Key Terms in M&E Monitoring and evaluation are consisting of some key terms and elements which are necessary to be understood by M&E staff and are frequently used by M&E specialists. 6
Inputs Inputs are resources which are used for development of the project like human resources, financial resources, materials, facilities equipment and etc. (World Bank, 2022)
Activities Include every action that is taken and tasks need to be done to accomplish the project or program. Activities are tasks which are undertaken to produce outcomes. For instance, conducting training is a task.
Outputs When a deliverable is accomplished an output will be produced. For instance, a product which was prepared or the services which was delivered an output is made.
Outcome A short term or medium term effects an activity can be counted as outcome of the project or program. For instance, if the trainees skills have developed after reception of training.
Impact In contrast with short impact of outcomes the long terms results and effects of a project or program is impact. For instance, marketing strategy has increased business’s level of income.

Policy A policy is a deliberate plan of action to guide decisions and achieve rational outcome(s). For instance, a law of requiring the payment of taxes on income
Plan A plan is any procedure used to achieve an objective. Formal Plans Informal Plans
Formal Plans Structured and formal plans, used by multiple people, are more likely to occur in projects, diplomacy, careers, economic development, military campaigns, combats or in the conduct of other business.
Informal Plans Informal or ad-hoc plans are created by individuals in all their pursuits.
Strategy A strategy is a plan of action designed to achieve a particular goal. The word strategy has military connotations, because it derives from the Greek work for army.
Strategic Planning Strategic Planning is an organization’s process of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy, including its capital and people.

What is Monitoring? Monitoring is tracking the progress of a project Performed during the project implementation For the purpose of improving the project design and functioning while in action
What is Evaluation? Evaluation studies the outcome of a project Its aims to inform the design of future projects

Key Leading Questions in M&E What services are provided? The services will be provided to whom? For how long, how often and in what context the services will be provided? Are activities leading to expected results? What are short term and long term impacts?

Types of Monitoring Activities Institutional Monitoring – Internal Monitoring of financial, physical and organizational issues affecting the project Context Monitoring – Tracking the context in which the project is operating as its affects critical assumptions and risks to the project Results Monitoring – Tracking project effects/ outcomes and impacts, much is handled during evaluation Objective Monitoring – Tracking project objectives and strategies in relation to continuing relevance to the target population and its changing needs.
Main Evaluation Points During PC Baseline Study – Done at the beginning of the project intervention to establish benchmarks for selecting indicators Annual Review – Assessment of outcomes and project strategies over successive one year periods Mid-Term Evaluation – Usually external assessment focusing on project performance, organizational capacity and mid-term corrections to improve achievement in the remaining periods
Main Evaluation Points During PC Final Evaluation – External and internal assessment of outcomes/ effects and impacts including cost effectiveness, done just before the project ends Ex-Post Evaluation – an external and in-depth study of the impact of a project the target population, usually conducted 5 – 10 years after
Four Main Phases of M&E Planning M&E – Deciding what info to track, responsibilities, when to collect info, what methods to use for data collection and who should receive what information Data Gathering – Use of tools for collecting data at designed times during the project period Analyze and Validation – Organizing data and interpreting them into useful information for various users Sharing and Utilization of Findings – Transforming information into various forms for wider dissemination and use of different stakeholders

What are indicators? Qualitative or quantitative criteria used to check whether proposed changes have occurred Measure of project success or progress Not same as targets Not generally presented as numerical targets in themselves

Hierarchy of Project Goals & Objectives Goals – What are the project intends to contribute in the long term Objectives – What response the project intends to achieve among the target population groups Outputs – What the project intends to achieve in the short term as a result of the project activities Activities – What the project staff and target population are going to do
