Key Achievements
DDM’s Progress to Renovate NDMRTI and ERCC (A-1) A-1: Renovate office space in DDM building for NDMRTI & ERCC NDMRTI (National Disaster Management Research and Training Institute) : Renovation and Decoration completed for 7 th floor : Office room and training center; 8 th floor: 4 Training center ( Sidr , Aila, Foni & Amphan ) and 2 computer lab 9 th floor : Mujib corner (901), Multi purpose hall (902), Library (903) and Auditorium (904) ERCC (Emergency Response and Communication Centre): Renovation Completed for ICT server room, media centre , ERCC observation room & emergency exit. Handover not yet done by the contractor due to pending approval of additional work from the Ministry. Procurement of ICT equipment on process to renovate ERCC & NDMRTI.
DDM’s Progress on Training, Exercise and Drill (A-5) Training postponed since 3 rd week of March 2020. TED contract ended with REM/DTCL in November 18, 2020 Force Majeure claimed by REM/DTCL with significant amount of contract value as compensation. Financial Settlement between DDM PIU and REM/DTCL is getting delayed for long time ; Early amicable settlement needed so that the left over amount if available could be utilized. Potential High Risk for not achievement of PDO Indicator 3, IRI 6 & 7
DNCC Progress on A-2 For DNCC, DSCC & SCC - 30 Facilities 8 Emergency Warehouses (DNCC-5, DSCC-3), 3 EOC (DNCC, DSCC & SCC) associated with 1 URI (Sylhet), 8 DRM Offices (DNCC, DSCC), 10 Zonal Control Rooms (1 control room at each zonal office) – For FSCD- 28 Facilities 2 Command & Control Rooms (Mirpur, Dhaka and Sylhet), 13 Emergency Management Warehouses (11 Dhaka, 2 Sylhet) 13 Auxiliary Control Rooms Gazipur Narayanganj Mymensingh Chittagong Comilla Jashore Rajshahi Rangpur Barisal Sylhet Tender floated for the Construction of Greenfield Tower (60m wireless tower) at Eight (8) different location for DNCC, DSCC, SCC and Ten (10) following location for FSCD. DNCC Progress A-4: Procurement of Search and Rescue (SAR) equipment Following SAR equipment purchased 22 SAR Equipment (vehicle), 5 Water rescue vehicles, 6 Breathing apparatus, 950 Rescue suits, 30 Chemical suits 900 Searchlights, 3 Drones, 4 Mortuary Vans, 6 Rescue carrying vehicles SAR equipment for warehouse (Drill machine, generator, torchlight etc..) 3 Cranes, 3 Wheel type excavators, 3 Chain type excavators, 3 Bulldozers. 3 Ladders (64-meter) 10 Ambulances 5 Hazmat Materials 3 rescue boat remaining for purchase (tentative delivery July 30, 2021)
RAJUK Progress on B1 Status of B1 -Vulnerability Assessment of Critical and Essential Facilities Approval done of “ Comprehensive Situation Analysis Report” (CSAR) -(MD-1); - January 12, 2020. Approval done of Individual reports for structures assessed (2 million Sqm) of 1 st Level Rapid Visual Assessment (RVA) -(MD-02); - March 7, 20. Field work of 5 million sqm Rapid Visual Assessment ( RVA) completed ; (Submission for 1 million RVA report pending out of remaining 3 million sqm). Preliminary Engineering assessment Report–PEA (MD-4&5) on-going ; (0.59 million sqm out of 1 million sqm PEA done. (tentative completion: April-21). Detailed Engineering Assessment work already started.
Progress on B2 Status of B2- RSLUP (Risk Sensitive Land use planning) Approval done of Final SEA Report (MD-01); - September 13, 2020 Approval done of Final Consultation Report and Comprehensive Situational Analysis and Diagnosis Report (MD-2);-June 12, 2020. Approval done of Preliminary Risk Assessment, Strategic Framework and Geological Survey Plan (MD-3); April 12 2020. Geotechnical Tests are on-going for: Microtremor Test (MT)- (GD-1); Standard Penetration Test (SPT)-(GD-2); Cone Penetration Test (CPT)-(GD-3); Seismic Downhole Test (SDHT)-(GD-4); Seismic Cone Penetration Test (SCPT)-(GD-5); Tentative Completion-Apr-21. Geo Analysis and Modeling as well as Development of Risk Sensitive Land Use Strategy of Dhaka City (MD-4); is On-going .
