Air Emission Management Standard Jabil Social & Environmental Responsibility EHS Center for Excellence SE-ES20-00007

At the end of this training, you should be able to: Understand which requirements are applicable to your site Describe the elements required as part of an Air Emission Management program Understand the actions needed to develop, implement, and maintain an effective, written program Learning Intent

The purpose of this standard : Identifying, measuring, reporting, and controlling air emissions E nsuring compliance with regulatory requirements Reducing the negative impact of air emissions on the environment and human health Applicability Screening- Site shall first determine if there are industrial process/activities with regulated air emission to atmosphere. If applicable, the Site shall implement the requirements in this Standard Applicability Use of volatile chemicals Process generating air borne pollutants

Source of Air Emission and Air Pollutants Common Pollutants from operation process included: Process Possible Air Pollutants (example) Painting/coating Volatile Organic Compounds (VOCs), particulates Welding Dust, particulates, and fumes CNC machining Oil mist, particulates, and VOCs Electroplating/anodizing Acid fog, particulates, and hazardous air pollutants Boiler/generator operations Sulfur dioxide, nitrous oxide, and particulate matter/ dust, carbon monoxide PCB Router Dust, particulates Canteen Oil mist Wastewater treatment process VOCs, Odor

All Air emission sources (including point source and fugitive emission) At minimum, the Air Emission inventory should include: Description of Process/activities generated air emission. The type of Air Pollutant emitted Potential to Emit (PTE) and annual actual emissions Emission limit per Permit or regulatory requirement Type of the applied control device Point Emission outlet location and numbering Review Annually Update with MOC if applicable Air Emission Inventory

Start with: Who is environmental regulator for air emission in your area/country ? What compliance requirements Site need to follow? Does Site Set up the legal and others register for all appliable compliance requirements? Legal and Other Requirements Legal and other requirement Register Regulatory requirement Other requirement from Interested party Applicable Control Measures to ensure compliance: Operation control- e.g : Pollution Control device (scrubber, RTO, etc ) Admin control Recurring tasks to be included and tracked in Site EHS calendar, e.g Air Emission Permit renewal, Annual Reporting, Monitoring, and other obligations. Permit/Approval Yes

Air Emission Control Equipment Determination and Selection Design and Install- normally requires engineering design disciplines such as structural, mechanical, and electrical. Some types of control equipment include: Active Carbon Adsorber Wet Scrubber Recuperative Catalytic Oxidizer Baghouse Dust Filter

Develop and Implement Operating Instructions, to include: Start-up and Shutdown procedures Document operating ranges of indicators (for example for a scrubber, the water flow rate, pH for solution, input concentration, etc.) Normal and abnormal conditions Preventive and maintained plan (PM) established and implemented Change- MOC process Suspend/bypass control device- Shall obtain approval from regulatory authorities and document as applicable Air Emission Control Equipment-Operation Requirement

Risk assessment All area/activities involved with the operating and performing PM of the air emission control device Air Emission Control Equipment-Other requirements Wastewater/Waste handling Handled, stored, and disposed of in accordance with local regulatory requirements and Jabil Solid Waste Management Standard and Jabil Water Management Standard and Specification.

Monitoring and Testing Requirements Monitoring Plan Monitoring Results compliance evaluation Gap R eport the exceedance through the EHSIP system conduct RCA and develop actions Shall support permit terms and conditions Elements to consider in the plan I ndicators of performance, Selection of monitoring Techniques, Frequency of monitoring (if periodic monitoring is required), Qualification requirements, reference standards etc. C ompliance evaluation Evaluation report Yes Follow applicable methods set in local standard.

Establish and Implement Emergency Response Procedure Identify emergency scenarios in accordance with Site Risk Assessment and regulatory requirement. The process/operation vented to the Air Emission control system shall suspend operation to prevent uncontrolled air emission from the process/operation escaping into the atmosphere Drill – conducted according to the Jabil Emergency Preparedness and Response Standard. Notification process shall be established for air related events Emergency Response

Training Requirement Who What Frequency Employee with assigned responsibility for air emission management Site Air emission management process and requirements of legal and others MOC Emergency Response Upon assignment and annually, and Upon significant changes Employee responsible for air emission control device operation, maintenance and/or inspections Understanding of the specific control device Operating and maintenance requirements for the specific control device EHS requirements based on the Site Environmental & Risk assessment, including Electrical Safety, Hot work, MOC, Hazardous Materials Management, Confined Space Safety. Control of Hazardous Energy (Lockout/Tryout-LOTO) Emergency Response Procedures for air related case Upon assignment and refresh annually, and Upon significant changes

Audit and Review : Sites shall review, audit, and validate effectiveness of local procedures in accordance with this standard according to local and corporate review and audit/validation procedures. Record Retention : Sites shall retain records according to the Jabil corporate record retention policy Additional Requirement

Summary Applicability screening Air emission source identification and Inventory Legal and other requirement Monitoring and testing Audit and Review Corrective actions Preventive actions Obtain permit and approval Implement controls Control device operation and maintenance Emergency response Training
