HISTORY OF SAEP
The need for a law that would regulate the practice of
aeronautical engineering as a profession was strongly felt in
the late 1960’s

FORMATION OF SAEP
Formed by individuals headed by Dr. Gregorio Y. Zara from
FEATI University
Formed on April 28, 1950
The society was established to professionalize, promote and
advance the aeronautical engineering profession in the
Philippines
Played a key role in the formulation and passage of the
Aeronautical Engineering Law (enacted on July 11, 1978)
THE SAEP LOGO
Described in Article 9, Sec 2 of the Society of Aerospace
Engineers of the Philippines’ By-Laws
Consists of:
oGear – symbolizing the engineering profession
oDiamond-shaped airfoil in a supersonic flow as
evidenced by shock waves and expansion waves
MISSION OF SAEP
Shall develop and advance the aeronautical engineering
profession towards its recognition in the international aviation
industry through:
oHarmonious relationship among its members
oRecognition by relevant government agencies and
non-governmental organizations
oAdvocacy of international linkages
oEnhancement and promotion of the global
competitiveness of the Filipino aeronautical
engineering professionals
VISION OF SAEP
The SAEP shall be geared towards the pursuit for recognition
in the international aviation community
It shall accelerate the development of high-level
aeronautical engineers to make them productive members
of the society

CIVIL AERONAUTICS BOARD
Regulates ECONOMIC ASPECT of air transportation
General supervision, control, and jurisdiction over air carriers,
general sales agent, cargo sales agents, and freight
forwarders as well as their property, property rights,
equipment, facilities, and franchise.
An attached agency of the DOTr
Authorized to issue
oCERTIFICATE OF PUBLIC CONVENIENCE AND
NECESSITY (CPCN) – domestic carriers
oFOREIGN AIR CARRIER’S PERMIT (FACP) – to foreign
carriers
oLETTERS OF AUTHORITY – to airfreight forwarders,
general sales agents, cargo sales agents
Performs QUASI-JUDICIAL functions
CIVIL AVIATION AUTHORITY OF THE PHILIPPINES (CAAP)
Government agency under DOTr
National aviation authority of the Philippines
Responsible for implementing policies on civil aviation to
assure SAFE, ECONOMIC, and EFFICIENT air travel
Investigates aviation accidents via AIRCRAFT ACCIDENT
INVESTIGATION AND INQUIRY BOARD (AAIIB)
Performs QUASI-JUDICIAL and QUASI-LEGISLATIVE functions

enforcement of rules and regulations concerning
commercial aviation and private flying
