UPKEEP OF ROAD WEIGHBRIDGE -1SN Actionable points Responsibility 1 The WB platform should be free from jamming . Project Officer/Sub-Area Manager/ Nodal Officer Weighbridge 2 The cleaning of the platform should be done regularly alongwith loadcell portions. 3 The WB cabin should also be maintained well with proper functioning of AC, lighting, Power backup, etc. 4 The protection devices like lightening arrestor should be earthed properly and alsoto be checked on regular basis.

SN Actionable Points Responsibility 5 The earth-pit of WBs shall be maintained properly and checked on regular basis. Monitoring of IT Activities through Control RoomS.No . Actionable points Responsibility 1 Area has to maintain a 24x7 common control room for monitoring all the IT activities. GM (Operation)

ZERO-TOLERANCE 1. NO GPS – NO ENTRY 2. NO WCS – NO WEIGHMENT 3. NO WEIGHMENT – NO EXIT 4. NO RF-ID – NO EXIT. No vehicle is permitted to enter or exit the mine without the automatic operation of the RF ID-based Boom Barrier. DURING EMERGENCIES In case if the RF ID-based Boom Barrier is not rectified within the specified timeframe, the Area GM may grant approval based on the recommendation agreed by Sub-Area Manager, committee consisting of the Colliery Manager, Nodal Officer of the weighbridge, and ASM/Dispatch In-charge for allowing the vehicle to exit with proper reason/justification. The footage of CCTV at boom barrier during the exit of mine must be stored.

IT IMPLEMENTATION Dos &DON’Ts

A register should be maintained at all weighbridges .r The entries in the registers should be authenticated by Weighbridge Personnel on duty by signing the prescribed format given below. No weighbridge is to be operated without valid Stamping Certificate under any circumstances. Integrity of Seal provided by Legal Metrology Department on the Digitizer of all weighbridges should be ensured without fail. At the start of Each shift the Zero setting of the weighbridge shall be verified by Staff on duty alongwith correctness of Date & Time displayed on weighbridge computer WEIGHBRIDGES

All Load cell / weigh sensor cables should have minimum joints and the cables should be laid through wire braided /metallic conduits to avoid damages/ tampering. Ends of conduits should be suitably sealed . Allloadcell /weighsensorcablejunctionboxesshouldbesealedwithoutfailure.Incaseofrequirementtoopensuchsealsformaintenance/repairpurposesimmediateresealinginpresenceoftheNodalOfficerDespatchistobecarriedoutbyservicepersonnel. All breakdowns of weighbridges are to be entered a service/fault register including the date and time of breakdown and the date & time of resumption of weighment . Service Engineers of AMC holders should be instructed to enter all Service visits in this register and sign the register after each service visit. Area has to ensure the weighment of Coal at both ends ( Sending end i.e., Mine and Receiving end i.e., coal stock/Railway siding/CHP) The tare weight of each truck has to be recorded on daily basis for internal mode (inside the mine and to siding) as well as local washery mode. Mandatory record on day-to-day basis in the following registers kept in weighbridge cabin ❖ Zero Setting Register, ❖ Break-down/Repair/Stamping Register, ❖ Corner error register ❖ Inspection register  During weighment , working of centering system in each Road Weighbridge is to be ensured.  No weighment is to be done in case of failure of weighbridge centering system(WCS) weighment not.  Weighbridge must be operated by designated / authorized persons only  No unauthorized person should be allowed to WEIGHBRIDGES

VOILATION IN WCS BY VIGILANCE DEPARTMENT

Continuous and vigorous monitoring of WCS by Weigbridge clerk,nodal officer and Colliery Engineer.In case of detection of malfunctioning of hardware/software in WCS the matter is to be immediately brought to notice of Colliery Manager and Area E&T Engineer for rectification action through CAMC holder . REMEDIAL ACTION

The Boom Barriers should be operated in automatic mode ONLY.  There should be no provision at any boom barrier for any kind of switching/operation of Boom barrier using manual switches/remote control devices/software.  All entry/ exit of vehicle at Boom barrier should against validation through RFID card Only.  If Boom barrier is not working no entry/exit of vehicles through the same .  Separate roads for LMVs with goalpost type barriers to be provided  Boom Barriers/Weighbridges should not be on Public Road BOOM BARRIER

PeriodicalreviewofthelocationandorientationofalltheexistingCCTVCamerasmaybeconductedbyateamcomprisingofthefollowingmembers. 1) AreaSecurityI /c. 2) ProjectOfficerorhisAuthorizedRepresentative . 3) NodalOfficerDispatch / SidingorI / cofconcernedOffice /Stores/Workshop/etc. 4) AreaE&TEngineer . CCTV

AllCCTVcamerasshouldbekeptunderCAMC  ProperearthingandsurgeprotectiondevicesshouldbeprovidedwithallCCTVcamerasandNVRs  Regularcleaningofcameralensestobeensured  Incaseofdetectionofviolation /theft/vandalismCCTVfootagestobecheckedandanyrecordedinstancetobepreservedinbackupstoragedevices.Copyofsuchfootagetobehandedovertosecuritydepartmentand/ orminesmanagementforfurtherneedfulaction CCTV

DefectiveCCTVcamerasshouldbereplacedonASAPbasis .  Toenableimmediatereplacementofdefectivecamerassufficientsparestockofcamerasupto10%ofinstalledcapacitymaybemaintained.  IncaseofinordinatedelaybyCAMCcamerasmaybereplacedanddeductionofreplacementmaybedonefrompaymenttoCAMCHolder.  AreaSecurityI /cshoulddeputepersonnelfor24X7monitoringofcamerafootageatcontrolroom  AdequatecommunicationfacilitywithCCTVcontrolroomandQuickResponseTeam(QRT) shouldbeprovided . Itshouldbeensuredthatvehiclesengagedininternal (contractual/departmental) coaltransportationwithintheMineGEOFencingdulyfittedwithGPS / GPRSandRFIDTag .  Writtenpermissionfordeploymentofvehiclesforcoaltransportationthroughdepartmental/ contractorvehicletobeobtained .  NodalofficersshouldcheckwithareacontrolroomregardingworkingstatusofGPSDevicesbeforeallowingentryofanynewvehicledeployedforsidingdespatchesandperiodicallyforvehiclesdeployedfortransportinsideminespremises.  NointernaldespatchtobecarriedoutwithavehiclewhichisnotfittedwithGPS/ GPRSinworkingorderandRFIDTag .  IfAnyactionabledeviationrecordedinthemine,thenthesubsequentactiontakenoneachoftheincident. InclusionandExclusionofthevehiclesintooroutofMines /transportationrouteunderGeo-FencingshallbenecessarilywiththepermissionofSub-AreaManagerincludingtemporarilywithdrawalforrepairing/ maintenance.Insuchcases,emptyvehicleshouldonlybeallowed .
