Non bonded Laboratory
It means the premises or any part of the premises approved & licensed for the manufacture & storage of medicinal & toilet preparations containing alcohol, opium, Indian hemp & other narcotic drugs or narcotics on which duty has been paid.

Manufacturing Outside Bond (Non-bonded Manufactory)

The license is issued from office of the Excise Commissioner of the State for
alcohol. The application should include:-
A separate spirit store.
Room or rooms for manufacture of medicinal preparation.
One or more rooms for storage of finished medicinal preparation
The storage room for toilet preparation.
Every room in the bonded laboratory should bear a board indicating the
name of the room and serial number.
The pipe and sink or wash basins in the laboratory should be connected with
the general discharge of the laboratory.
The windows should be covered from inside with strong wire netting, the
aperture of which should not exceed 25 mm in diameter.
All the gas regulators or switches should be securely locked and cut off at
the end of days work.

There should be only one entrance to the laboratory, only one door for each
of its compartments
Every window in the bonded laboratory should be provided with iron rods
not less than 19 mm in thickness set apart at a distance of not more than
102 mm.
The spirit should be obtained from the spirit warehouse approved by the
Excise Commissioner
The State Government may relax conditions of requirements of
infrastructure if alcohol consumption is less. Alcohol is procured by the
manufacturer after payment of
excise duty.
No wastage during transshipment is permissible and for any loss due to
negligence of the manufacturer, excise duty has to be paid.

Obtained duty paid rectified sprit:-
A distillery or sprit warehouse approved by the excise commissioner
supplies the sprit for the manufacture of medical or toilet preparation.


The sprit can be obtained from a distillery or a sprit warehouse by sending an indent
prepared in triplicate. The original copy is sent to the sprit warehouse/ distillery
keeper.


The duplicate copy of indent is sent to the officer-in-charge of the distillery or sprit
warehouse along with treasury challan form showing payment of excise duty on the
quantity to be purchased.


The treasury officer also sends an advise to officer-in-charge of the distillery or sprit
warehouse, who shall issue the sprit.

The sprit obtained by the manufacturer should be transferred to the respective sprit
store and maintain entry in proper register.

The alcohol purchased cannot be resold.
Manufacturing, storage and sale of preparations should be carried out only
in licensed premises.
Batch number should be given and separate finished store is provided for
alcoholic products. The percolator or vessels should be labeled with:
1- Name and batch no. of the preparation.
2- Description and quantity of alcohol put in it.
3- Date of removal of preparation and the quantity of sprit
such preparation removed.
All finished preparation should be transferred to the finished Goods Store.
The quantities, taken out from time to time.

Sampling

 All necessary entries of operations carried out are maintained in stock register and
the same should be made available for inspection by the excise officer and drug
control authority.
The excise officer may, without any prior notice to the manufacturer, Excise officer
may take up to 10% but not more than 15% of the preparation for analysis and the
same is sent to the chemical examiner.
All samples are to be taken by the excise-officer personally and in the presence of
manufacturer or his authorised agent.
If the chemical examiner of government gives the report that alcohol content is
more than what is claimed, the penalty charged is 10 times or maximum of Rs.
2000/- per batch.
If this is frequently done by manufacturer, licence may be withdrawn.

Return of business transactions:-
The manufacturer should maintain up-to-date and proper account of his
transaction of business in his laboratory and deliver them to proper officer by 5

of
each month.

List of employees working in the laboratory:-
The manufacturer should inform the excise Commissioner, the name of the
employee whose duties require them to enter the laboratory.
Only authorised person should be allowed to enter the laboratory.
 Any change in such person should be immediately inform to the Excise
Commissioner.

Inspection:-
The Non-bonded laboratory shall be open to inspection by the Excise
commissioner and such other excise officer having jurisdiction over the area.
The state Govt. may authorise person inspection of a non-bonded laboratory by
any officer of the prohibition, land revenue, medical and public health department.
The excise officer should inspect non-bonded laboratory at least once every month.
