Historical Preview Pakistan quality control and standardization institutional framework existed since early fifties. COMPONENTS OF PSQCA: Standards Development Centre ( SDC) former Pakistan Standards Institution (PSI) Established in 1951 under Ministry of Industries. The PSI (Pakistan Standards Institution) was responsible for Certification and Conformity Assessment and preparation of Standards . Quality Control Centre (QCC ) former Central Testing Laboratory (CTL) Established in 1951 under the Ministry of Industries. Testing of industrial raw material to establish their quality, with reference to national/ international standards. Technical Services Centre (TSC) former Metal Industry Research Development Centre (MIRDC) Established in 1975 under the Ministry of Industries. For development of metal and metallurgical industrial products.

STANDARD: Defined Document approved by a recognized body, that provides, for common and repeated use. Standard mean quality for intended purpose Standard means: The ability to make the same thing the same way, over and over again Customer buys today is same as what they bought last week or will buy next week Product meets customer’s expectations 100% of the time
STANDARD: Defined Rules, guidelines or characteristics for products or related processes and production methods, with which compliance is not mandatory .
STANDARD: Defined It may also include or deal exclusively with terminology, symbols, packaging , marking or labeling requirements as they apply to a product, process or production method.

SIGNIFICANCE OF STANDARDS Standards provide: A n assured basis for access to domestic and export market Goodwill for manufacturers Confidence to consumers in selection of the products offered for their choice.
National Standards PSQCA being National Standards Body (NSB) is the Member of ISO, IEC and OIML etc which has developed 3092 7 Standard Specifications generally harmonized with international/regional standards including Food Standards which has been aligned with Codex Alimentarius Commission.
Standards on Food Safety The food safety standards aim to lower the incidence of foodborne illness. They place obligations on food businesses to produce food that is safe and suitable to eat, and also place health and hygiene obligations on food handlers.

Who develops the Standards? Technical Committees and National Standards Committees of experts representatives from a wide range of concern stakeholders work to formulate/revise/adopt consensus based national standards.
Who develops the Standards? Committee members represent : Consumer and end-user interests; Government: Federal and Provincial; - Commercial and retail interests; - Research, academic and testing organizations; - Professional bodies; - Manufacturers and industry.
How are Standards developed? Committee discuss and debate in detail, towards consensus.
How are Standards developed? National Standards Committee The work of the standardization is monitored by National Standards Committee appointed by the Board in particular area of specialization. A National Standards Committee is constituted from the representative of the respective interests of users, manufacturers, technologists, government department. The functions of the National Standards Committee are: Creation of Technical Committees and appointment of their members. Scrutinization of proposals for standards development and technical regulations. Endorsement of Standard Specifications formulated by the Technical Committees.
How are Standards developed? Technical Committees A re appointed by the National Standards Committee for the preparation of particular standards or group of standards referred to them by the National Standards Committee. The Chairman of the Technical Committee is appointed by the National Standards Committee. The functions of the Technical Committee are: Formulation of the Standard Specifications forwarded by the National Standards Committee. Endorsement of Standard Specifications by the National Standards Committee. Adoption of ISO/IEC and other standards.

What is the need of standardization? Standards are developed to address specific needs. If there is no need, or no potential user base, a standard is of no value.
What is the need of standardization? Standards are developed for a wide variety of reasons such as technical issues; health, safety, or environmental concerns; quality or compatibility requirements.
