Session Objectives At the end of the session, the participants shall have: discussed Education, Training, and Experience (ETE) and performance as criteria for reclassification of position; applied the use of the Increments Table and rubric in assessing the ETE qualifications of applicants; and computed accurately the performance rating of applicants for reclassification. Rubrics for Computation of Education , Training , and Experience Based on the Qualification Standards 30 points Education Training Experience The points for ETE, corresponding to the applicant’s qualifications exceeding the QS , shall be computed using the Increments Table and the ETE Rubrics . Only those qualifications that are relevant to the position to be filled shall be given points. Training hours must be acquired after the last promotion but within five years. Increments Table A tool used in determining the incremental level in the education, training, and experience obtained by the applicant to assess if it exceeds the minimum requirement per CSC-approved Qualification Standards (QS). Increment = Applicants’ Qualification Level – QS Level Increment   refers to the difference between the applicant’s actual qualification level and the corresponding level of the  minimum (baseline) QS requirement  of the position to be filled. Only ETE qualifications that are relevant to the position applied for and which exceed the minimum (baseline) QS requirements of the position will be included in the computation of increments .
