Achieving Net Zero: A MetaLoop Briefing for Future EcoLivable Cities
SUMMARY – What is MetaLoop?
• Imagine a network of elegant, yacht-mast like poles and bridges above existing road and rail arteries that rapidly carries people, goods, green
energy, data & fresh food, seamlessly with express A-B efficiency and convenience, all while cooling its surroundings to tackle the urban heat
island effect.
• This renewables-powered green personal rapid transit solution seeks to address the fact that our cities generate up to 80% of our carbon
emissions by providing a means to cut those emissions most rapidly and cost-effectively.

Achieving Net Zero: A MetaLoop Briefing for Future EcoLivable Cities
• It will help achieve NetZero by 2050 via a single, integrated, likely Fossil Export Levy-Fossil Free Future Fund guaranteeing Green Bond, PPP-
funded & operated, multi-modal, urban energy and resource flow optimisation network by following the principles of biomimetic design and
our TED conferences shared first principles SynPlexity paradigm.
• A technology-led 4th Industrial Revolution, multi-modal, single infrastructure platform.
Simultaneously synergises & enhances jobs, growth, productivity, commuter wellbeing, safety & adjacent property values, while also
curating a more equitable, socially cohesive society by recycling 5-plus revenue surpluses into critical government spending priorities.
• Designed to largely run along and above existing road and rail arteries, while boosting their carrying capacity to allow these existing transit
networks to work harder for us, thereby also increasing the speed of people and goods transit to realise the 15-30 Minute City ideal of urban
commuting by being the epitome of congesting-busting, seamless, personal, rapid mass-mobility.
• Future Made in Australia and National Reconstruction Fund mandated CleanTech Manufacturing SEZs, sourcing low unit labour cost fixed
contract-guest workers, if deemed viable, could be an alternative to tariffs on foreign imports – thereby allowing Australia to realise its full
potential as an internationally competitive Renewable Energy and Cleantech manufacturing export superpower.
• Items to be manufactured include:
a. Elevated masts, bridges, AV pods & PV panels using the neglected and valuable “air rights” space above existing road and rail routes
b. Combining several resource flow (people, goods, food, green electricity, data, advertising), networks into one single-platform,
multimodal/multi-revenue one, just as a Smartphone has multiple apps, and a Swiss Army knife has multiple tools.

