BACKGROUND
Since 2007, City has designated Freese & Nichols (FNI) as
City Engineer & contracted to provide on-call, as needed,
engineering services
Engineering services required for many Public Works projects

BACKGROUND
FNI agreement expired in 2024 & month-to-month since
Request for Qualifications (RFQ) issued to gauge interest
in on-call engineering services for City
January 01, 2025 –RFQ released
January 31, 2025 –Submission deadline
March 10, 2025 –Council consideration

RFQ stated up to three firms could be selected to provide service, or
none
Propose selecting two firms for on-call professional services: Ardurra

POLICY ANALYSIS & COORDINATION
Proposal consistent with TX Local Government Code Sec.
2254.004 to require only a firm’s qualifications to be the
determining factor for selecting professional engineering services
If fee negotiations fail with one or both firms, negotiations will
be formally terminated, & City may proceed with other firm(s) or
reject all firms

Fiscal impact of on-call engineering services with

of fee negotiations in Master Services Agreements with
