About This Presentation

The critical communications industry/community is on a long journey from the ultra-reliable, low-latency voice & short data-centric solutions of 2010 towards the fully-developed 5G URLLC solutions of 2030. The challenge our relatively niche community faces is to make sure our full needs & re...

The Index
•The critical communications world
•Mission-critical, 5G & United Nations SDGs
•8 countries, 8 companies
•3 layers of interrelated categories
•Quixoticity Index 2018 results
•Gap Analysis & next steps

A few words about myself
•First degree in languages, literature & sociology
•Lived, worked & studied in Latin America (1985-94)
•MSc. Economics & Finance, University of Bristol, 1996
•First critical communications report published in 1996
•Member of Global TETRA Association (now TCCA) since 2001
•Director of Communications, Spain, TeltronicS.A.U. 2008- 12
•Director, Board Member, TCCA. 2010-12
•Founded Quixoticity in early 2012 to focus on next generation critical
communications leading to 5G
•First version of Quixoticity Index published in November 2017
•Critical communications projects carried out in 40+ countries, including
Europe, Americas, Asia- Pacific & Middle East
•Quixoticity is a full member of global standards organisations: ETSI &
3GPP (MCPTT, 5G critical communications requirements) as well as
TCCA & CW

Critical communications in 2010
•Very different core solutions for public safety &
commercial users
•Commercial moving quickly to mobile broadband
•Limited interoperability; capacity
•Most procedures more reactive than proactive
•Voice-centric with messaging + non-critical data
•Austerity requiring more to be done with less
•Increasingly uncertain world of terrorism, natural
disasters, increased mobility, climate change & rapid
technological change

Critical communications in 2030
•All critical & commercial users - human
or otherwise -everywhere, all the time,
with access to appropriate information
on secure, reliable, always-available
converged, fully-responsive & intelligent
core & edge platforms & devices with
access to mission-critical-grade, full 5G
capabilities for all basic services
•… or else?

In search of a new model
•“Mission-critical, the SDGs and a full 5G vision are the triumvirate at
the core of a new way of thinking about our future world. This core
binds together a complex array of interconnected blocks – critical
concepts –to build a better, smarter, safer future for humanity.”
(Quixoticity Index 2017, p.21)

Mission-critical
•Designed for when all other networks fail
•An end- to-end solution with guaranteed availability
•Whether in 2018, 2030 or 1950s, mission-critical never changes:
•The organisations themselves
–Public safety, armed forces, national security, most Critical National
Infrastructure (public/private)
•Coverage; Capacity; Service availability/continuity (99.99% min?)
•Security
–Physical, information, data, cyber, end- to-end/AI encryption
•Redundancy/resilience/fallback
•Staff/human factors
–Vetting, training, motivation
•The rise of machines & other forms of intelligence?
•A mind- set/basic capability rather than any single technology/network solution

www.comms-connect.com.au #CommsMELB@CommsConnectANZ
Full 5G
•The necessities of today v the dreams of tomorrow
•TETRA/P25 continue for many years
•LTE-AP –including MCX -continues for many years
•5G much more than just another generation of mobile comms -
the final G?
•SDN/NFV, AI/ML, AR/VR, Big Data/Analytics, blockchain, the
real Internet, full automation (zero-touch), robotics, additive
printing, rapid prototyping, new forms of energy, mobility,
quantum computing etc. etc.
•Visionary leaders, markets, agencies & enterprises will
comprehend and grasp the 5G opportunity.
•eURLLCto enable new critical features for a better, smarter,
safer world by 2030

www.comms-connect.com.au #CommsMELB@CommsConnectANZ
United Nations SDGs
(Agenda for sustainable development)
•GDP is a very poor metric for economic, social &
environmental growth/well- being
•We need an alternative model for our troubled times
of rapid technological change
•How does the world grow & develop sustainably,
leaving no-one behind?
•3 Landmark UN Agreements signed during 2015:
1. Sendai Framework for Disaster Risk Reduction
2. Sustainable Development Goals (SDGs)
3. UN Framework Convention on Climate Change
(Paris Agreement)
