2. SUMMARY
Seeking engineering design and project management
services with Freese and Nichols Inc for water main
replacement -$60,764
Water main installation part of City’s continued effort to
remedy the proximity of water and sewer mains
Changes mandated by Texas Commission on Environmental
Quality (TCEQ)
Construction of design will be done using City forces

3. BACKGROUND
TCEQ mandated City separate sanitary sewer and potable
water mains (“4 x 2 issue”)
Deadline issued by January 2030, or possibly face penalties
Public Works seeks to secure the design for water main & service
run installation
In preparation for eventual relocation of water service to the
front of the properties in impacted areas
Future project will install piping to connect newly installed mains
& service runs to individual residences

Consistent with City practice to negotiate fees for
professional services
This action is consistent with the City’s interest in
having professional expertise to design and project
manage key infrastructure enhancements and
renovations, particularly those projects included
within the Utility Water and Wastewater asset
compliance and maintenance

7. FISCAL IMPACT
Task Authorization No. 5 authorizes Freese and
Nichols Inc. to provide engineering design and
project management services in securing design and
project management in an amount of $60,764
Funds are currently available in Utility Fund’s FY
2024 Budget
