TRAINING
•AllSite Workers shall attend a Site Safety
Inductionto work on site.
•Certificates of Competenceare required for
specialist skills e.g.crane operators&welders.
•Toolbox Talkswill be given on a daily or Job
Task basis by the Contractor(s)Supervisor(s).
•Skill training is required for some tasks e.g.
Confined space work, Roof work, Machine
operators.
•SSMwill monitor Contractors Records of
Training and Competence Assessments.

ACCESS -WORK
•A Site Photo Pass& a Hard Hat Safety Sticker
will be issued after this Induction Training has been
completed.
•Any person on Site that has not attended a Site Safety
Induction shallbe accompanied at all times by an
inducted person.
•Passes mustbe carried at all times on Site and
produced when requested,by any member of the
Client’s or SSM staff or other Management as proof of
identity.

SITE ACCESS -WORK
•Persons who have forgottenor losttheir Site
Pass may be given a temporary pass at
Security on proof of identity.
Note: there may be a delay in obtaining a Temporary
Pass as Security will deal with normal Site entries as
a priority.
•Contractors shallprovide SSM with an
updated list of their personnel whenever there
are changes.

SITE ACCESS-VEHICLES
•AllSite approved vehicles shall display a Site
Vehicle Pass at all times.
•Allmaterials, equipment, tools etc. including
waste may be hauled away onlywith approval
from Siemens Site Management.
•Allpersons & vehicles are subject to search
by Site Security authorized by Site
Management.

SITE ACCESS -VISITORS
•Noticeof all visitors to theSite mustbe given
to SSM priorto arrival.
•Site visitorsmust use the contractor’s car
park, unless permission is obtained from SSM
to bring their vehicles on to the Site.
•Visitors shallbe met at the Gatehouse by a
representative of the company they are
visiting and they mustbe accompanied at all
times whilst on Site.

GENERAL TRAFFIC RULES
•Site Speed Limit is10km/h.
•Site construction vehiclesmust have flashing
lights and reversing alarms.
•Allvehicles must give way to pedestrians and
comply with traffic signs.
•Motorcycles are notpermitted on Site.
•Smokingis not permitted in any vehicle on
Site.
•Road accessshall not be obstructed by
parked vehicles, trucks, cranes and
machinery.

RADIO/MOBILE PHONE
COMMUNICATIONS
•Onlypersons issued with a Permitfrom Site
Management are permitted to carry/use
mobile phonesin the Site Construction Area.
•Hand held radioswithout a Permit shall not be
used on Site. Permits subject to appropriate
Laws & Regulations.
•Radio frequency allocation to be approved by
Site Management.
•Radios & Mobile Phonesshall notbe used in
designated Restricted Areason Site
e.g. Natural Gas facility.

EMERGENCY ALARM
•THE ALARM:for Site Evacuation is an XXXXXX .
•ASSEMBLY AREAS: -All persons and contractors
shall muster at their designated assembly areas.

installed fire alarms.

INCIDENT/ACCIDENT PROCEDURE
RAISE THE ALARM (Site Emergency Procedure)
•Do notattempt to remove seriously injured casualties
from the area unlessthey are in immediate danger.
•Do notattempt to treat an injured person unless you
are qualified (First AidCertificate).
•Donotdisturb the scene of a serious incident /
accident until permission is obtained from the
Authorities & SSM.

INCIDENT / ACCIDENT REPORTING
•Report allIncidents & Accidents to your supervisor
immediately.
•An Incident / Accident Report is to be raised to:
a. Record
b. Report
c. Investigate the event as legally required
NOTE: SIEMENS INCIDENT/ACCIDENT REPORT FORM SHALL BE USED
ON SITE. CONTRACTORS SHALL REPORT TO AUTHORITIES ON
APPROVED REPORT FORM.
•Contractors shalladvise SSM& the AUTHORITIESas
required for all Serious Harm Accidents and Incidents
that may have caused Serious Harm (Dangerous
Occurrence).

FIRST AID FACILITY
•Siemens Site Nurse is on site XXXX-XXXX
Monday to Friday at the Medical Centre
beside the Gatehouse.
•After XXXXand at weekends the key for the
medical centre is located at Security.
•Allcontractors shall provide their own first
aid cover and supplies.
•Contractors shall provide SSM with a listof
qualified first-aid staff.

