Do we have any legal motivation to address climate change locally? The Paris Agreement , adopted in 2015, aims to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels. The agreement also aims to strengthen the ability of countries to deal with the impacts of climate change, through appropriate financial flows, a new technology framework and an enhanced capacity building framework.

THE OBJECTIVE OF THE PARIS AGREEMENT The Agreement, in enhancing the implementation of the Convention, including its objective, aims to strengthen the global response to the threat of climate change, in the context of sustainable development and efforts to eradicate poverty, including by: (a) Holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change; (b) Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production; and (c) Making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development. The Agreement is being implemented to reflect equity and the principle of common but differentiated responsibilities and respective capabilities, in the light of different national circumstances.

Country climate actions that envisage inclusive green growth and climate protection outcomes Viable vehicle to contribute sustainable economic development. Vehicle to drive green investments. Contribute to the achieving the 2 degree global goal. Align to transition to resilience low-carbon future. Implementing the NDC depends on access to adequate, predictable and accessible support.

What are the building blocks of GH-NDCs? Climate priority actions Socio-economic rationale (gender, social and economic prospects, just transition consideration) Adaptation justification (vulnerability profile, climate risk, robust adaptation) Mitigation benefits (emission profile, baseline projection, emission) Financial feasibility (cost effectiveness, business case, investment requirements, fund mobilisation) Enabling implementation (policy, capacity, institutions, technology)
