thecountry.
Fromameager50.5milliontonnesduring1950-51to275.78
milliontonnesoffoodgrainproductionduring2016-17,
voyageisquiteremarkableandflauntsthemightofIndian
agriculture.
Itismadepossibleduetouseofqualityseedofimproved
varieties,advancedpackageofpractices,adroitnessand
diligenceofIndianfarmers.
ForagrarianbasedcountrylikeIndia,Seedsecurityis
havingastrongpositivecorrelationtofoodsecurity,which
isquiteclearlyevidentfromincrementinfoodgrain
productionvis-à-visgrowthinqualityseedproduction.

production,infrastructureestablishmenttosupport
seed activities,seed relatedtechnology
dissemination,capacitybuildingandmoreimportantly
makingseedsavailableat

programmeetc).

AICRP-NSP(Crops)cameintoexistencein1979-80withthegoal
toproduceadequatequantityofbreederseedproductionasper
country’srequirementandconductseedtechnologicalresearchto
supportqualityseedproduction.
Thebreederseedisfurthermultipliedtoproducefoundationand
certifiedseedsbyvariousagencies.However,thereiswidegap
betweentherequirementandproductionofqualityseedsand60-
65%offarmersareusingtheirfarmsavedseedsforsowing.
Inabidtoraisetheseedreplacementrate(SRR)andtomake
qualityseedavailabletothefarmersICARhaslaunchedaMega
SeedProject-“SeedProductioninAgriculturalCropsand
Fisheries”duringXplanandwascontinuedinXIplanperiodwith
fieldcropcomponentalone.
Thisprojecthadstrengthenedallfacetsofqualityseeddomainviz.

andcapacitybuilding.

HavingamodeststartduringXplanperiod,thisprojectmadean
everlastingimpactonthefaceofIndianseedsectorduringXIplan
period.
Ifweseethequalityseedproductionfiguresofthisproject
implementationperiod,productionofbreederseedinfieldcrops
componenthasbeenincreasedfrom62231quintalsduring2005-
06to102569quintals,whichshown64.81%increaseoverbase
yearduring2011-12.
Productionoffoundationseedduring2011-12(116156quintals)
shown123%increaseoverbaseyeari.e.,51925quintalsin2005-
06.
Whereas,certified/TFLseedproductionhasincreasedfrom96413
quintalsduring2005-06to225340quintalsduring2011-12which
accountsfor133.72%increaseoverbaseyear.
Withrespecttoparticipatoryseedprogramme,thequalityseed
productionincreasedfrom32303quintalsduring2005-06to
251100quintalsduring2011-12registering677%increaseover
baseyear.
Progress of Seed Project

Withrespecttoinfrastructuredevelopment,stateofart
facilitieswereestablishedincooperatingcentres,many
centresdevelopedcorecompetenciesandnowreadyto
serveasmodelcentresregardingprocessing,seedquality
enhancementandmoleculardiagnosticsaspects.
Thisprojecthashelpedinhumanresourcedevelopment,
technologydissemination,model deployment and
employmentgeneration.
DuringXIIplanperiod,horizonsofthisprojectiswidenedby
meansofexpansionofseedactivitiestounexploredareas
(N-Estates),concentrationonuntappedareasforseed
production;capacitybuildingandcommercialorientationis
accentuatedupon.

impactedduringtheyearduetoNaturalcalamityas
demandforseedofsuchcropinthesucceedingyearcould
behigh.
Seed Rolling Plan

Increase use of Improved & Hybrid Seeds for self
sufficiency in Pulses Production 1.5 lakh qtls. through
150 Seed Hub
AgricultureTechnologyApplicationResearchInstitutes(ATARIS)
arecollaboratorforimplementationofSeed–Hubs.
OnetimegrantRs.50lakhs/SeedHubforSeedProcessing&
StorageFacility.
OnetimegrantRs.100lakhs/SeedHubasrevolvingfundtomeet
expensesforproduction,processingandprocurement.
TheprofitgeneratedoutofseedsalecanbeutilizedbySeed
Hubfordevelopmentofotherfacilitiestoincreasepulsesseed
production.
EachSeedHubwillproduce1000qtls.pulsesseedeveryyearin
asustainablemanner.
150SeedHubwillproducetotal1,50,000qtls.HYVpulsesseeds
onsustainablebasistoensureincreasedproductivityand
productionofpulsesinthecountry.

SeedproductioninagriculturalcropsisacrownjewelofICAR.
Apartfrommereproduction,capacitybuildingwithfocusonskill
intensification,technologydissemination,modeldeployment
(Farmers’ParticipatoryApproachandSeedVillageProgramme),
employmentgeneration,commercialorientationaddressinggender
outlooki.e.womenentrepreneurship,
expansionofactivitiesinuntappedareasaresignificant
contributionsofthisproject.
DuringXIIplanperiod,underthesustentationofICARwithateam
ofdedicatedscientistsandstaffthroughoutthecountry,ICAR
Seedprojectrevealitsfullcoloursandtreadustowardsseed
security
therebycontributesitsportiontowardsmuchawaitedevergreen
revolution.

Seedisthedecisiveinputforsustainedagricultureproductionand
isparamountfor
realizingthepotentialofallotherinputswithoutwhichthe
investmentoninputssuchasfertilizer,water,andpesticideswill
notpaydesireddividendstothefarmers.
Useofqualityseedsalonecouldincreaseproductivityby15-20%
indicatethecriticalroleofseedinagriculture.
AsIndianeconomyisbasicallyagrarianduetosheernumberof
peopledirectlyorindirectlydependentonagriculture,theroleof
seedinIndia’scontextisfargreatersignificant.
WithrespecttoshareofIndianseedmarketininternationalseed
domain,istothetuneof2billionUSDandholds6thpositionin
ranking,whereestimatedcommercialseedmarketisoftheorder45
billionUSD(ISF,2013).
Conclusion

WhatevertheshareofIndianseedmarket,isfromorganized
sectorthataccountsforonly30-35%,whichopensawindowfor
enormouspossibilities.
MeredoublingoforganizedseedsectorcanshootIndiatofirst
position,whichisafocalissuethatneedstobeponderedupon.
Intheeraofclimatechange,withimpendingthreatsofresource
depletionandpopulationexplosion,developmentofclimate
resilient,locationspecificseedproductiontechnologiesareneed
ofthehour.
However,ablessingIndiaishavingitsvastbiodiversityand
variedagroecologicalzonesoffervistasforalternative
provenancesforseedproduction,contingentplanningandmodel
deploymenttomitigateloomingchallengesofpresentera.