PERSONAL PROTECTIVE EQUIPMENT
MINIMUM REQUIREMENTS :
•Hi-VizVest/Jacket Safety Helmet
•Safety Footwear
SPECIAL REQUIREMENTS:
•PPE as required for hazards e.g.
a. EYE protection )
b. RESPIRATORY protection ) Training required
c. HEARING protection ) in safe use e.g.
d. ANTI-FALL protection ) Safety Harness.
Note: failureto use PPEis a disciplinary offence

NOISE
•Noise levels > 85 dBA may damage your hearing.
•Earprotection (plugs or muffs) mustbe worn when
working in areas where noise levels exceed 85 dBA.
•Peak readings up to 140dBAof short duration can
also damage hearing.
•Some typical noise levels:
1.Powder actuated gun: 107-110dBA (Ear PPE 0mins)
2. Cut-off saw: 89-102dBA ( “ “ 8mins)
3. Bench Grinder: 92-96dBA( “ “ 30 mins)
4. Steam Blow: 85-103dBA ( “ “ 25 mins)
•Only approved Ear Protection shall be used.
•Remember hearing loss isfor…EVER.

WORK PERMITS
•A Permit to Work(PTW)for all work on Energised
Systems.
•Otherwork permits are also used on Site:
1. Permit to Dig: (Personnel/Excavations)
2. Hot Work Permit: (Personnel/Fire)
3. Confined Space Permit: (Personnel/Entrapment)
4. Radiography Permit: (Personnel/Radiation)
5. Overhead Crane Permit: (Personnel/Maintenance)
6. Road Closure Permit: (Emergency Access)
•Work Permitsare for all work with the potential to
cause an accident e.g. contact with underground
cables.

EXCAVATIONS
•Contractor musthave a PERMIT TO DIGbefore
any excavation is undertaken on Site.
•If an excavation is more than 2m deep
substantial barriers mustbe provided.
•Sides mustbe prevented from collapsing.
•Safe access and egress mustbe provided.
•Excavations shallbe inspected daily.

EXCAVATIONS
•Edgeprotection for vehicles shallbe in place
on traffic routes.
•Loads&vehiclesshould not be placed near
edge of excavation(min 0.6m).
•Confined Space Procedures may apply.
•Allopen holes & pits mustbe fenced or
covered and warning signs displayed.
•Waterremoval equipment shallbe provided &
monitored by a competent person.

WORKING AT HEIGHT
SCAFFOLDS
•Competentpersons only shall erect, alter or dismantle
any scaffold structure.
•Shallbe erected on a stable surface,mustbe tagged
and inspected weekly, & the inspection mustbe
recorded.
•Donotstockpile materials & equipment on platforms.
•Donotwork on scaffolds during high winds & storms.
•Protectscaffolds from being struck by vehicles or
crane operations.
•Maintainscaffold area and platforms;clear debris, and
removeexcess materials & equipment.

WORKING AT HEIGHT
MOBILE ELEVATED WORK PLATFORMS
•Operatorsmust be trained, certified and
competent to use MEWP´s.
•Barricadesand Signsmustbe used to
indicate overhead work and exclusion area.
•Equipmentmust be inspected, maintained
and certified.
•Operated onlyonlevel & stable ground.
•Nevermove in elevated position.
•DANGER beware of HV systems, cables etc.DANGER

WORKING AT HEIGHT
LADDERS
•Ensure that the use of a ladder is the safestmeans of
access.
•Ensure stability (1:4Ratio wall to height).
•Use correctladder for work e.g. electrical safety.
•Workers shallbe trained in correct use.
•Ladders mustextend 1mabove step off point.
SAFETY HARNESS
•Safety harness shallonly be used when other fall
arrest systems are not practical.
•Full one-piece body harness shallbe used with
appropriate lanyard assemblies.

•Barricadesand WarningSigns shall be
erected to indicate overhead work.
•Never cross restricted area.
•Alltools and materials shall be secured.
•Installprotection nets &covered walkways.
•Beaware of people working below.

