Mother Tongue-Based Multilingual
Education in the Philippines (MTB- MLE)
MTB-MLE refers to "first-language-first" education,
schooling that begins in the mother tongue, and
transitions to additional languages, mainly Filipino and
English. It is meant to address the high functional illiteracy
of Filipinos, where language plays a significant factor.
Since the child's language enables her/ him to express
him/herself easily, then there is no fear of making
mistakes.
One of the changes in Basic Education
about by the workers' remittances program
is the introduction of Mother Tongue Based
Multilingual Education (MTB-MLE) specifically
in Kindergarten, Grades 1, 2, and 3 to support
the goal of "Every Child-A-Reader, and A-
Writer" by Grade 1."
To the landmark D.O No. 74, s. 2009, a learner’s right in his or her
mother tongue was further reinforced in Section 4 of R.A 10533,
paragraph 3 of the Enhanced Basic Education Program of 2013, which
states that:
For kindergarten and the first three (3) years of elementary education
instruction, teaching materials, and assessment shall be in the
regional or native language of the learners. The Department of
Education (DepEd) shall formulate a mother language transition
program from Grade 4 to Grade 6 so that Filipino and English shall be
gradually introduced as language.
This law is clarified further in the implementing Rules and
Regulations (IRR) of D.O. No. 43, s. 2013, which states that:
10.4 Medium of Teaching and Learning. Pursuant to
Sections 4 and 5 of the Act, basic education shall be
delivered languages understood by the learners as
language plays a strategic role in shaping the formative
years of learning.
The curriculum shall develop proficiency in Filipino
and English, provided that the first and dominant
language of the learners shall serve as the
fundamental language of education. For Kindergarten
and the first three years of elementary, instruction,
teaching materials, and assessments shall be in the
regional or native language of the learners.

Mother Tongue Based Multilingual Education (MTB-MLE) is the administration's
unique educational program as a prominent part of implementing the K to 12
Basic Education Program. The passing of Republic Act 10523 underscores its
significance, otherwise known as the "Enhanced Basic Education Act of 2013."
MTB-MLE is education, non formal, in which the learner's mother tongue and
additional languages are used in the classroom. Learners begin their
knowledge in the language they understand best-their mother tongue- and
develop a strong foundation in their mother language before adding additional
languages.
Research stresses that children with a solid foundation in their
mother tongue develop more vital literacy abilities in the school
language. Their skills and knowledge transfer across languages.
This bridge enables the learners to use both their languages for
success in school and lifelong learning. In terms of cognitive
development, school activities will engage leamers to move
well beyond the basic wh-questions. To cover all higher-order
thinking skills in L1, which they can transfer to the other
languages once enough, Filipino or English has been acquired to
use these skills in thinking and articulating thoughts.
MTB-MLE provides:
Concepts are grasped more easily when explained in your familiar home
language. This bridges the gap between what you already know and
new information, making learning more efficient.

Learning in your native language creates a smooth pathway to
acquiring additional languages like Filipino and English. It acts as a
stepping stone, easing the transition to new ways of communication.

language (L2). It helps explain difficult concepts until your L2 proficiency is
strong enough for independent understanding.

new language. It's like building a house; you need a solid foundation
(accuracy) and a functional space (comprehension) for effective
