SUMMARY
Council budgeted $1 million for streets & sidewalk
improvements in 2024 Street Maintenance Program
(SMP)
Agreement with Freese and Nichols, City Engineer,
for engineering design & project management
services approved by Council on Feb. 26, 2024
Amendment #1 to revise project scope to include
final list of projects & add reprofiling of Townsend in
support of sidewalk improvement project

BACKGROUND
$1 million budgeted in FY 2024 for streets & sidewalk
improvements through the 2024 SMP
Historically, City’s contracted engineer, Freese and
Nichols (FNI), has provided engineering design &
project management services
Oversee bid process & project management of selected
construction contractor
Most recently in 2023 SMP

BACKGROUND
On February 26, 2024 Council authorized engineering
services for 2024 SMP in amount of $65,000
After approval, staff identified projected cost of
project scope exceeded authorized budget &
reprioritization of projects needed
In addition, preparation for non-SMP sidewalk
installation project on west side of Townsend identified
potential drainage issue
Reprofiling street required

BACKGROUND
Propose Amendment #1 to task authorization with
FNI to compensate for changes in SMP project scope
Task authorization w/ Amendment
#1 cost is $68,125
Original task authorization is $65,000
Proposed amendment an increase
of $3,125 from original agreement

2024 STREET MAINTENANCE PROGRAM
2024 SMP proposal includes following project areas
Broadway Pedestrian Crossing, north of College
Broadway –Blue Bonnet to Primrose
Broadway –Primrose to Claywell (striping only)
Estes Ave –Patterson to Cambridge Oval
Townsend –north of Cambridge Oval to north of midblock
crossing (road reprofiling)
Add-Alternate: Arcadia –Cleveland Ct to Broadway

POLICY ANALYSIS
Consistent with City practice to negotiate fees for
professional services
Consistent with City’s interest to have professional
expertise to articulate & incorporate City
priorities in project

Task Authorization No. 6 Amendment #1 authorizes
payment in amount of $68,125.00 to Freese and
Nichols for engineering design & project