MOBILE CRANES & LIFTING
EQUIPMENT
•Allcranes & lifting equipment shallbe inspected prior
to Site Access.
•Allcranes must comply with current Safety
Regulations.
•Mandatorysafety devices mustbe operational
e.g.1. Radius or angle Indicator
2. Boom Length Indicator
3. Anti Two-Block Warning Device
4. Automatic SLI or SLI or LMI
•Registersshall be maintained by Contractors for all
lifting equipment e.g. slings, beams, shackles etc.

LIFTING OPERATIONS
•Certifiedoperators onlycan operate cranes or use
lifting apparatus. Lifting equipment shall be
certifiedand registersshall be maintained.
•CertifiedBanksmanshalldirect lifts. They mustbe
clearly identified e.g. Hi Vizvest.
•BarricadedExclusion Zone with Signs mustbe in
place around lifting areas. Safetyman should be
used to keep others out of zone.
•All personnel involved in the lift shallbe briefed and
comply with lifting procedures (Method Statement).

WORKING WITH HAZARDOUS
MATERIALS
•Workersmust read & understand instructions on the
MSDS& thecontainerbefore using any hazardous
materials.
Note: MSDS(Material Safety Data Sheet)
•Do not use hazardous materials unless you have been
given the correct information, instruction and training
in their use.
•CorrectPPE for hazard(s) shallbe used.
•MSDScontains First Aid & Fire Fighting measures &
handling, storage, transport & disposal information.

WORKING WITH HAZARDOUS
MATERIALS
•Neverplace chemicals in unlabelled containers
e.g. paint thinners in a water bottle.
•Combustiblematerials shall be stored safely and
away from sources of ignition.
•Do notstore hazardous materials in walkways,
stairways or points of access & egress.
•Flammableliquids, gases and foams shall be stored
in fire resistant storage away from the workplace.
•Allgas cylinders shallbe used and stored in
compliance with Safety Regulations.
e.g. Oxygen shallbe stored 6mfrom flammable gasses.

HOT WORK
•Allwork involving welding, cutting, use of a naked
flame etc. requires a Hot Work Permit.
Note: drilling & grinding work requires a Hot Work Permit
whenever a possible flammable atmosphere may exist.
•Purposeof the Hot Work Permit is protect others and
for fire prevention -e.g. fire extinguishers, fire
blankets, flash/spark screens and removal of
combustibles.
•CorrectPPE must be used for all grinding, welding
and cutting operations.
•Fire watchcheck mustbe made before leaving an area
after hot work.

CONFINED SPACE
•A Confined Space Permitis required for work in any
space with restricted entry or exit and is not
designed for continuous occupancy.
Note: Entry/Exit Register shall be at point of entry
•Major Hazards:
1. Oxygen deficiency (<19.5%) & enrichment (>23.5%)
2. Fires & explosion
3. Toxic atmosphere
4. Physical hazards.
•Qualifiedpersonnel ONLYare allowed to work in a
Confined Space.
•Hazardsmust be removed through preventative
measures.
e.g. forced air ventilation, low voltage equipment.

ELECTRICAL EQUIPMENT
•Alltrailing leads and cables shallbe safely
suspended or fully protected.
•Removeand replace damaged cables and
connections.
•Electricalequipment shallbe properly
constructed, installed and maintained.
•Competentelectricians onlymay inspect, test
& repair equipment.
•Earth leakage circuit breakers (RCDs)or
Isolating Transformers shall be used at all
times.

PORTABLE ELECTRIC TOOLS
•110VOLT equipment shall be used on Site.
•Approvedequipment onlyshall be used in
Confined Spaces e.g.25volt hand lights.
•Daily User Checksshall be carried out to
ensure safe operating condition.
•Alltools shallbe tested, tagged & recorded.
•Compliancewith Electrical Regulations is
mandatory.

WORK PLACE LIGHTING
•Adequatelightingshall be provided at the
work place (Contractors responsibility).
•Caution,halogen lights operate at high
temperatures and can cause fires, when
knocked over or burns if contacted.
•Temporarylighting must comply with
Electrical Standards & Regulations.

RADIOGRAPHY
•SSMapproval is required for all Radiography
on Site.
•Notificationwill be posted on the Radiography
Notice Board at the Site entrance.
•Barriers, Warning Signs and Flashing lights
will designate the boundary. The Radiation
Protection Officer mustcontrol the Restricted
Area.

