Introduction to
the Singapore
Cooperation Programme
The Singapore Cooperation Programme (SCP)was formally
established in 1992 to extend technical assistance to developing
countries. The SCP conducts courses, workshops, and study visits for
foreign government officials to share Singapore’s developmental
experience and areas of expertise.
Annually, we conduct more than 250 programmes, supported by our
global network of over 50 local and international partners.
To date, the SCP has over 155,000 alumni from more than 180 countries,
territories,and intergovernmental organisations.

The Singapore Cooperation Programme (SCP) was established in 1992
to reflect our commitment to ‘pay forward’ for the support Singapore
received during our formative years. We believe that people are a
nation’s greatest asset and that the mutual exchange of knowledge and
experience is a powerful force for transformation.
The world today is at a critical juncture, facing complex and
interconnected challenges - geopolitical tensions,technological
disruptions, and environmental crises. Against this backdrop, the SCP
2025/2026 Calendar adopts the theme “Catalysts - A Transformation
JourneyinaConnectedWorld”,whichencapsulatesourvisionof
catalysingtransformativechangethroughsharedknowledge and
collaborativeefforts.Focusareasfor2025/2026include:Connectivity;
Digitalisation;Education,LeadershipandGovernance;InternationalLaw
andArbitration;NationalResilience;PublicHealth;Sustainability;Trade

•Note the course period and nomination

Brochure will also be conveyed to eligible countries, territories and
intergovernmental organisations three to four months prior to the course
start dates. Check the SCP website for the latest updates.

Acceptance via email.
•Confirm your placement promptly by submitting requested
documents (e.g., flight ticket and passport details).
•You will be assisted with application for Entry Visa into Singapore,
where applicable.You will need to obtain the relevant transit visa
for your travel, if required.

Singapore signed a Memorandum of Understanding with the
InternationalMonetary Fund (IMF) in 1997 to establish the IMF-
Singapore Regional Training Institute (STI). The IMF-STI has served as
the IMF’s regional training centre for the Asia-Pacific region, providing
training and technical assistance on macroeconomic and financial
management, as well as on emerging issues such as climate change
and FinTech. As part of this collaboration, the STI has trained over 21,000
government officials from 38 countries, conducting more than 30
programmes annually in Singapore.
