro (Transport Nagar to Charbagh ) is expected to get operational. The trial of metro train at priority section is scheduled to be started in August 2016 and final operation will be started in December 2016 .
Effects on Environment EIA- to predict and qualify the magnitude of impacts, evaluate and asses the importance of identified changes. Main Aim- to decongest the road traffic. Reduce vehicles on roads and vehicular pollution.
Positive Impacts Employment Opportunities. Enhancement of economy. Reduced traffic. Reduced Pollution. It is actually a Mass Rapid Transit.
Conclusion Lucknow Metro was awarded the “Best Metro for Excellence in Innovative Designs”. Lucknow Metro project competes with the upcoming Kochi Metro Rail project to be the fastest completing project . Metro systems are more reliable,comfortable and safer than roads based systems. Methodology and arguments used to satisfy these systems needs careful analysis .
