–Industrial policy is most effective in competitive
markets
–Enforcement can be prioritized in priority sectors for
industrial policy or even slightly adapted
2.Industrial Policy affecting Competition Policy
–industrial policy can create or increase competition
(focus on market openness)
–industrial policy can be supportive of competition
–industrial policy instruments should tackle market
failures and lead to a minimum of market distortions
