About This Presentation

A methodology for the establishment of a Livestock Identification and Traceability System [LITS], using electronic identification [E-ID] and a tailor made livestock data management system [DMS] and the benefits to all stakeholders in doing so

Traceability in the Livestock Value Chain
Dr Chris Daborn Kenlloyd Logistics / E-LITS
MAAIF LITS Legal Framework Workshop Kampala May 2024

Traceability in the Livestock Value Chain
provides for a number of benefits - including:
•E-certification of livestock and livestock products that meet given quality /welfare standards
•Traceback of livestock and livestock products that fail given quality standards
•Feedback of ante and postmortem findings to the producer
•Providing for product safety and provenance labelling
•Enhanced access to higher value internal and export markets
•Disease control
•Livestock management
•Breed improvement
•Proof of ownership
•Deterrence of stock theft

Achieving traceability in the LVC is dependent on the
establishment of a secure LITS that meets given
[WOAH, ICAR, IGAD] standards comprising
Dual RFID Button/Flag tag animal
Identification devices [AIDs]
A mobile and web-based data management
system [DMS]

The use of RFID button Electronic Identification
[E-ID] is a vital component in achieving a secure
LITS because:
•The unique E-ID cannot be copied or transferred to another animal
•The absence of an E-ID device debars the animal from the LVC and flags as
possibly stolen
•Recording errors are minimised to zero
•Speed and accuracy of reading E-ID into a DMS provides for an optimal
operating environment
•Retains AID when flag tag [V-ID] is illegible or lost
•Can be applied as an implanted transponder where enhanced security
required

Farm to Fork Traceability is achieved at four key
points in the LVC
•At the farm or holding
oAll animals kept at a Livestock Holdings Registered [LHR] farm are RFID Button [Rt Ear] and Flag [left
ear] tagged and registered in the Livestock Data Register [LDR].
oAll sanitary events, [inclusive of vaccinations, disease, test results, treatments], concerning each animal
registered in the LDR is recorded in the Livestock Events Register [LER].
•As the animal is being moved
oAll animals being moved to slaughter to be recorded in the Livestock Movements Register [LMR] and
issued with an e-movement permit
•At the slaughter or export facility
oEach animals record in the DMS is updated with data from ante- and post-mortem inspection, carcase
weight and grade, trader id.
•At the point of sale
oanimal provenance information replicated as a QR coded label for attachment to all packaged products

day come from a disease free area / area not under any animal quarantine restrictions and:

1. a) Show no sign of disease, vectors or pests

Emergency Slaughters to be supervised by authorized veterinary personnel and a report submitted to the final destination veterinary authorities,
Animals ( revention of Cruetty) Chapter 39 must be guaranteed by the certifying, loading and stock-route inspection officers. Animals here mean
domestic mammalian, birds and wildlife animals of terrestrial -aquatic origin. The Certificate is issued in triplicate and for only a single
consignment. Slaughter animals shall be identified by the SL mark on the left jaw and or centrally serialized Red ear tags. Extra inf ; should be
attached. This is not a revenue collection receipt.

At the Slaughter Facility• The electronic identification [e-id] number of the slaughter animal is read and replicated as a bar coded label
o E-ID - 956 000007419371

• Two x barcoded labels printed and attached to each side of the carcase
• Producer accessible post-mortem inspection findings and carcase grade recorded against animal’s scanned E-
ID.
• Bar code labels replicated if carcase is further split into quarters Ante-mortem Post-mortem

At the Point of Sale• Bar coded e-id scanned back into the ULITS DMS to extract required animal provenance information which is
replicated as a QR coded label for attachment to all packaged products from that animal

• Trader / Retail outlet / Consumer “reads” QR code with free to use mobile QR Scanner app to retrieve
product provenance information. EID can provide regulatory authority access to the U-LITS DMS for any
additional information required

Handling Facilities are needed for LITS
