The unfinished business on land transfer claim under Presidential Decree 27/EO 228 is a critical challenge for the Department. Records from LBP as of January 2023 indicates the balance of OLT claims is 8,750 LHs comprising an area of 195,395 hectares subject of Final Survey Documentation (FSD). RATIONALE
For Region V , there are 224 claims subject for submission of complete final survey documents covering 10,032.5240 hectares. (DNYP) For DNYD, you have a balance of 3,104 landholdings covering an area of 11,520.1298 hectares .
Without payment to the affected landowners imply shortcoming of program implementation. Also, without final valuation, farmer-beneficiaries’ title to their awarded land remains tied with LBP, as certification of full payment cannot be issued without final determination of the value of the landowners compensation.
Facilitating the claim folders and the release of compensation for these lands will not only give justice to the landowners rights to be compensated but will also enable them to invest LO compensation in enterprises that will contribute to strengthen the economy.
The problem on documentation is aggravated by the fact that original field implementers have retired and/or promoted to other positions. At present, most of the technical personnel in-charge are not technically equipped as they are not yet around when these landholdings were acquired and distributed in the nineteen-seventies.
To address the problems and ultimately wipe-out the balance on OLT/FSD claims, the AO6, Series of 2015 (Revised Rules and Procedures Governing the Completion of the Documentation and Payment of Land Transfer Claims Under PD 27 and EO 228); and MC 3, Series of 2016 (Operating Procedures in the documentation and Payment of Land Transfer Claim under PD 27 and EO 228) were crafted to provide field implementers with common and simplified procedures and requirements in the processing of OLT Claims and those subject of FSD.
The reason for this training-workshop which will also be the venue to thresh out procedural issues and concerns in the processing of claim folders.
OBJECTIVES OF THE ACTIVITY Develop common understanding on A.O.6, Series of 2015 on the Revised Rules and Procedures Governing the Completion of the Documentation and Payment of Land Transfer Claims Under P.D.27 and E.O. 228 and M.C. 3, Series of 2016 on the Operating Procedures in the Documentation and Payment of Land Transfer Claims under PD 27 and EO 228;
Thresh out procedural issues and concerns on OLT/FSD documentation and have a common understanding of the requirements on OLT/FSD documentation under different situations in order to fast track determination of final land valuation and payment of landowners compensation; and
