www.perpetual.edu.ph THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES (ULAP) The  Union of Local Authorities of the Philippines (ULAP)  serves as the umbrella organization for all leagues of local government units (LGUs) and locally elected government officials in the Philippines .

www.perpetual.edu.ph THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES (ULAP) ULAP was formed in 1998 and officially recognized through Executive Order 35 in 2004. Its mission is to strengthen and capacitate LGUs for effective local governance and nation-building. It represents the collective interests of LGUs at the national level, ensuring their voices are heard in policy-making and legislation.

www.perpetual.edu.ph LEAGUE OF PROVINCES OF THE PHILIPPINES (LPP) Represents provinces. Provincial officials include the governor, vice governor, and provincial board members. Responsibilities : They oversee provincial affairs, infrastructure, and programs.

www.perpetual.edu.ph LEAGUE OF CITIES OF THE PHILIPPINES (LCP) Represents cities. City officials include the city mayor, vice mayor, and city councilors Responsibilities : They manage urban development, public services, and city-level policies.

www.perpetual.edu.ph LEAGUE OF MUNICIPALITIES OF THE PHILIPPINES (LPM) Represents municipalities. Municipal officials include the mayor, vice mayor, and municipal councilors. Responsibilities : They handle local legislation, infrastructure projects, and services within their municipalities.

www.perpetual.edu.ph LEAGUE OF BARANGAYS (Liga ng mga Barangay) Represents barangays, which are the smallest administrative units in the Philippines. Barangay officials include the barangay captain (or  punong barangay) and the barangay council members. Responsibilities : They play a crucial role in community development, local governance, and grassroots initiatives within their respective barangays.

www.perpetual.edu.ph LEAGUE OF VICE GOVERNORS OF THE PHILIPPINES (LVGP) Represents cohesive national organization of Vice Governors. Responsibilities : Plays a crucial role in advocating for reforms, connectivity, and effective governance at the provincial level.

www.perpetual.edu.ph VICE MAYORS LEAGUE OF THE PHILIPPINES (VMLP) Represents elected, appointed, and ex officio vice mayors of cities and municipalities . Responsibilities : Collaborating with national, local, and international agencies and organizations to achieve efficient and effective local legislation.

www.perpetual.edu.ph PROVINCIAL BOARD MEMBERS LEAGUE OF THE PHILIPPINES (PBMLP) Represents elected provincial board members in the Philippines Responsibilities : Handling responsibilities related to operating social services like agriculture, connectivity, and health within their jurisdictions.

www.perpetual.edu.ph PHILIPPINE COUNCILORS LEAGUE (PCL) Comprises all elected, appointed, and ex officio members of legislative councils in cities and municipalities. Responsibilities : Bringing the government closer to the people through responsive legislation.

www.perpetual.edu.ph LADY LOCAL LEGISLATORS’ LEAGUE (Four-L Philippines) The Four-L Philippines is a dynamic force in promoting and legislating women’s participation in local governance Responsibilities : Advocating for women’s rights and empowerment.

www.perpetual.edu.ph NATIONAL MOVEMENT OF YOUNG LEGISLATORS Responsibilities : To actively engage in discussions on youth-related issues and propose legislative measures to address them. Represents group of elected local lawmakers in the Philippines who are aged 40 years or younger.  These local lawmakers hold positions such as municipal/city councilor, municipal/city vice mayor, provincial board member, and provincial vice governor.
