City Employee Manual updated Fall 2023 to reflect
law’s limits
BACKGROUND
December 2022, Governor Abbott required all state
agencies to ban video sharing application TikTok & other
prohibited technologies from state-owned devices &
networks
In 2023, 88

Texas Legislature passed SB 1893 prohibiting
use of these technologies on governmental entity devices –
including municipalities
Exceptions for law enforcement investigations & information security
measures
BACKGROUND
November 20, 2024 deadline to adopt own prohibited
technology policy
Prohibited technology policy under consideration is based
on model policy developed by TX Dept. of Information
Resources (DIR)
City updated its Employee Manual in Fall 2023 to comply
with law
All employees confirmed in writing that TikTok prohibited
POLICY ANALYSIS
Action demonstrates City’s compliance with SB 1893,
prohibiting use of TikTok & prohibited applications &
services on City devices
Written acknowledgement from staff that law in place &
TikTok prohibited on City devices
