1. Definitions and Concepts of Mainstreaming To mainstream (v): “To bring something into the ideas, attitudes, or activities that are shared by most people and regarded as normal or conventional; to bring into the dominant trend in opinion”
What do we mean by ‘Mainstreaming’? Integration? Institutionalization? Mainstreaming is a ‘process’… to make it a ‘normal process’ Not an one-off exercise… but rather continuous from short to long term It is not an end in itself… rather a strategic approach
Defining DRM Mainstreaming DRM mainstreaming means, “ To consider and address risks emanating from natural and anthropogenic hazards in medium-term strategic development frameworks, legislation and institutional structures, sectoral strategies and policies, budgetary processes, the design and implementation of individual projects and monitoring and evaluating all of the above” (Benson, 2009; Benson and Twigg, 2007, p 5).
Mainstreaming of DRM can also be defined as any actions, processes and practices that take into consideration and integrate risk factors and the possible effects of disasters, and that identify and promote DRM as a key social, economic, environmental, and developmental agenda priority. 2. DRM Mainstreaming in Ethiopia Mainstreaming DRM into sectoral institutions is one of the key policy directions and strategies of the Ethiopia’s DRM Policy and Strategy. DRM is a cross cutting issue and the responsibility of multiple sectoral institutions and thus concerned bodies must implement it by integrating it into their regular development activities.
DRM-SPIF identifies sectoral risk assessment as the key to successful DRM mainstreaming into key sectors/sub-sectors such as Agriculture & Natural Resources, Livestock and Fisheries, Water supply, Irrigation & Electricity, Health and Nutrition, Education and Training, Environment, Forestry and Climate Change, Pastoral Development, Urban Development and Housing Transport Cont.……
