What is education about
AI offers us powerful tools—personalized learning, data-driven insights, new modes of
access—but education is not reducible to technology. At its heart, it is about fostering

What is education today, in the era of AI and global challenges?
Education is no longer just the transmission of knowledge from teacher to learner. In our
time of artificial intelligence, rapid change, and global uncertainty, education must be re-
imagined as the cultivation of human potential, values, and agency. It is about preparing
learners not only toknowbut tounderstand, create, adapt, and act responsibly.
AI offers us powerful tools—personalized learning, data-driven insights, new modes of
access—but education is not reducible to technology. At its heart, it is about fostering
critical thinking, creativity, empathy, and ethical judgment. In the spirit of “education
for all,” it must remain inclusive, equitable, and human-centered, bridging divides

First, quality assessment in higher
education has shifted its focus from
inputs to outputs and processes
Second, stakeholder engagement is
pivotal to enhancing the quality and
relevance of higher education
programmes. Future endeavours
require innovative approaches to
engaging all actors and stakeholders
more effectively in programme
development and implementation.

Third, the rise of flexible learning pathways
has necessitated a heightened focus on
quality assurance for non-traditional
modalities like online and blended learning.
This includes monitoring and nurturing
programmes empowered by technology
across diverse venues and locations,
reflecting our ever-expanding learning spaces.
Fourth, academic infrastructure, including
NQFs, subject-specific, professional and
occupational quality standards, programme
development templates and credit bank
systems can support the operationalization of
flexible learning pathways for higher
education. Implementing these measures
strengthens the alignment between external
and internal quality assurance in a more
sustainable and balanced way.

adaptability, and ethical responsibility. It requires balancing institutional
stability with innovation, while creating a culture that supports care, curiosity,
and challenge.
Such leadership empowers staff and students to see uncertainty not as a threat
but as an opportunity for growth, transformation, and inclusion. It emphasizes
transparent communication, trust-building, and courageous decision-
making even without full clarity. By aligning values with long-term vision,
leaders in HEIs can ensure sustainability, equity, and scalability, positioning
their institutions to thrive in complex and unpredictable educational
landscapes.

What the science says. The contribution of economic growth to wellbeing is
decreasing and the benefits are not being shared equitably. Humanity is
transgressing six out of nine planetary boundaries, thereby disrupting natural
systems and causing significant damage to the economy and future wellbeing. In
addition, other challenges, such as an ageing society, also threaten the future
wellbeing. These interconnected problems should be tackled simultaneously.
What people want.People across Europe feel uncertain about the future and a
majority support reforms of the economic model. There is also specific support for
actions on climate change, creation of quality jobs, public spending on social
policies, poverty and social exclusion, public health, and investments in
future generations.
What businesses need.European companies know that change is coming. In
fact, US and Chinese green programs (e.g. the Inflation Reduction Act) are leading
to competitive pressures for European business. Companies need a long-term
consistent EU vision to stimulate sustainable and competitive business
models. This would help multinationals as well as small and medium-sized
enterprises innovate and invest while navigating geopolitical uncertainty.

NordPlus priority of lifelong
learning and the tradition of
Nordic cooperation projects,
enabling cross-border learning
and the exchange of practice.

In “A Lifetime of Learning: the Mapping
methods of competence development in the
workplace”, we bring together partners from
Denmark, Finland, Iceland, Norway and
Sweden to document learning methods
developed and implemented in the
workplace. We will focus on the healthcare
and technology sectors. These sectors are
broad to allow for selection of target groups
during the initial stages of the project.
