INTRODUCTION NREGA :National Rural Employment Guarantee Act Social security measure that aims to guarantee “the right to work” Provides atleast 100days of wage employment in a financial year to every livelihood. Proposed by Narasimha Rao in 1991 and finally accepted in the parliament and commenced implementation in 625 districts of I ndia in 2006. Employment is to be provided within 5km of applicants residence, minimum wages are to be paid( R s 258/day). 3

INTRODUCTION ( Cont ...) If work is not provided within 15 days,applicants are entitled to an unemployment allowance. Mainly Implemented by Grama Panchayaths Involvement of contractors is banned . Labour Intensive tasks like creating infrastructure for water harvesting ,drought relief and flood controls are preferred Helps in protecting the environment , enpowering the rural women ,reducing rural-urban migration ,fostering social equity among others. 4

problem definition ( nrega ) Having its wider implementation , its hard to keep records upto date and its difficult to send the files to concerning officials in time. Panchayath officials are spending too much of time in fortnight meetings at block and district headquarters and in distributing supplies. Officials are burdened with heavy paper works and non extension activities. 6

problem definition (cont..) Lack of initiative on the part of block officer’s and the T.D.Os Lack of awareness at the Taluk and Village level despite intensive IEC activities. Lack of desire among the people to undertake MNREGA works. Failure on the part of District administration to get the village plan implemented. Non involvement of line Departments in implementation of NREGA. Lack of technical support. 7

Methodology Every sector department must bring about coordination among its activities. Inter department filed coordination can be taken care of by the end users( clents ) themselves Reduce the problem of coordination. D epartment as a management system. I nvolving frequent and regular contact with the beneficiaries. All rural development activities are being integrated through a single point of contact between government and people Ensure effective utilization of the existing staff , with only marginal additions. 10

levels ( NREGA ) Panchayaths : One can make data entry operation for registration, creating new work etc and can generate there corresponding reports. Workers: One can view job card , Demand for job , Allocation of job and employment given Implementing agencies: Authorized users can make data entry for the new works , work allocation ,Muster roll ,update registration card book ,Distribution of paid muster roll details ,Utilization certificate and suspension can generate their corresponding reports. Programme officer : Programme officer can comment and send project reports to DPC for approval. Issue the muster roll for the approved work. 11

LEVELS ( Cont …) District Project Coordinator : S anction administrative ,technical and financial approvals for each works and attend complaints of District panchayath ,and programme officer. Administrators (District Collector) : One can check details regarding programmes ,make data entry and generate Reports 12

MODULES ( nrega ) Admin Add various officials like (Block development officer (B.D.O) , Accrediated Engineer(A.E) , charge officers , Overseer etc for the system. Verify various reports generated by various officials regarding NREGA. Approve members and can manage their complaints and feedbacks. 2. Officers: Officers like G.S , Charge officer etc can verify the works conducted and can submit their report through the system. Dispense the account statement of all the members. Manages C.D.S 13

MODULES(CONT…) 3 . Block Development Officer (B.D.O ) Check and view details regarding programmes , generate reports of financial year of various panchayaths under a block . Looks after implementation of NREGA , Issue stationary like blank muster roll forms , Measurement book for the approved work. Pay Unemployment allowance , send works for technical & financial sanction. Attend complaints , receive/refund fund from DPC/state/ and transfer fund to GP/Line department etc. 14

modules ( Cont …) 4 . District programme coordinator (D.P.C) Ensure the timely financial and technical approval of projects. Releasing of funds and overseeing their utilization ,Creation of social audit schedules. Attending to different kinds of complaints under the greviance redressal system and submission of monthly progress reports (M.I.R). Creating labour budget , forward the labour budget to the state government , which then forwards it to the Ministry of rural development with its recommendations. 15

Modules ( Cont …) 5. cds () He is the selected person among the members. Find the work proposals and convey them to overseer for approval. On receiving the approval , he informs mate to do the work with accepted facilities. CDS can also schedule members and add complaints. 16

MODULES ( Cont …) 17 6. Mate A selected user from the members. Registers the bank statement after each work to the overseer. Create weekly Muster roll and Daily minutes record. Can manage members and assign jobs to them . Has provision to send complaints. 7 . Members Register in the site to avail the benefit of this scheme (NREGA) under a ward. Check their transcation statements periodically. Can register complaints , if any. Can view their schedule and check attendance.

Register in the website to avail a service , which is verified by CDS ,and CDS will reply to him according to the results gained from authorities . Have provision to send feedbacks and complaints.