C-1: Establishment of URU Building Approval done of Architectural, Structural and MEP, BoQ , Bidding document and Design Report (S-11); December, 2019. Contract signed for URU building (W-1) October 20, 2020. Physical works started. Shore pile work completed while service pile work is about to start; Load test is going on. Lab and Field equipment Delivered so far…: Seismic Lab Equipment for URU (G-12) (Aug-2020) Seismic Field Equipment for URU (G-13) (Aug-2020) Field Equipment for Vulnerability Assessment Aspect of Structures & Geo-physics (G-15) (Mar-2020) PA System, Telecommunication, Access Control & Security and General Electrical Equipment for PIU Office (G-18) (Jul-2020). URU Operationalization (S-6 with RTI) Approval done of Situation Analysis and Feasibility Report (SAFR) ; Mar-2019. Approval done of Institutional Design & Organizational Study (IDOS) Report; Oct-2019. Approval done of Community Outreach Campaign Report ; Jun-2020. C-2: Electronic Construction Permitting System (S-7 with RTI) Approved Electronic Construction Permitting Assessment Report (CPAR); done in Oct 2019. Approval done of Strategic Plan Report with E-Permit Implementation Action Plan, done in June 2020. Approval done of Business Rules Specification (BRS) Report in April 2020. In-House Testing (IHT) done (ECP v2 Alpha Testing & Beta testing –Sept 22, 2020); User Acceptance Test (UAT) started on March 7, 2021. RAJUK Progress on C-2 & C-3 C-3: Professional Accreditation Program After long waiting for designing the package and approval from ministry contract has been signed with ICC on March 1, 2021. Consultant are now on-board and working on Inception preparation.
C-4: Improved Building Code Enforcement (S-9 with ICC) Approval done of Situation Analysis Report; on December 2019. Approval done of Concept Note Report (CNR) for URU; on April, 2020 after validation. Proposed Program for Building Codes and Construction Code Enforcement Report submitted on April and Approved on Jun-2020. Challenges Due to postponement of Training, Exercise and Drill (TED) , the achievement of PDOI -3, IRI-6 & 7 are at high risk; Due to delayed financial settlement with REM/DTCL the financial restructuring (if needed for Rajuk) could be delayed Operation & Maintenance (O&M) of purchased Goods & equipment and overall Sustainability of URP; Completion of URU Construction within the project duration is tight and could be delayed ; specially the service pile work might not be completed within the scheduled period before the rainy season starts URU Operationalization (S6) -- within the project duration (April 2022) is challenging due to shortage of fund and the timeframe.
Recommendations & Conclusions (long Term) Following issues need t0 be anlysed and review critically. Essentialness of TED ; that is very crucial to achieve PDIO 3, IRI 6 &7 , URU Operationalization (C1) – Package S-6 will be ended in June 2021. Package S-6 needs to be redefined to increase its scope of work with a view to fully operationalize the URU. Comprehensive plan & budget for Operation & Maintenance (O&M) of purchased Goods & equipment and overall Sustainability of URP; Considering the COVID situation & time frame the above three critical and essential requirements; those aren’t possible to be completed within the project period . We recommend to initiate URP-II (decision time now??) with additional budget to complete the mentioned tasks effectively and efficiently.
Recommendations & Conclusions (Short term) TED is essential to achieve PDIO 3, IRI 6 &7 . There is no alternative of TED to achieve these indicators. Considering the short duration of the project G2G system to hire trainers/mentors and conduct training would serve the purpose. DDM is recommended to complete the financial settlement with REM/DTCL asap so that the left over amount could be utilized. Considering from the project Evaluation point of view , it is essential either to complete TED to achieve the mentioned indicators or Restructure the Results Framework and Readjust the scope of Indicators those are related to Training, Exercise and Drills. Construction of two basement (Mat foundation) for URU is very critical to complete before the - rainy reason.
