To prevent human injury.
To prevent loss of life.
To avoid damage to the environment.
To avoid damage to property.
To avoid delay resulting commercial impact.

OUTCOME OF THIS PRESENTATION
After completing this course vessel crews and the
passengers will be able to:
1.Avoid accidents while embarking and
disembarking on board vessel.
2.Make them self safe and comfortable while
transiting on passenger boat.
3. Avoid to board overcrowded passenger vessel.

CAUSE FOR ACCIDENT ON FERRIES
Vessel unfit for purpose,
Unauthorized conversions/ modification,
Stability issues particularly lack of damaged
stability specifications,
Over loading,
Poor passenger management,
Shortage or un-reachability of life saving
equipment,
Improper cargo stowage,

CAUSE FOR ACCIDENT ON FERRIES
Improper carriage of dangerous goods,
Lack of crew competence,
Undeclared mass on board,
Sailing in bad weather,
Lack of safety culture,
Corruption.

PASSENGER SAFETY AT THE TIME OF
BOARDING AND DISEMBARKING
Do not run or push other people when boarding or
leaving the ferry. Passenger should at the
terminal/jetty 60 min before departure time.
Be causes for trip/slip and fall while boarding and
disembarkation.
Do not fight and maintain silence while boarding and
disembarkation.
Always maintain three point contact while using
ladder for boarding and disembarking.
Consumption of drug and alcohol is strictly prohibited
prior boarding and disembarkation.

PASSENGER SAFETY AT THE TIME OF
BOARDING AND DISEMBARKING
Do not use mobile phone while boarding /
disembarking to avoid distraction.
Strictly follow all the instruction given by crew.
Request for assistance from crew if you need.
Report for any suspicious activity or
unattended luggage to the crew.
Follow all safety sign displayed for the
passenger safety.
Do not carry and animal while boarding on
passenger ferry.

PASSENGER SAFETY WHILE BOARDING AND
DISEMBARKING.
Do not carry any vehicle unless permission given by crew.
People with disabilities and their careers are given
priority boarding.
If travelling with pram or young children, take your child
out, fold up the pram and assist your child onto the ferry.
The ferry crew will assist you to board. Advise them of
your destination so they are ready to assist when you
need to disembark.
Do not board the ferry if you are not feeling well.
Report to ferry crew in case you find some one not feeling
well while boarding/ disembarking.

Don't board the ferry on a bike, skateboard, or
rollerblades.
Don't touch, move, or manipulate ramps or
walkways.
At night, stay in well-lit areas and within sight of
incoming ferries.
Don't allow children to play on the dock. Remain
seated until the ferry has come to a complete stop.
Leave the ferry in an ordered and quiet way.
Do not run or push other people when boarding or
leaving the ferry.

DUTY OF THE PASSENGER ON FERRY
Remain seated throughout the journey.
Strictly follow the seating arrangement planned by crew.
If you see someone who is elderly, pregnant, mobility
impaired or disabled, offer them your seat.
Listen and follow all the safety instruction given by the
crew.
Do not place bags on seats. Use the luggage racks where
possible.
Do not block doorways and provide other passengers
with enough space to move if they are getting off the
ferry.
When standing, place bags on the floor between your
feet.

PASSENGER RESPOSIBILTY ON FERRY
If you are traveling with children, keep them
occupied, so that they do not disturb the other
passengers unnecessarily.
In emergency situations, follow the captain and
deckhand’s instructions.
Read the safety instruction displayed for the
passengers.
Make sure you don't damage or remove ferry
equipment.
Follow all the safety guidelines given by the crew.

DUTY OF THE PASSENGER ON FERRY
Keep luggage out of the way and ask for help
stowing large items.
Note where the exits and lifejackets are located.
Hold on to a bicycle or secure it to a bike rack.
Don’t lean out the window.
Refrain from standing on top of seats.
Don’t sit children on your shoulders or rails.
Don’t sit on the boat’s edge or on the bow.
Stay seated, as ferries are prone to sudden
movements with the water

Navigational Issues for passenger safety
A go or no-go decision to get underway is made by the vessel
Master
Look-outs: the vessel Master assigns crewmembers for look-out
duty based on the existing or anticipated conditions;
 Safe speed: the vessel is required to proceed at a speed
appropriate to the prevailing circumstances and conditions,
Ferry routes, wind advisories issued by expert advisor,
Navigation Rules and Regulations to be followed.
Each Ferry is required to have at minimum one radar;
The vessel Master is required to have a radar observer license.
Global Positioning Satellite,
Automatic Identification
Captain can maneuver the vessel to minimize wave effects.
Crew duties include rough weather announcements and
passenger safety management.

