Lutyens ' Delhi is an area in New Delhi , India, named after the British architect Sir Edwin Lutyens (1869–1944), who was responsible for much of the architectural design and building during the period of the British Raj , when India was part of the British Empire in the 1920s and 1930s and 1940s. This also includes the Lutyens Bungalow Zone (LBZ). Lutyens ' Delhi Edwin Lutyens it was designed by the British architects Sir Edwin Lutyens and Sir Herbert Baker in 1912-1913 as part of their wider mandate to construct a new administrative capital city for British India . It is said that the circular structure of the 11th-century Chausath Yogini Temple may also have inspired the design of the building. Parliament House (India) 4,700 rooms Parliament House contains 4,700 rooms , and many areas are open to the public. The main foyer contains a marble staircase and leads to the Great Hall, which has a large tapestry on display. The House of Representatives chamber is decorated green, while the Senate chamber has a red colour scheme. Consisting of four floors and 340 rooms, with a floor area of 200,000 square feet (19,000 m 2 ), it was built using 1 billion bricks and 3,000,000 cu  ft (85,000 m 3 ) of stone with little steel. The design of the building fell into the time period of the Edwardian Baroque , a time at which emphasis was placed on the use of heavy classical motifs in order to emphasise power and imperial authority. The design process of the mansion was long, complicated and politically charged.
