INTRODUCTION

PROJECT OVERVIEW
Project Initiation
•The City applied for and was awarded a Community Planning Grant from
the Cuyahoga County Planning Commission to study the Lorain Road
Corridor in Fairview Park
•Grant amount of $85,000 plus a $10,000 match from the City for a total
budget of $95,000.
•Project work began March 2023.

the four core themes identified for this project.

A broad, forward-looking summary that identifies the community’s
desired future for the corridor and key principles to guide scenario
planning.
DEVELOPMENT
SCENARIOS &
STRATEGIES Creation of specific options for the development of the corridor through
detailed development scenario graphics and highlighting recommended
strategies.
PREFERRED DEVELOPMENT
SCENARIO &
IMPLEMENTATION PLAN
Identification of preferred Development Outcomes based on community
feedback with recommended implementation actions and strategies.
FINAL PLAN
The combination of the documents and work of the previous phases into a
final, cohesive document

•The first engagement period was held during the Corridor Vision phase.
•Identification of key issues, opportunities, and principles to guide
corridor development.
•Response included:
•Key stakeholder interviews (12)
•Public Open House: 20 attendees with 134 sticker responses and 41 comments
•Public Survey: 393 respondents
PUBLIC ENGAGEMENT

•The second engagement period was held during the Development
Scenarios & Strategies phase.
•Presented multiple development scenarios along the corridor to identify
the community’s preferred outcomes for future development.
•Reviewed general policy and programmatic recommendations for the
plan’s four key topic areas.
•Included:
•Public Open House: 16 attendees with 82 sticker responses and 12 comments
•Key stakeholder focus group meeting
•Public Survey: 495 respondents
PUBLIC ENGAGEMENT

•Through the Corridor Profile and Corridor Vision Phases, seven Core
Development Principles were identified.

each segment of Lorain Road.
•Builds upon and reaffirms many of the recommendations of the
2017 NOACA TLCI study of the Corridor.