SAFETY GEARS FOR THE DECK CREW ON FERRY
Deck Crew must equipped with following safety gears.
high-visibility clothing;
life-jackets and/or ‘dry suits’;
gloves;
overalls;
non-slip and anti-static footwear (usually with toe
protection);
safety helmets;
intrinsically safe (IS) torch or working light
(equipment that is safe to use in a flammable
atmosphere).

DECK CREW MUST BE TRAINED TO HANDLE IN
EMERGENCY
Personal alert safety system alarm (contains motion
sensors and indicates when a person is unconscious);
Multi-gas alarm personal monitor (detects noxious
gases);
Intrinsically safe (IS) radio/communications line;
Confined space rescue equipment (compressed-air
breathing apparatus);
Safety harness and lifeline and location line;
Manual and automatic resuscitation system (MARS).
Inspection of LSA and FFA.

DECK CREW RESPONSIBILITY
The gangway or ladder is properly rigged and secured;
It is deployed at a safe angle and extends one meter above
where you are going;
The safety nets are in place if you are crossing over water;
If you are boarding a roll-on/roll-off ferry, you should do
so via the gangway unless the vehicle ramps are the only
means of access;
Where the ship’s decks are below the level of the quay,
access equipment should be provided on the vessel. Do
not try to jump on board — you might slip or fall;
Remember that in tidal locations the vessel might rise or
fall between your arrival and departure so the access
might have changed,

DECK CREW RESPONSIBILTY
You must always wear a lifejacket when boarding
one vessel from another, and take extreme care —
particularly in poor weather.
Understand how the transfer is to take place and be
satisfied it is safe;
Make sure that the standby vessel and rescue boat
are in attendance;
Ensure boarding must not take place in poor
(stormy) weather.
Proper maintenance of LSA and FFA.
Security checks for the passenger prior boarding.

OPERATIONAL ISSUES FOR FERRY ACCIDENT
Crew not trained for operational matters.
No planned maintenance followed.
No safety awareness programme.
No safety briefing to the passengers.
No Stability guidance information to Master.
Understaffing / Unqualified crew.
Lack of regulatory standard.
Faulty design and stability.
Operators distraction.
Reckless operation of the boat.
Driving under influence of Drug and alcohol.
Absence of proper look out.

TECHNICAL ISSUES FOR FERRY ACCIDNT
Break down of the machinery.
No planned maintenance system.
No proper maintenance / checks during dry
dock.
Ageing of the vessel/ equipment.
Untrained / unqualified crew.

ENGINE STAFF RESPONSIBILITY
All machinery to be checked on regular basis and to be maintained at all
time.
 Check your electrical wiring regularly on your own boat.
Always make sure that the engine cooling system works.
Make sure that the fuel is stored correctly.
Inspect your heating sources.
Store any flammable products correctly.
Maintain your wires.
Be cautious with open flames.
Keep a fire extinguisher or blanket around at all times.
Fire and smoke detectors are to be checked and maintained properly.
Fire suppression system to be checked and maintained properly.
Engine parameters to be monitored on regular basis and reported
immediately in case of any doubt.

ENGINE STAFF RESPONSIBILTY
Do not overload the engine.
Do not carry out any authorised alteration in engine
parameters alarm system.
Always a very clear communication to be maintained
between deck and engine while engine operational.
Proper house keeping.
Proper inventory and availability of the critical spares.
Authorized permission for immobilising critical
machinery.
Proper Securing of gears prior departure.
No leak of oil/grease causing slip and trip to passenger.

GALLEY STAFF RESPONSIBILITY
Never leave galley unattended.
Maintain housekeeping hygiene atmosphere.
Proper storing and securing of stores.
Proper storing and disposal of food waste.
Garbage arrangement and segregation.
Precaution to be observed during bad weather.