BACKGROUND – Benefits of MetaLoop
MetaLoop is complimentary to the Hyperloop intercity model, a virtual prototype proposed by Elon Musk to optimise rapid transit between
cities.
It seeks to achieve for our Cities what Rewiring Australia does for our Homes, by optimally De-Carbonising both of them simultaneously.
Metaloop is therefore a similar intracity engineering-led option to create rapid transit within cities (along with several additional functions), by
the following means:
By being prefabricated and modular, MetaLoop is vastly cheaper and faster to build and maintain than metro or road tunnels, while being less
disruptive to existing services, because it utilises the Z-axis; the 3
rd
dimension above existing arteries, rather than digging underground, which
would also disrupt existing underground services and infrastructure.
This is an integrated transit concept that builds on the London Overground Ginger Line prototyped and commissioned by Network Rail UK in
2004 and designed by an ARUP team led by Asynsis founder and Green Transport architect Nigel Reading ARB-UK LEED RIBA. It reduced London
congestion and created an inter-nodal orbital loop for London - increasing connectivity, successfully aiding London’s bid for the Olympic Games
2012 according to former mayor Boris Johnson.
The premium and distinctive service of MetaLoop is as an autonomous robo-taxi, a ‘MetaPod” that you can summon via an app which will pick
you up at your front door and drives to the nearest MetaLoop node up-ramp. This is adjoining or above an existing rail or major road. The
MetaPod docks with the ramp and then like a cable car, speeds you above and along the existing arteries, thus largely avoiding traffic jams, traffic
lights, stop signs, bus stops and train stations, greatly reducing delays to our journeys and increasing productive work and family/personal time,
which after the Covid pandemic, we increasingly appreciate is the most precious commodity of all.
Achieving Net Zero: A MetaLoop Briefing for Future EcoLivable Cities
The MetaLoop network generates its own energy through the power of large utility-scale renewable energy zones on city edges, as well as from
network-integrated and rooftop/building integrated PV solar and micro wind turbines providing additional green energy for the transit energy
production and consumption, forming microgrids and Virtual Power Plants, boosting energy efficiency, resilience and autonomy, while further
lowering costs.
MetaLoop generates a large green energy surplus, as a new stand-alone, smart distributed grid; generating as well as providing energy to local
customers along its extent, thus helping to deliver the new “poles & wires” distribution and storage infrastructure needed for achieving 100%
renewable energy by generating the off-taker demand required (so reducing current curtailment rates), along with providing the microgrid for
energy trading between urban electricity prosumers.
The MetaLoop-capping canopy structure, besides being ideal for PV mounting, can also capture rainwater to provide water for the network’s
vertical and urban farm biomes and feeding the climbing plants along its structure, as well as for water misting to cool our increasingly over-
heating urban streets and suburbs. MetaLoop networks would be located along our main rail and road routes of our cities, acting along
biomimetic design principles, just like veins and arteries do for vines and within our own bodies, and with similar beneficial functions.
So MetaLoop is an optimal means of reducing CO2 emissions via the principles of biomimicry and a geometric understanding of the Constructal
physics of thermodynamics, devised by Franklin Institute laureate, Professor Adrian Bejan of Duke university, North Carolina, a distinguished
mechanical Engineer and mentoring consultant to our team.
MetaLoop would be funded and operated through a Public Private Partnership (PPP) that ensures there is also revenue available for social
infrastructure, revenue derived from the recycled surpluses, the profits generated by the integrated multiple operational revenue streams that
the network generates.
Achieving Net Zero: A MetaLoop Briefing for Future EcoLivable Cities
There are at least five such revenue streams via the PPP ownership structure from transit fares, delivery charges, renewable energy distribution
& storage charges, urban farming sales of produce, big data, and advertising. This along with TOD air-rights, can be invested back into
government policy priorities, recycling the surpluses that the network & adjacent land would generate according to circular, Doughnut economy
principles.
So progressive politics would no longer be so restricted by the “tax & spend” accusations of conservatives, since additional revenues would
accrue to treasuries from MetaLoop operating companies as part of their PPP commercial remit and social licence, negating the need for
electorally-compromising additional taxes.
This means often neglected but vital social cohesion priorities like child care, education, health, disability, homelessness, welfare, aged care,
critical infrastructure and such are always adequately funded without prohibitive income or other personal taxes.
We therefore submit that the twin wicked-problems of urban Decongestion and Decarbonisation would be addressed by the provision of these
networks where you have an optimal urban Express A-B that especially reduces cars on the roads in rush hours (while freeing regular car use for
non-commuting uses), and where effectively, via the autonomous robo-taxi mode, The Station Comes to You.

RECOMMENDATION
We therefore propose a government-commissioned design feasibility study across all the relevant features of MetaLoop; including engineering,
commercial, social, urban & transport planning aspects, along with crucially the impacts on productivity, (micro) climate and wellbeing.
Our team includes MIT-trained Franklin Institute Laureate Professor Adrian Bejan, transport engineers, robo-taxi designers, architects, smart
ecocity, green energy and urban cooling academics and economic think tanks; as well as prominent infrastructure-expert investment bankers
who are potentially available to provide matching finance to support a government-led feasibility study.
A potential feasibility study site is the Aerotropolis district and the new Bays West masterplan, which includes a MetaLoop-appropriate light
transit link - shown in a Red Dots Line as Point 5, connecting the former White Bay Power Station to Pyrmont - in the map below.
