For NVOCCs
Challenges and Solutions

NVOCC(Non-Vessel Owning Common Carrier)

The process involves sales, container stuffing, and
transporting containers to gateway ports. NVOCC agents
handle the issuance of the Bill of Lading and manage
overseas distribution.

NVOCCs and liners play a crucial role in the logistics value
chain by contracting ocean freight and coordinating with
shipping lines to move cargo between locations. This
involves extensive coordination among various parties,
including agencies, principals, shipping lines, container
yards, port terminals, shippers, and consignees.

In the rapidly evolving global trade environment, NVOCCs
and liners face increasing pressure to stay competitive
while efficiently managing their global container fleets.
Achieving this requires effective collaboration, both
internally and externally, and managing these complexities
on a single system platform presents significant challenges.

NVOCC Shipping Process:

1. Shipper Contact and Booking

Customer Inquiry: A shipper contacts the NVOCC for
cargo transportation.
Quote and Negotiation: NVOCC provides a quotation
based on factors like the type of cargo, destination,
volume, and route. Negotiations may take place for
pricing.
Booking Space: Once the shipper confirms, the NVOCC
books space on a vessel owned by an ocean carrier.

2. Receiving and Consolidating Cargo

Cargo Documentation: The shipper provides necessary
documentation, including the packing list, commercial
invoice, and details on the nature of the goods.
Cargo Collection: The NVOCC arranges for cargo to be
collected from the shipper’s warehouse or other locations.
Cargo Consolidation: NVOCC consolidates cargo from
multiple shippers to fill a container if the shipment is less
than a container load (LCL).

3. Issuing a House Bill of Lading (HBL)
HBL Creation: The NVOCC issues its own House Bill of Lading (HBL) to
the shipper, representing a receipt of the cargo and proof of the
contract of carriage.
Submission of Documents: The NVOCC submits relevant shipping
documentation to the authorities for customs clearance and
regulatory compliance.

4. Carrier Coordination and Vessel Loading
Carrier Coordination: NVOCC coordinates with the ocean carrier,
ensuring the cargo is loaded onto the scheduled vessel.
Master Bill of Lading (MBL): The ocean carrier issues a Master Bill of
Lading (MBL) to the NVOCC, which reflects the entire cargo on the
ship, including consolidated shipments.

5. In-Transit Monitoring
Tracking: The NVOCC monitors the shipment’s progress, providing
tracking information to the shipper regarding the cargo's status.
Document Handover: Depending on the payment terms (such as
Letter of Credit), the NVOCC hands over the required documents,
including the Bill of Lading, to the shipper or consignee.

6. Customs Clearance and Destination Operations

Customs Documentation: Upon arrival at the destination, the
NVOCC ensures customs clearance with the appropriate
documentation.
Deconsolidation (for LCL shipments): If the cargo is consolidated, the
NVOCC deconsolidates the container and arranges for individual
shipments to be delivered to consignees.

7. Final Delivery

Delivery to Consignee: The NVOCC arranges the final delivery of the
goods to the consignee’s premises.
Cargo Release: The consignee receives the cargo after fulfilling the
necessary requirements, such as payment or presentation of
documents.

8. Invoicing and Payments

Final Invoice: The NVOCC invoices the shipper or consignee for its
services, including freight, customs, handling, and any other applicable
fees.
Settlement: Payments are settled as per the agreed terms.

Challenges NVOCC
Face
Competition: With more traditional logistics companies jumping
into the NVOCC arena, the competition is heating up.

Tracking: Real time Tracking of Vessels and Cargo

Risk: Maritime transport is a tough business, with complex pricing
and often unclear contracts adding to the challenge.

Business Operations Management : Modeling various operations,
including container NVOCC, leasing, portable warehouses, and
container sales.

Inventory Visibility: Ensuring real-time visibility of container
inventory across all locations.

Cost Tracking: Capturing all cost elements throughout different
shipment legs for accurate financial analysis.

Collaborations with Depots and Vendors: Coordinating with
depots and vendors and integrating with port systems via EDI
(Electronic Data Interchange).

Accurate Cost Capture in Collaboration: Capturing actual costs
while collaborating with agencies to ensure financial accuracy.

Shipment Commercial Data : Accessing commercial data related
to shipments and comparing actual performance with the
planned budget (port pair analysis).

Container Maintenance and Repair Control : Managing and
controlling container maintenance and repairs efficiently.

Real-Time Inventory Balancing: Maintaining real-time balance of
inventory, accounting for surplus and deficit.

Empty Container Movement: Managing the movement of empty
containers based on budget and stock levels.