COMPRESSED AIR EQUIPMENT
•Couplerconnections shall be secured in the approved
manner.
•Tools & equipment shall be maintained in a safe
condition.
•Checkfor leaking/damaged hoses, approved hose
connections onlyshall be used.
•Neveruse compressed air for cleaning down clothing
or aim the hand device at another person.
•Max pressurewhen cleaning with compressed air is
30 p.s.i (2 bar).
•Correct PPE shall be used at all times.

SITE WELFARE FACILITIES
•Contractorsshall provide approvedaccommodation
including Canteen, Washing Facilities, Toilets and
Changing Roomsfor theiremployees.
•Contractorsshall ensure that the above are
maintainedin compliance with Safety, Health &
Hygiene Regulations.
•Site Management reserves the rightto maintain such
facilities at the Contractor´s cost.
•Foulingof Site facilities or theSite area is forbidden.
•Site drinking water points shall be clearly markedas

CANTEEN FACILITIES
•Siemens Canteen is open in the morning at
XX.XX–XX.XXa.m.for take away breakfasts,
sandwiches etc.
•Lunchtime opening is at XX.XX–XX.XXp.m.
for hot meals.
•Canteen Rules shall be displayed & observed.
•Each Contractor shall provide facilities for
their own employeesto eat food.
•Foodshall notbe consumedon Site.

SMOKING AND DRUGS
•Smokingis permitted in approved areas only,
obey the signs! Non compliance is a
disciplinary offence.
•Site Instructionsshall be issued to advise all
personnel about the introduction of:
Smoking Prohibition/Restrictions
e.g. Transfer of Fuel Gas to Site.
•Use of or working under the influence of
illegal substancesand alcoholon Site is
strictly prohibited. Dismissal and/or Legal
action may apply.

WASTE MANAGEMENT AND
ENVIRONMENT
•Onlyapproved waste shall be placed in the
skips provided by your employer.
•Do not use other companies skips.
•Drip traysshall be used under all stationary
plant e.g.generators and compressors.
•For an oilor chemical spill, clean up &safe
wastedisposal must begin immediately.
Absorbent material is available from SSM.
Note: MSDSprovides spill control information.

HOUSEKEEPING
•Always place construction waste in skips.
•Skips must be emptied regularly.
•Timber must bede-nailed
•Do not obstruct access, egress &walkway’s.
•Do notobstruct Fire Fighting equipment.
•Do not obstruct Switch Gear &Control Panels.
•Onlyenough materials for 1day should be
stored at a work point.

You must know:
•Your employer/company.
•Your supervisor.
•Job Task and/or Method Statement
•The Hazards and Risks of your job.
•If you need a Permitfor the Job Task.
•About safe access/egress at your placeof
work.
•Photography is prohibited.

•Access/Egressroutes clear at all times.
•Serviceablefire protection devices at work location.
•Housekeeping, keep work area clean & tidy.
•Usethe right tools/equipment for the job.
•Ensureall machine guards are secure and in a safe

•Reportdefects to tools,equipment or plant.
•Anti-fallprocedures are to be complied with at all
times.

WHEN LEAVING WORK AREA
•Allwaste must be removed.
•Securetools & equipment.
•Ensuregas plant is safe/secure or removed.
•Removeempty gas cylinders.
•Ensurepowered tools & equipment are de-energised.
•Returnsurplus materials to lay-down area.
•Removehazardous substances and return to safe
storage facility.

SSM AUTHORITY TO ISSUE
INSTRUCTIONS
•SSMmay issue Instructions to a Contractor and their
employees with respect to Site Regulations.
•SSMshall be entitled to take measures at the expense
of the offender if obligations stated in Site
Regulations are not complied with.
•SSMwill publish Site Instructions/Site Notes on
special occasions that shall be observed.
•Site Regulationsshall not relieve the Contractor from
his responsibility towards SSM and the Owner for
fulfilling the Contract.

SAFETY INCENTIVE SCHEME
•The AIMis to Prevent Incidents & Accidents.
•An ASSESSMENT for the Incentive Award is
carried out by SSM & Clients Representative
on a regular basis.
•To RECOGNISEthe Contractor promoting
effective Safe Work Practices.
•SSM (Safety Advisor)may recommend Safety
at Work awards for individual workers.
