PAVEMENT AND INFRASTRUCTURE MILESTONES DOMINATE MHWCRRP Q2
PROGRESS UPDATE
Castries, Saint Lucia, August 5, 2025 — The Millennium Highway and West Coast Road
Reconstruction Project (MHWCRRP) has completed key milestones across all construction lots
during the second quarter of 2025, with progress in road pavement work, infrastructure installation,
and bridge construction.

The US$43.3 million infrastructure initiative continued work toward completion of the West Coast
Road rehabilitation, with contractors completing planned milestones across the project corridor.

"The second quarter saw important completions that benefit commuters and communities along
the West Coast corridor," said Amos Hippolyte, Project Coordinator for the MHWCRRP.
"Contractors have focused on essential road surfacing, infrastructure installations, and bridge work
that will improve safety and connectivity for residents and visitors."

C.O. Williams Construction Ltd. completed asphalt pavement work on Lot 1 (Millennium
Highway to Cul De Sac) and finished junction improvement preparation works. The company also
completed bus layby and sidewalk construction on Lot 1, along with traffic signage installation.
Guardrail and bus shelter installations commenced during the quarter.

Namalco Construction Services Ltd. completed asphalt pavement work on Lot 3A (Anse La Raye
to Canaries) and delivered 1 kilometer of asphalt pavement on Lot 3B (Canaries to Soufriere). The
company also completed reclamation of existing pavement and road preparation work on Lot 3A.

On Lot 2A (Cul de Sac to Anse La Raye), asphalt paving was completed for the Cul de Sac stretch
between Rubis and Buckeye. Multiple retaining walls and drainage were constructed at Ti Colon,
La Croix, and La Croix Maingot along with the double circular culvert at the C.A.R.E School
entrance in Cul de Sac.

Equipment was mobilized and roadworks commenced on Lot 3B (Canaries to Soufriere). Initial
work included road preparation and reclamation of 2 kilometers of existing pavement, with 2
kilometers of preparation work for asphalt paving completed.

O.B. Sadoo Engineering Services Limited completed construction of both the southern and
northern abutments for the new Anse La Raye Bridge structure. The existing Bailey bridge was
demolished in April.

Beyond construction activities, the Project Management Unit advanced essential planning and
community engagement work during Q2. Bid evaluation is underway for infrastructure upgrades
to support the safe relocation of households affected by the Champagne Estate section. The unit
also coordinated permits and small-scale contracts under the Resettlement Action Plan,
maintaining the project's commitment to social inclusion and environmental safeguards.

The coordination of work across all project lots has enabled parallel progress while maintaining
quality standards," noted Hippolyte. "Community support remains important as work continues
toward completion of this infrastructure investment."

The Millennium Highway and West Coast Road Reconstruction Project (MHWCRRP) is one of
the most significant infrastructure investments in Saint Lucia’s history. Funded by the Caribbean
Development Bank (CDB), the UK Government through the UK Caribbean Infrastructure Fund
(UKCIF), and the Government of Saint Lucia, the project spans approximately 41 kilometers
from Castries to Soufriere and integrates both civil works and a Resettlement Action Plan (RAP)
to address the needs of Project-Affected Persons (PAPs).
