Although in some cases the academy is tried to adopt digital means, those are not enough to make the Academy digitally smart. Rational of the Study At present, the Academy is practicing manual training management system, which includes manual classroom lecturing, manually submission of training assignments, evaluation process etc. 1 2

Research Questions What are the important issues to implement e-Government initiatives in BCS Administration Academy? What are the challenges to implement e-Government initiatives in BCS Administration Academy ? 1 2

Research Objectives To identify the important issues to implement e-Government initiatives in BCS Administration Academy; and To explore the challenges to implement e-Government initiatives in BCS Administration Academy. 1 2

Review of Literature 1 Regarding this topic related secondary document will be reviewed.

Methodology Population Sample Size and Selection of Sample Collection of Data The participants of 113 th , 114 th & 115 th Law & Administration Courses (LACs), Course Management Team (CMT) and other faculty of BCS Administration Academy will be the population of this study (145 officers). As a sample, total 40 officers will be selected. Among them 10 participants from each LAC and 10 responded from CMT and other faculty of the Academy will be selected by following random sampling process. Data will be collected by survey questionnaire and from different secondary sources.

Methodology Data Analysis Strategies By using Statistical Package for the Social Sciences (SPSS) computer application Factor Analysis and bootstrapping analysis will be performed.

Limitation of the Study Considering the time, money, labor and other necessary resources available to the researcher, the following limitations are being in mind - The study will be confined in BCS Administration Academy. There are many aspects of public administration in Bangladesh, but only the BCS Administration Academy will be considered for this study. Sometime, the researcher may face other unexpected communication problems.

Expected Implications Identified issues responsible for successful implementation of e-Government might be helpful for significant policy implementation in terms of actions to improve the business process of this Academy. As comparative policy implications, an expected e-Government framework might be helpful for other organization that have similar experience. 1 2
