GUIDELINES ON THE ACCREDITATION OF CIVIL SOCIETY ORGANIZATIONS (CSO’S) TO IMPLEMENT DSWD PROJECTS AND/OR PROGRAMS USING DSWD FUNDS Memorandum Circular no. 13 series of 2019

Legal Bases Legal Basis Article II, Section 23 of the 1987 Constitution Section 75 of the General Provisions of the 2024 General Appropriations Act (GAA) Memorandum Circular no. 17 series of 2018 RA 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018

Coverage Coverage Accreditation of Implementing Civil Society Organizations of the Department, specifically Social Work Agencies The selection of CSOs, actual transfer of funds, liquidation or audit of transferred funds, and the monitoring of the actual project /program implementation are not covered in the guidelines

Criteria for Accreditation Criteria for Accreditation Must be a Social Work Agency (SWA) and must have operated for at least three (3) years. Must be in good standing, has no default or delay in liquidating funds received from DSWD and/or any government agency. Must not have any trustee, director, officer or key personnel related within the 4th civil degree of consanguinity or affinity to any DSWD official involved in the processing of its accreditation or to any official or personnel of the DSWD funding or implementing the program and/or project to be implemented or co-implemented by the applicant SWA. Must be a licensed SWA with a validity period of at least one (1) year prior to its application for accreditation and the social welfare programs and services it is applying for is accredited. Must not be connected with any Tobacco company in compliance with Administrative Order no. 11 series of 2019.

The applicant SWA shall submit all necessary documentary requirements to the Standards Bureau at the DSWD Central Office. If in case the application documents were filed at the Field Office (FO) the FO (Standards Section) shall provide the necessary technical assistance in terms of providing a checklist of requirements and advice the applicant to submit its application document to Standards Bureau. ACCREDITATION PROCESS Accreditation Process

Documentary Requirements Accomplished Notarized Application Form (DSWD-SB-CSOA-001A) Photocopy of Audited Financial Statements received by the BIR/Authorized collecting bank for the past 3 years Data Sheet of Directors, Trustees, Officers and Key Personnel 4. Locations sketches (spot/satellite map) and photos (façade and interior) of the principal office and/or satellite offices 5. Certificate of Good Standing /Certificate of No Derogatory Information from the SEC Initial Desk Review of Documentary Requirements

Initial Desk Review of Documentary Requirements SB shall request the DSWD Field Office covering the area of operation of the SWA to conduct a site visit to validate the existence of the principal and/or satellite offices and validate the declared projects/programs of the applicant SWA. If application documents are found complete If application documents are found to be incomplete Initial Desk Review of Documentary Requirements A letter with attached document checklist indicating the lacking document/s shall be sent to return all the submitted documents to the applicant to inform the applicant of the deficiencies and to provide any necessary technical assistance. SB through SCMD receives the application documents

Posting of Notice to the Public : For any derogatory record SB can receive any derogatory report against an applicant even after the grant of an accreditation certificate The written explanation of the concerned applicant shall be subject for evaluation to establish implication to the ongoing application or issued accreditation certificate. Posting of Notice to the Public : For any derogatory record Within 3 working days from the receipt of the derogatory report, SB through a formal letter shall notify the applicant and require the submission of an explanation within 10 working days Derogatory reports including the applicant's written explanation shall form part of its application for evaluation.

Validation Field Office Standards Section shall: Submit to Standards Bureau a validation report signed by the FO Regional Director, with attached documents gathered. Validation Conduct a validation visit . Shall complete the validation visit and submission of validation report within five (5) working days In case there are several projects/ programs, the largest Social Welfare and Development accredited project shall be considere for validation If the applicant recently received its accreditation (as SWA) within six (6) months prior to the date of its application as Implementing CSO, there is no need for a validation visit.

Assessment and Examination of Documents and Validation Report Assessment and Examination of Documents and Validation Report SB will conduct a final evaluation within four (4) working days upon receipt of the validation report from the Standards Section. In case of several geographical areas and declared projects, but found to have insufficient experience, resources, technical and financial capability for some of the claimed projects, SB may recommend the issuance of the accreditation certificate only to projects with which the applicant has sufficient experience, resources etc. SB may require an applicant to submit additional set of requirements deemed necessary to verify doubtful information.

Final Action Final Action If the applicant meets the set criteria and all documentary requirements, SB shall recommend the issuance of a Certificate of Accreditation for endorsement to the Undersecretary for SCBG subject to the approval of the Department Secretary. The final action shall be completed within five (5) working days including the issuance of certificate or signing of a denial letter, copy furnished the concerned FO. If the applicant fails to satisfy any of the set criteria, SB shall forward the recommendation for denial to the Undersecretary of SCBG subject for concurrence/approval of the Department Secretary.

Validity of Certificate of Accreditation of Implementing CSOs Validity of Certificate of Accreditation of Implementing CSOs 3 years from the date of issuance

Amendment and Replacement of the Certificate of Accreditation Amendment and Replacement of the Certificate of Accreditation Change of Name or Office Address - supported by a request letter, updated GIS, amended AOI and original Certificate of Accreditation Expansion of Program implementation and/or Areas of Coverage - supported by a request letter (noting that the program is already accredited), updated GIS, amended AOI, Validation Assessment Report from FO, original Certificate of Accreditation and WFP for the next 3 years Loss of Certificate of Accreditation - supported by a request letter and a Notarized Affidavit of Loss SB shall facilitate the replacement of the Certificate of Accreditation within seven (7) working days

Monitoring Continuing Verification and Monitoring Reporting a) any agreements with DSWD involving fund transfer (15 days from the day of entering into an agreement) b) any knowledge/ fact that constitute a ground for revocation - reported to SB Technical Assistance Continuing Verification and Monitoring

REVOCATION OF ACCREDITATION Misrepresentation in, or falsification of any document submitted in support of the application for accreditation. Failure to comply to the terms of reference stated on the agreement with DSWD involving transfer of funds, including default or delay in liquidating of said funds. Violation of any law, rule or regulation involving the utilization of funds. Failure of the Implementing to renew its license and/ or accreditation as SWA within 90 working days prior to its expiration. Bankruptcy or insolvency Revocation, cancellation, and failure to renew of the SWA's license to operate and/ or certificate of accreditation within 90 working days prior to its expiration.

BLACKLISTING Certificate of Accreditation revoked due to grounds stated in Section XII Lifting of the Blacklisting Order may be lifted depending on the nature of the Appeal Other legal actions may be taken without prejudice by the DSWD Management
