Research Background Community Based Development projects are projects undertaken to steer development at grassroots level. Typically address areas as health, water and sanitation, education, conflict resolution e.t.c Can be implemented by government, NGOs, CSOs, CBOs or SHGs Formal community development was introduced in Kenya by the British Colonial Government in the 1940s in the form of betterment schemes and women clubs Currently the mandate of the state department for social protection, Kenya Government
Research Background Community development has evolved over time. There are many stakeholders in community development including state and non-state actors. Implementation of community development projects has been un coordinated and disjointed Duplication of efforts, wastage of resources and minimal impact of these projects No clear regulations, guidelines, and standards haphazard engagement of communities distort community development projects
Where and Why Lamu Northern coast of Kenya with its capital in Mokowe Town Borders Tana River County to the southeast, Garissa County to the north, Republic of Somalia to the northeast and the Indian Ocean to the south. social economic profile below the national average drought and sporadic floods (from Tana River) affecting livelihoods in the county. proportion of county population living below the poverty line is 31.6 percent with urban areas (Lamu Island mainly) at 45.4 percent and rural areas at 28.8 percent. Health services are inaccessible and unaffordable to many in the community, there is low employment rates among the employable population, high levels of illiteracy, unaffordable education services especially in the secondary education and low awareness among the populations regarding pro-poor initiatives such as cash transfers, youth empowerment development fund (YEDF), women entreprise fund (WEF), national government constituency development fund (NG-CDF) and national government affirmative action fund (NGAAF).
Where and Why Lamu Drugs and substance abuse, HIV and AIDS, extremism and radicalization Child labor Unemployment among the youth, gender inequality, inequitable distribution of resources, inadequacy of social amenities Underdeveloped information communication technology infrastructure have contributed in making the county underdeveloped (LCG, 2016).
Research objectives To investigate the role of stakeholders’ management in monitoring of community based development projects in Lamu, Kenya
Specific Research Objectives To investigate the role of stakeholders’ interest in monitoring of community based development projects in Lamu County To examine the role of stakeholders’ influence in monitoring of community based development projects in Lamu County To investigate the role of stakeholders’ strategies in monitoring of community based development projects in Lamu County To examine the role of stakeholders’ dynamics in monitoring of community based development projects in Lamu County
Research Problem A lot of money invested in community development projects by donors and governments Community development projects not sustainable A number of actors in community development who are not coordinated Stakeholders and beneficiaries not well involved in projects Projects are supply –driven rather than demand driven
Research Gap Conventional research acknowledges importance of stakeholder participation in project monitoring However no consensus on how their participation and involvement should management This research will fill this gap by Providing key areas that should be management Correlating stakeholder management with project monitoring
Significance Provide the basis for engaging stakeholders Add knowledge in project stakeholder management (new knowledge area from project communications management and project human resources management knowledge areas) Guide decision making and policy formulations for both county government and department of social development, Kenya Inform sustained involvement of NGOs, CBOs and communities in community development
