mandatory program for all tertiary level students, aimed at enhancing
civic consciousness and defense preparedness. It was established
through Republic Act (RA) 9163, which amended RA 7077 and
Presidential Decree (PD) 1706, and implemented starting school year
2002-2003.

training for national defense preparedness.
2. Civic Welfare Training Service (CWTS): Focuses on
community development and social welfare services.
3. Literacy Training Service (LTS): Trains students to provide
literacy and numeracy skills to those in need.

technical-vocational/associate course and are pursuing

transferred to a new course.
Foreign students.
Students at the Philippine Military Academy (PMA), Philippine
Merchant Marine Academy (PMMA), and Philippine National
Police Academy (PNPA)

An NSTP Joint Committee monitors the program at provincial,
regional, and national levels.
An Annual NSTP Performance Evaluation (ANPE) is conducted
to assess training objectives.

Reserve Corps (NSRC).
ROTC graduates become part of the Citizen Armed Force.
