It is most essential step for preparing community level development plan.

Interaction with individuals, groups, and cross section of the community in an informal way Selection of village animators to support you in rapport building Rapport building is the process of creating trust through a positive relationship Rapport building

Rapport building through EPA EPA may be a bundle of different Bundle of different activities and not necessarily a single activity for a village. EPA need not be capital intensive. Prefer low cost activities Villagers should not be encouraged for such entry point activity which may disrupt communal harmony at village level. Entry Point Activities should be identified to strengthen the rapport and address some immediate needs of the community

Negotiation Process Negotiation with community for the possible solution and ownership/contribution/partnership/responsibilities etc. Development of action plan with responsibility and timeline for one year Development of indicative plan for 5 years Comprehensive plan for one year
